44 Costs and financing Cost of the project: Total cost = Financing + Cofinancing Financing: amount of money made available by the funder Co-finacing: amount of resources with which the beneficiary participates in the project costs 44

45 Costs and financing Direct and Indirect Costs Direct costs Direct costs are all those eligible costs which can be attributed directly to the project and are identified by the beneficiary as such, in accordance with its accounting principles and its usual internal rules. Example: Direct costs are typically PERSONNEL, CONSUMABLES, TRAVEL, EQUIPMENT AND SUBCONTRACTS. 45

46 Costs and financing Direct and Indirect Costs Indirect costs Indirect costs, also called overheads, are all the structural and support costs of an administrative, technical and logistical nature which are cross-cutting for the operation of the beneficiary body's various activities and cannot therefore be attributed in full to the project. The nature of an indirect cost is such that it is not possible, or at least not feasible, to measure directly how much of the cost is attributable to a single cost objective. Example: Overheads comprise costs such as hiring or depreciation of buildings and plant, water/gas/electricity, maintenance, insurance, supplies and petty office equipment, communication and connection costs, postage, etc. and costs connected with horizontal services such as administrative and financial management, human resources, training, legal advice, documentation, etc. 46

47 Costs and financing There are two cost models Full cost model (FC), where all the eligible actual costs (direct and indirect) are charged by the University. (It is possible to obtain a flat rate for indirect costs) Additional costs (AC) basis, where the direct additional eligible costs (and usually a flat rate for indirect costs) are charged by the University. Personnel in staff is not an ADDITIONAL cost 47

48 Costs and financing There are two payment approach: Youe ENTITY will give you the money in advance? Reimbursement of costs - the funder will reimburse our costs after the periodic or final report in which we CLAIM our costs. (An advance payment is possible but the money will belong to us only after the report). Payment for the contract the funder will pay in one or more installments for the contract signed. One or more financial and activity reports are foreseen. 48

51 OUR APPROACH You have two SAFETY NET OF MONEY One possible view 1.You ll ask to the funder for the reimbursement of the costs of the personnel in staff; but the personnel in staff is NOT a cost that you must sustain, it is a costs sustained by your institution. The Institution (probably) does not want the money back from you. As a matter of fact the Institution will pay the personnel in staff (professors and researchers already enrolled) even if the project does not exist. 2.You ll ask to the funder for the reimbursement of indirect costs (also called overheads); but overheads are NOT costs that you must sustain, they are costs sustained by your Institution. The Institution does not want the money back from you. (The Institution probably will maintain a little part of this amount of money). 51

54 DIRECT COSTS Personnel Any beneficiary may include in its personnel costs: "permanent employees", who have permanent working contracts with the beneficiary or SAFETY NET OF MONEY "temporary employees", who have temporary working contracts with the beneficiary. Only the hours worked on the project can be charged. Working time to be charged must be recorded throughout the duration of the project by timesheets, adequately supported by evidence of their reality and reliability. 54

57 DIRECT COSTS Travel Travel and subsistence allowances for staff taking part in the project Travel costs must be needed for the work in the project, or for activities related to it (e.g. presentation of a paper explaining the results of the project in a conference). Travel costs related to a conference where no specific project-related work will be performed or presented by the beneficiary would not be eligible. Travel costs should be limited to the necessity for the project; any extension of the travel for other professional or private reasons is not an eligible cost. 57

59 DIRECT COSTS Durable Equipment The purchase cost of durable equipment Only equipment purchased for the purposes of carrying out the action can be charged as direct costs. The beneficiary must apply its usual depreciation system for durable equipment. Example: Total equipment cost = Duration of the project: 36 months Equipment depreciation rate: 60 months The amount of use (percentage used and time): 80% Total costs charged to the project = 10,000 x (36/60) x 80% = To fill in the budget 59

61 DIRECT COSTS Consumables The costs of consumables and supplies provided they are identifiable and assigned to the project. Any consumables necessary for the implementation of the project may be considered as direct eligible costs. 61

