2 Introduzione/ Introduction/ In un periodo di crisi senza precedenti, di cui purtroppo ancora non si intravede la fine, il network dei porti di Roma e del Lazio, composto da Civitavecchia, Fiumicino e Gaeta, con la creazione della Piattaforma Lazio si presenta come un punto di riferimento imprescindibile per l economia della regione e dell intera nazione, rappresentando la seconda area di consumo in Italia e la quinta in Europa. Avere un attenzione costante per il mercato è la chiave di tutte le nostre strategie. Per questo abbiamo dato vita a una piattaforma regionale di porti, non in micro concorrenza tra loro perché gestiti in modo complementare da un unico soggetto: una vera e propria piastra intermodale al servizio del mercato alle nostre spalle. Al tempo stesso, ci siamo proposti come un hub strategico per la logistica e le merci, grazie a fondali rocciosi e profondi, e ai vasti spazi retroportuali disponibili. È con queste premesse che è stato possibile progettare e pianificare un percorso ben articolato per la realizzazione delle infrastrutture necessarie alla crescita del porto di Civitavecchia e del Network. Un sistema regionale di collegamento, unico e razionale, tra i territori retrostanti ed i traffici portuali, merci e passeggeri, realizzato con una riorganizzazione degli spazi e delle loro destinazioni d uso nel porto, con la creazione di nuove banchine e piazzali, e con il potenziamento dei collegamenti stradali, autostradali e ferroviari. L obiettivo è quello di soddisfare le esigenze turistiche, commerciali e produttive di un distretto che comprende, oltre che l area urbana della capitale e dell intero Lazio, le regioni vicine Umbria e Marche. È con questo spirito che intendiamo illustrare il work in progress del Network, mostrando l avanzamento dei lavori: per scoprire com era il porto, come lo stiamo trasformando e come sarà. During a period of unprecedented crisis, for which there does not seem to be an end, the network of Rome and Lazio s ports, consisting of Civitavecchia, Fiumicino and Gaeta, with the creation of the Lazio Platform, presents an indisputable point of reference for both the economy of the region but also that of the entire country. It represents Italy s second largest area of consumption and Europe s fifth. The key to all our strategies is to pay careful and constant attention to the market. It is for this reason that we set up a regional platform of ports, not in micro-competition with one another, because they are managed in a complementary way by one single subject: a true intermodal platform for serving the market is on our shoulders. At the same time we have offered ourselves as a strategic hub for both logistics and freight, thanks to the deep rocky sea beds and to the vast dry port area available. It is with these prerequisites that it has been possible to design and plan a detailed programme for creating the infrastructures required for the expansion of the port of Civitavecchia and the Network. A regional connecting system, that is unique and logical, between the areas at the rear and the port traffic, both freight and passenger, created through the reorganising of spaces within the port as well as their intended use, with the creation of new quays and hard standing areas, and the upgrading of road, motorway and rail links. The goal is that of meeting the tourism, business and manufacturing needs of a district that includes, in addition to the urban area of the capital city and the entire Lazio region, the nearby regions of Umbria and the Marches. It is in this spirit that we intend to illustrate the Network s work in progress, providing examples of how the work is advancing: it is a way of finding out how the port once was, how we are transforming it and what it will become. Per garantirne una gestione ottimale è stato diviso in due macro aree, in base alle diverse dinamiche di mercato. OPERE IN FASE DI PROGETTAZIONE WORKS UNDER PLANNING CONFINE OPERE PORTUALI AL 2013 PORT BOUNDARY ON 2013 Al 2013 il porto di Civitavecchia, può contare su circa 2 milioni di mq di piazzali; 17 km di banchine; 16 mt di pescaggio e fondali rocciosi; 23 attracchi per mega yacht da 110 a oltre 280 piedi. Overview The port of Civitavecchia presents itself as a multifunctional port. In order to ensure it is managed in the most efficient way it has been divided into two macro-areas, based on the different market dynamics. The Southern Area dedicated to tourism, pleasure boating and cruise liners. The Northern Area for commercial traffic, fishing and short sea shipping. 5 Il Porto Storico/ The Historic Port/ A sud dell intera struttura portuale sorge il porto storico di Civitavecchia, un bacino che racchiude le costruzioni più antiche: la darsena romana e quella traianea. Con la cessazione delle attività commerciali, l intera area godrà di una destinazione d uso esclusivamente turistico e ricettivo. La prossima ricostruzione dell antico Arsenale del Bernini, insieme alla riqualificazione del molo del Lazzaretto e a quello del Bicchiere, sono oggetto di un ampio progetto che, dopo la demolizione dei vecchi sili del grano, prevede la realizzazione di un area di ormeggio per yacht di lusso e di un Museo del Mare e Oceanario. 