1 EUROPEAN COMMISSION Directorate-General for Communications Networks, Content and Technology Coordination Directorate F4: Knowledge Base Going Local Italy 2013 visit report The Going Local Italy 2013 was held on Monday, June 3, in Rome at the EU Representation premises and on Tuesday, June 4, in Milan, at the Politecnico University premises. The event was organized in collaboration with the Ministry of Education and Agenzia per l'italia Digitale, a state agency created to promote the objectives of the Italian Digital Agenda. The main goal was the discussion of European policies and, in particular, the Italian state of play as regards Digital Agenda policies, the actions undertaken by the government, the medium and long-term challenges and objectives, and difficulties encountered. The discussion was focused on some key issues of the Digital Agenda, and the event was organised around workshops relating to broadband, skills and jobs, smart communities and egovernment (see Annex 1: Agenda). The event was chaired by the "Digital Agenda ambassador" Roberto Viola and moderated by journalists. It was attended by prominent business and civil society leaders and other stakeholders; both speakers and audience, indeed, belonged to important organizations and Italian institutions (more than 150 in Rome and 80 in Milan). The event was officially published on the following websites: UE Representation in Italy cal2013_it.htm Digital Agenda for Europe Other websites that promoted the initiative were those of the Italian Ministry of Economic Development, the Ministry of Education, the Italian Agency for the development of the Digital Agenda, University "Politecnico di Milano". It received considerable coverage in the national media, both newspapers, radio and television. The news was spread by agencies such as Ansa, Reuters, Dow Jones, AGI, 1
2 TMNews, AISE, newspapers like Corriere della Sera, La Stampa, Repubblica, Il Sole 24 Ore, Il Corriere delle Comunicazioni, Techeconomy, Che Futuro!, Key4Biz, il Mondo, EuNews, Euractive, major national television (RAI, SKY) and radio broadcasts. GL Italy 2013 was also published on Social Networks like Facebook, Linkedin and Twitter. During the event, 192 tweets containing #Daelocal hashtag were recorded, even though no wireless network was available. Main topics discussed on Twitter were related to Internet users in Italy, e-government, e-commerce. Other hashtags mentioned with daelocal were: #agendadigitale, #da2013, #daelocal, #digital, #digitalagenda, #digitale, #ecommerce, #egovernment, #ftth, #goinglocal, #ict, #internet, #italy, #nga, #ragosa, #sioli, #trentino, #viola, #voucher. The event was organized by L.Sioli, K.Asperti and G. Papa (F4). Broadband and NGNs (Rome) The workshop was opened by an introduction of R. Viola on the need for a single market. Viola also highlighted the fact that Italy comes last in ranking in terms of deployment of NGA (Digital Agenda Scoreboard). Ragosa, Italian Digital Champion, recalled the importance of ICT investment for growth in Italy. Cardani, President of AGCOM, focused on the slow take up of broadband as a main reason for the Italian investment gap, calling it a "cultural gap" rather than connecting it to lack of digital literacy. The migration to NGA is mainly slowed down by demand, with negative impacts on revenue growth in the sector, as consumers are not informed and use needs to be further stimulated. Sambuco, from MISE, recalled the achievements of the Italian administration: the digital divide was addressed (Italy features one of the highest rates of broadband coverage in Europe), although EDRF spending was limited to 18 bn (out of 54 bn ) because the procedure is too cumbersome. The introduction of the "single network model" (as notified to DG COMP) shall speed up public investment in the future. Challenges ahead concern investment in NGA, including ubiquitous coverage of at least 30 MBps, data centres, allocation of 700 MHz, a cloud for the public administration, and a reflection on the need for a single mobile network. Bassanini (president of the Cassa Deposito e Prestiti) recalled the ongoing economic crisis in Italy. The proposed Regulation on the reduction of civil costs is important, but more needs to be done in Europe, mostly about making Europe a more attractive place to invest, favouring long-term investment. The ECB should be allowed to use some liquidity to launch a very long-term financing decision conditioned on investment in infrastructure. The 1 bn of CEF is too little. Other challenges in Italy concern digital literacy and the development of services 2
3 for the enterprises. Fostering use of ICT by Italian businesses is a must, as organisational innovation helps productivity growth. Parisi, Confindustria, measures Italy's gap with other EU countries through the lack of cable infrastructure. Taking that into account, Italian telecom operators did invest more than their European counterparts. Competition in Italy played a good role: it lowered prices and stimulated investment. Network intelligence is one important component of competition, contrary to the "one network" proposal, there fore the wish is for market consolidation to take place but not in favour of one network. But the gap is also in terms of demand. The public administration needs to develop useful services. Italy needs an alliance few enterprises have understood that ICT adoption is about productivity growth - and to understand the barriers to take up. Lack of skills is one of the barriers, not only for the ICT industry, but for all traditional industries, and an important issue for policy to address. Pierani (Altroconsumo) contests statements about the lack of demand in Italy. Fast networks are in demand, in particular by enterprises. Italy needs an industrial policy and the separation of Telecom Italia goes in the right direction. For Patuano (Telecom Italia), prices should not be computed on the basis of copper (the objective of copper is its switchoff). Prices have to be seen in relation to more advanced architecture and have to deliver sustainable returns. The separation of the network is an industrial operation and needs to be accompanied by the right framework conditions. According to Calcagno (Fastweb), Fastweb is the only company which is actually investing