63 DIRECT COSTS Subcontract The general rule is that beneficiaries shall implement the project and shall have the necessary resources to that end. However, it is accepted that, when the GA provides for it accordingly, and as an exception certain parts of the work may be subcontracted. The need for a subcontract must be detailed and justified in the Description Of the Work (DoW) or authorized by the Project Officer during the course of the project.. 63

69 STRAND 2 EC COMMUNICATION Broader acceptance of usual accounting practices The Commission considers it necessary.. eligible if registered in the beneficiary's accounts according to its usual accounting practice in compliance with applicable accounting and auditing standards. Average personnel costs The Commission considers that any average personnel cost methodologies applied as usual accounting practice by the beneficiary could be accepted,. based on actual personnel costs registered in the accounts. Average cost methodology applied must have been accepted in national public research programmes. 69

70 Limiting the variety of rules STRAND 2 EC COMMUNICATION For reversing this tendency, the return to a common set of basic principles instead of a "tailor-made" approach seems appropriate, provided that policy objectives can still be met. Interest on pre-financing interest-bearing bank accounts and the interest gained is recovered by the Commission. The removal of the obligation to open interest-bearing bank accounts would spare the related administrative effort. A yet bigger simplification could be achieved by fully or partially suppressing the obligation to recover interest on pre-financing. 70

71 STRAND 2 EC COMMUNICATION More lump sum elements in the current cost-based approach Time recording for personnel cost accounting is perceived as particularly burdensome by some beneficiaries. Such a requirement could only be dropped if lump sums for personnel per beneficiary, based on an ex ante estimation of the personnel costs per beneficiary for the project, were to be established and agreed during grant negotiations. 71

72 Intro result based system STRAND 3 EC COMMUNICATION Result-based approaches require a careful definition of output/result at the level of each individual project and a thorough analysis in order to fix lump sums that are based on a reliable estimation of eligible costs necessary for the implementation of the project and guarantee sound financial management, The payment of the grants would be entirely based on the assessment of outputs/results. the removal of all checks on actual costs incurred and a shift of the control efforts from the financial to the scientific side. A high-trust "award" approach 72

73 The way forward EC COMMUNICATION Depending on consensus obtained in response to this Communication regarding specific measures the Commission may present amendments for FP7, following its interim evaluation. The Horizon 2020 grant shall be limited to a maximum of 70 % of the total eligible costs for the following actions: (a) actions primarily consisting of activities such as prototyping, testing, demonstrating, experimental development, piloting, market replication; (b) programme co-fund actions. 6 The reimbursement rates determined in this Article shall also apply in the case of actions where flat rate, scale of unit or lump-sum financing is fixed for the whole or part of an action. 91

In such cases, the participant shall sign a declaration confirming that the person concerned has worked exclusively for the action. 3. The grant agreement shall contain the minimum requirements for the time recording system as well as the number of annual productive hours to be used for the calculation of the hourly personnel rates. 94

A societal challenge corresponds to a concern which is shared by citizens across Europe and where a solution can not be found within an acceptable timeframe without major technological breakthroughs. Societal challenges share a number of elements, including the complexity involved in finding a solution, the need for an interdisciplinary approach or the fact that the solution itself not only addresses the challenge, but at the same time generates huge business opportunities. 156 Spreading Excellence and Widening Participation The EU s attention in low-performing countries between member states is higher in Horizon The Spreading Science and Widening Participation activity gives regard to those regions that need to grow in competitiveness creating new centres of excellence.

157 Spreading Excellence and Widening Participation Despite serious efforts deployed at national and European level, the Union sees significant internal disparities in terms of research and innovation performance. There is significant evidence pointing to the fact that the pathway to economic growth and competitiveness is largely connected to the scaling up of investment in research and innovation. To maximise such investment there is the need to tap into Europe s yet unexploited potential on research and innovation through a stronger commitment by the lowperforming Member States and regions. This focus will enable the European Research Area to function in a more streamlined and homogeneous way, where the individual strengths of every Member State may be optimised.