7 La Riqualificazione del Molo del Bicchiere Con l abbattimento dei vecchi sili del grano, Civitavecchia mette fine a quella che è stata una vera e propria violenza paesaggistica durata oltre quarant anni, da quando cioè l enorme struttura fu riedificata accanto al Forte Michelangelo, dopo i bombardamenti della seconda guerra mondiale. Questi lavori segnano l inizio di un percorso che riporterà Civitavecchia allo splendore che le compete, con l ambizione di diventare il primo porto a livello nazionale e uno dei più importanti del Mediterraneo. L imponente mole dell edificio ha fortemente caratterizzato il paesaggio e lo skyline della città portuale nel corso di quasi tutto il secolo scorso. Oggi, grazie alla continua crescita del traffico crocieristico e alle esigenze di moderne infrastrutture, i nuovi sili saranno edificati in un area più idonea e maggiormente attrezzata. The Redevelopment of the Molo del Bicchiere With the demolition of the old grain silos, Civitavecchia has done away with what has, for over forty years, been a veritable scar on the landscape, ever since the enormous structure was rebuilt alongside Fort Michelangelo, following the bombardments of the Second World War. These works mark the start of a new era that restores Civitavecchia to the splendour it deserves, with the ambition of becoming Italy s major port and one of the most important in the Mediterranean. The port s imposing jetty has been an overpowering feature of the landscape and the skyline of the port city throughout almost all of last century. Today, thanks to the continued growth in cruise liner traffic and the needs of modern infrastructures, the new silos will be built in a more appropriate and far better equipped location. The port of Civitavecchia has finally begun to change its appearance: a transformation that is decades overdue and something that the entire city and the changing times have vociferously called for. 10 Terminati i lavori di riqualificazione e adeguamento delle banchine di attracco, potrà iniziare la sistemazione del Molo del Bicchiere dove sorgerà il Museo Marino e Oceanario di Civitavecchia. Il Museo Marino e Oceanario di Civitavecchia Con un investimento di circa 35 milioni di euro, si potrà dare il via alla realizzazione di un museo marino e oceanario in grado di accogliere oltre visitatori all anno. Nel progetto sarà rievocato il profilo dell antico molo romano e del faro. La durata dei lavori sarà inferiore ai due anni. Per il contesto archeologico in cui sorgerà, di particolare rilievo per la coesistenza di monumenti riconducibili a diverse epoche (romana, medioevale, rinascimentale e barocca), il museo si proporrà come elemento di riqualificazione urbana, che non si limiterà alle attività ludico-ricreative ma svolgerà anche la funzione di centro didattico e di ricerca. Il suo percorso espositivo dovrà rievocare in particolar modo il rapporto esistente tra gli antichi romani e il Mare Nostrum, riproducendo gli habitat più rappresentativi di un area che andava dal Tevere alla penisola Iberica, fino ad arrivare all Egitto. Civitavecchia s Museum of the Sea and Oceanarium With an investment of approximately 35 million, work can now begin on constructing a museum of the sea and an oceanarium capable of welcoming more than 700,000 visitors every year. The actual exhibitions will have to recall, in particular, the relationship that once existed between the ancient Romans and the Mare Nostrum (Mediterranean Sea), with recreations of the more typical habitats of an area that spanned from the Tiber to the Iberian Peninsula, reaching as far as Egypt. Con l intenzione di attuare il Piano Regolatore Portuale vigente, l Autorità Portuale ha intrapreso la realizzazione di importanti opere di riqualificazione del porto storico. Grazie a una cabina elettrica dedicata di 3 MW, le banchine risultano essere completamente elettrificate. I visitatori, di qualsiasi lingua e nazione, avranno a disposizione strumenti e tecnologie di ultima generazione e potranno scoprire in modo interattivo le peculiarità The Lazio Region Welcome Center Located at the entrance to Civitavecchia, the Welcome Centre is a veritable gateway to the area and all it has to offer: a strategic junction that will greet visitors and offer them the possibility of getting hold of all the information they require with ease. Visitors, no matter what their language or their country of origin, will be able to use the latest generation of devices and technology to help them discover, in an interactive way, the distinctive nature of Rome s cultural heritage and that of the entire region of Lazio. They will find information about places of artistic interest, cultural events, permanent exhibitions, festivals, and excursion and entertainment type activities. 