and opposes the idea of "one network". The only NGA deployed in Italy is by Fastweb, and its planned investment of 400 mio (to reach 20% of Italian population) would make Italy meet the DAE targets. Crucial to further development is the regulatory treatment of the subloop: prices need to reduce to deliver sustainable investments. Resmini (Vodafone) concludes by reminding the importance of the certainty of the regulatory framework for investment both in fixed and mobile. Structural Funds role in the Digital Agenda policies (Rome) R. Viola explains the rules of the new programming period and: S de Luca (Dipartimento per lo Sviluppo e la Coesione Economica Ministero dello Sviluppo Economico) sees the Digital Agenda as a driver of regional agendas. The Ministry reviewed spending with the regions, following smart specialisation objectives within one national vision. There will be more resources in the next programming period for innovation and ICT (+11%). Consistency with ultrafast broadband and with existing demand will be ensured. Lombardo (Infratel) recalls that commercial investment in NGA in 2015 will reach 30% of population, hence the need for public investment. He explains the 3 models of intervention for 3
4 2.5 bn (to reach 2020 targets), using existing infrastructure and reducing digging costs. Intervention will concern 8000 towns: 312 towns are black/grey, the other 7714 are white. Currently launching the first intervention, the network architecture will be decided by the beneficiary, and the clawback mechanism and a public consultation are foreseen. This intervention will increase coverage by 6 percentage points. Pillarella (Regione Molise): ranked last, the Molise region set up a supply programme and benefitted from synergies between funds (Rural Development Fund and regional funds), as well as from an experiment for a public data center (for administration and citizens). Quartu (Regione Sardegna): in Sardenia the new programming period will see a shift from the funding of infrastructure to the funding of services, in particular for cloud. He highlighted the importance of exploiting the synergy between infrastructures: exploiting building of energy infrastructure to lay telecom cables. Bairati (Confindustria) concluded about the importance of targeting intangible investment and entrepreneurship which is needed for productivity growth. Digital Competences and employment (Rome) L. Sioli introduced the session by providing a picture of digital skills in Italy and explaining the European initiative on the Grand Coalition for digital jobs. R. Lehnus (MISE) explained the impact of investment in broadband in the South on employment. 3,000 direct jobs in the next 2 years, in particular in the telecom equipment manufacturing sector. Radaelli (Confindustria) highlighted the need to move to digital schools (fostering teachers' skills and bringing about a change in processes, in particular distributive knowledge) and in the PA. Clementina Marinoni (Fondazione Politecnico di Milano) explained the ecompetence Framework started by users, supported by ICT vendors and verified also by SMEs, on the basis of dual thinking. Although the work on the framework started 10 years ago, it is not well known in many countries, and it is thanks to the Grand Coalition that it is gaining speed today. This framework will become "standard" in Italy on 6 th of July. Scano recalled the importance of the digital school to provide the appropriate skills, not only for ICT professionals, but also for web-related occupations such as digital marketing. Manpower recalled the emergence of new profiles such as the "ecommerce officer", "Digital officer", etc, with 90% of jobs requesting some level of digital skills. We observe a mismatch, as many of these profiles are not found. These are "young" profiles, but often young people are not interested in the reality of Italian small enterprises. There is a risk this is a barrier to 4
5 the use of ecommerce by Italian enterprises. Mobility is increasing (many Indian profiles plus offshoring). Digital literacy (Rome) The "Agenzia per l'italia Digitale" presented upcoming initiatives on digital literacy, based on the definition of skills, on the cooperation with regions and the European funding (ESF and EDRF), working with non-certified trainers through a cascade system. The MIUR described its action as aiming at identifying ongoing best practices so as to scale them up at national level, through a platform evaluated by teachers and students, with particular attention to the use of innovative technologies. The university "Federico II" in Naples has two main projects, "Federica" and "YouLaurea". The former offers MOOCS, 300 courses online through open access, with 15,000 users a day, while the second is the first multimedia guide to university orientations. Smart Cities & Communities (Milan) The workshop "Smart Cities & Communities" took place on the second day in the premises of the University Politecnico di Milano. The discussion underlined the importance of the Social Innovation Policy in a period of economic crises and tight budget, described not only as an opportunity of economic growth, but also as an important driver to promote social inclusion, citizen engagement and responsiveness; actually, the main objectives of the Social Innovation are a better quality of life, a better and rational use of the resources and a precise identification of the needs and the projects. For this reason, the design of public services, aimed at using resources in a more targeted way along with the participation of citizens, was considered a very interesting initiative. During the workshop, the discussion highlighted the main characteristics, objectives and challenges Italy has to face. For instance, it was underlined that the idea of a Smart City is very complex, as it is related not only to technical matters, financial and economic issues, but above all to the governance, the vision, as well as the approach towards development and implementation. A Smart City requires high technology, infrastructures, and a Smart Community. The latter is very difficult to create because the percentage of the population with computer skills in Italy is below the European average; however, attention was also drawn to another 5
6 factor, namely the dissemination of new tools, as there is lack of visibility and advertising; it was also noted that in most cases the quality of websites and services is inadequate. Technology issues address the problem of interoperability which was considered to be one of the key factors of the change. The main challenge is to develop interoperable services and applications, thus providing ICT solutions that could be transferred, reaping the benefits of economies of scale and a faster progress; a Smart City, furthermore, has to take into account the needs of citizenship and the characteristics of each territory and project, as its success depends on the identification of real needs and the active participation of the territory. Interesting initiatives were undertaken by some regions, such as Puglia, Piemonte, Lombardia and the Autonomous Province of Trento that used the instrument of Public Procurement and living labs in order to identify needs and ICT solutions not only for citizens but also for business. The discussion highlighted the need for better financial instruments and actions to stimulate the market in order to encourage private investment. Pilot projects funded by the public sector are unable to become real products on the market, as a customer base does not exist in a large part. The main challenge concerning the implementation of Smart Cities Projects and the overall Digital Agenda in Italy was identified to be the absence of a roadmap with commitments and deadlines. The concept of Smart City is largely identified with social needs (bottom-up process), however, it was stressed the importance of a soft governance providing a regulatory framework, a guidance enabling the standardization of financial and technological instruments, a general direction necessary to ensure interoperability of services and technological solutions. Repeatability of business model and interoperability as essential keys to ensure scalability, therefore, market access. The discussion underlined the importance of a single model with general rules and a vision, so that data, information, services and different actors could easily interact. Statistical methodology should take into account new technological tools and indicators should be better identified in order to describe and measure the new "smartness" performance not only related to the macroeconomic variable; another important change is to encourage a shift from pull to push model, allowing the extraction of knowledge from data; this means offering services, aggregate information, using open and big data that might be very useful for the statistical survey. Not only access to data but, above all, data thought in order to be used, to be integrated. Such initiative has been realized by the Italian Institute of Statistics (ISTAT) that has created a visualization platform and an App for Smartphones able to share and integrate data. 6
7 egovernment (Milan) Roberto Viola opens the session by presenting the main EU policies in promoting interoperability between EU countries' online public services, on one hand legislative acts on eidentity, eauthentication and edelivery and on the other hand by helping the setup of interoperable platforms in egovernment, ehealth and ejustice through the CIP funded Large Scale Pilots. Giuliano Noci (Politecnico Milano) illustrates the main issues in egovernment deployment and use in Italy following extensive empirical research: low awareness raising among the potential users, introduction of egov services without proper reorganization of the PA, multichannel approach without appropriate targeting of the users, incomplete digitalization of processes and lack of coordination between autonomous local PAs hampers the delivery of seamless and user friendly online public services. Gabriella Cattaneo (IDC Italia) presented the results of the 2012 egovernment Benchmark report of the EC. The report shows that the pattern of egovernment use by Italian internet surfers (which in Italy is still a low percentage) is at EU average. The digitalization of processes by PA is more advanced in services for the businesses while services for the citizens are less developed. Elena Tabet (Agenzia per l' Italia Digitale) reminded that Italy is in the last position in the EU in term of use of egovernment services. The reasons of the big gap between the availability and use reside essentially in two sides of the same coin: services that lack user-friendliness and a low digital literacy of the citizens. Laura Castellani (Tuscany region) illustrated how Tuscany had been working on interoperability and seamless services both through hard measures (i.e. legislation) and soft measures (i.e. coordination committees). There are also some initiatives dedicated to increase digital literacy of the citizens. Giovanni Menduni (Florence municipality) argues that potential developers of open data applications still suffer from cultural backwardness. On the contrary the final users are in rapid growth and they take advantage of the 24h functionality of the Florence municipality's public services since the time pattern of use is almost flat. Roberto Zuffada (Lombardy region) illustrates his region's experience in the EPSOS large scale pilot on cross-border portability of eprescriptions and electronic patient summary. Different issues arose during the pilot: privacy, security, different health systems and different categories of health professionals to deal with. The project has been successful because it involved Public Administrations with high interest for the project and already featured good progress in ehealth solutions and for citizens with high education levels and high levels of digital literacy. Giovanni Linzi (IBM Italia, Confindustria digitale) brings the viewpoint of the suppliers of ICT solutions for PAs. As also stressed by other speakers, the digitalization of processes often 7
8 has not been followed by a re-organization of processes: e.g. feedback from PA with paper mail was 15 days and now with certified is often above a month. Some of the proposed solutions are the setting up of a unique point of management of citizens' and businesses' data to which all the administration refer to. A strong political commitment is warranted in order to overcome the problems highlighted by today's interventions.