18 Area Servizi Crociere/ Cruise Line Services Area/ Sono terminati i lavori di allargamento dell Antemurale Cristoforo Colombo, dove l Autorità Portuale ha realizzato ampi piazzali, al fine di migliorare la viabilità e l accoglienza per i mezzi di servizio al terminal crociere. Con un nuovo investimento di circa 35 milioni di euro, è previsto ora l allargamento di 40 metri di un ulteriore tratto della diga foranea lungo 300 metri. La società concessionaria Rct realizzerà una serie di terminal al servizio delle 6 mega navi che, una volta ultimati gli investimenti, potranno stazionare contemporaneamente sull antemurale. Work has been completed to widen the Christopher Columbus Breakwater, where the Port Authority has created some large, hard standing areas, with a view to improving the internal road network and for welcoming tourist vehicles to the cruise liner terminal. It is anticipated that with a further investment of some 35 million, the widening of a further section of the 300 metres outer breakwater by 40 metres can now get underway. The concessionary firm, RCT, will create a number of terminals to serve the 6 giant vessels which, once the investments have been finalised, will be able to dock simultaneously on the breakwater. 18

19 CENTRO SERVIZI ANTEMURALE C.COLOMBO / C.COLUMBUS BREAKWATER SERVICES CENTRE La superficie ricavata dall ampliamento dell Antemurale Colombo e destinata all accoglienza e allo smistamento del traffico crocieristico, ospiterà la realizzazione di un Centro Servizi. The surface space gained from the enlarging of the Columbus breakwater and intended for greeting and handling of cruise liner traffic, will be the location for the newly created Services Centre. 19

20 Traffico Crocieristico Nel 2012 il porto di Civitavecchia grazie ai suoi crocieristi in transito ha mantenuto il primato nazionale nelle crociere, restando ai vertici anche nel Mediterraneo. Cruise-Traffic In 2012 the Port of Civitavecchia welcomed 2,398,063 cruise passengers. In the same year, Civitavecchia ranked as one of the the first cruise port in the Mediterranean. Centro Servizi L edificio è pensato per dare uno spazio adeguato ai fornitori di servizi ai passeggeri, in modo tale che questi ultimi possano avere a disposizione in un unico luogo bar-ristoro, servizi igienici, negozi di vario tipo e allo stesso tempo possano accedere agevolmente a informazioni turistiche o più generali, come i collegamenti con la capitale e l hinterland. 21 Le Opere Strategiche/ The Strategic Works/ Le opere marittime della nuova darsena traghetti, intitolata a Sant Egidio, saranno terminate all inizio del Con un investimento di 194 milioni di euro, previsto in Legge Obiettivo e finanziato dal CIPE e dall Autorità Portuale, il porto di Civitavecchia avrà 9 nuovi attracchi, di cui 6 per cruise - ferry ro-ro, 2 per navi da crociera ed uno dedicato al nuovo terminal granaglie. Oltre all ulteriore prolungamento di 400 metri dell antemurale, sarà realizzata anche una nuova darsena servizi per le imbarcazioni delle forze dell ordine, i servizi tecnico-nautici, la flotta pescherecci, il bunkeraggio ed i cantieri navali. 24 Le Autostrade del Mare Dette anche strade mediterranee, sono un servizio di trasporto marittimo alternativo alla viabilità ordinaria su strada delle merci, che prevede linee di cabotaggio di più imprese per svolgere collegamenti tra il Nord e il Sud Italia e negli Stati europei che si affacciano sul Mediterraneo. Il programma europeo delle autostrade del mare è una derivazione del Progetto 21 Motorways of the Sea, approvato dal Consiglio Europeo nell ambito delle Reti Transeuropee TEN-T, che ha l obiettivo di collegare i vari porti del Mediterraneo e di sostituire al costoso e inquinante trasporto su gomma quello per mare. La navigazione a cabotaggio, in particolare, si rivela ideale per la penisola italiana, grazie all estensione delle sue coste e dei suoi porti. Motorways of the Sea Darsena traghetti e servizi Sarà completata all inizio del 2015 la nuova Darsena Traghetti e Servizi (foto sopra) che consentirà al porto di Civitavecchia di raddoppiare la sua capacità operativa. Conclusa questa importante opera, il porto di Civitavecchia potrà ambire a possedere una leadership anche nel settore delle merci. DARSENA TRAGHETTI E SERVIZI/ FERRIES AND SERVICES DOCK/ Motorways of the Sea are a concept in the transport policy of the European Union, stressing the importance of sea transport. The main aim of these Motorways of the Sea is to improve port communications with peripheral regions of the European continent and thus strengthen the networks between the EU candidate countries and those countries already part of the European Union. The concept came about in the White paper European transport policy for 2010: time to decide of the European Commission, which was adopted in June 2001 in Gothenburg, as an alternative to concrete motorways by land.