158 Horizon 2020 introduces specific measures for spreading excellence and widening participation through engaging those who commit less in the EU research and innovation effort. This will greatly enhance competitiveness. The separate actions of Teaming and Twinning will create new Centres of Excellence and expertise and encourage pan-european networking among researchers with a strong focus on excellence and innovation. They will build on knowledge transfer and, exchange of best practice between research institutions, building on the strengths of leading partners. ERA Chairs will bring outstanding researchers to universities and other research institutions that have high potential for research excellence. On their side, institutions should mobilise support from different funding sources, including from the European Structural and Investment Funds, to invest in facilities and infrastructures in the context of Smart Specialisation Strategic Policy Frameworks and commit to institutional change and a broader support to innovation.

159 Spreading Excellence and Widening Participation Twinning aims at significantly strengthening a defined field of research in a particular knowledge institution (a research active university or a public research organisation) by creating a link between this institution and at least two internationally-leading research intensive counterparts in other Member States and Associated Countries. Successful Twinning proposals will have to clearly outline the scientific strategy for stepping up and stimulating scientific excellence and innovation capacity in a defined area of research as well as the scientific quality of the partners involved in the twinning exercise. They are also encouraged to explain how the Twinning activity will contribute to the overall Strategic Policy Framework for Smart Specialisation of the specific location of the initiating institution. Such a strategy should include a comprehensive set of measures to be supported. These could be: - short term staff exchanges; - expert visits and short-term on-site or virtual training; - workshops; - conference attendance; - organisation of joint summer school type activities; - dissemination and outreach activities. Twinning activities will provide no support to infrastructure and equipment and no support for hiring new permanent research staff.

160 Teaming, will involve in principle, two (2) parties: a research intensive university or research organisation (public or private) or a consortium of research intensive institutions and the participant organisation from a low performing Member State (typically a research agency at national or regional level, or a regional authority). Partner organisations will have to explain clearly their vision for the establishment of a new Centre of Excellence (or the upgrading of an existing one) that would be hosted in the low performing Member State or region involved. This will include a long-term science and innovation strategy of the future Centre.

161 Spreading Excellence and Widening Participation The ERA Chairs actions will support universities or other eligible research institutions to host an "ERA Chair" holder. This host institution will employ the ERA Chair holder through an employment contract or equivalent for a maximum period of five years. The Chair should have a full-time position within the organisation/university, professor or similar, that will allow her/him to freely apply for research funding in order to raise the level of research excellence of the team and the institution. The appointment of an ERA Chair holder will be undertaken by the host institution at the beginning of the action. The appointment must follow an open and meritbased recruitment process, and will be subject to monitoring by the European Commission. The criteria used by the institution to appoint the ERA Chairs holder should include their scientific excellence and their competence and experience to lead and manage research teams and secure competitive research funding. The Chairs must be open to all EU and non-eu nationals. The ERA Chairs may be in any area of science and technology, including socio-economic sciences and humanities, but are expected to be in line with relevant regional and national strategies for smart specialisation.

178 Chapter II GRANTS - SECTION I AWARD PROCEDURE Article 9 Conditions for participation 1.The following minimum conditions shall apply: (a)at least three legal entities shall participate in an action; (b) three legal entities shall each be established in a different Member State or associated country; and (c) the three legal entities referred to in point (b) shall be independent of each other within the meaning of Article

179 By way of derogation from paragraph 1, the minimum condition shall be the participation of one legal entity established in a Member State or associated country, in the case of: (a) European Research Council (ERC) frontier research actions; (b) the SME instrument, where the action has a clear European added value; (c) programme co-fund actions; and (d) justified cases provided for in the work programme or work plan. 4. By way of derogation from paragraph 1, in the case of coordination and support actions and training and mobility actions, the minimum condition shall be the participation of one legal entity. 5. Where appropriate and duly justified, work programmes or work plans may provide for additional conditions according to specific policy requirements or to the nature and objectives of the action, including inter alia conditions regarding the number of participants, the type of participant and the place of establishment. 179

180 Article 18 Grant agreement The Commission shall, in close cooperation with the Member States, draw up model grant agreements between the Commission or the relevant funding body and the participants in accordance with this Regulation. The grant agreement shall establish the rights and obligations of the participants and of either the Commission or the relevant funding body in compliance with this Regulation. It shall also establish the rights and obligations of legal entities which become participants during the implementation of the action, as well as the role and tasks of a consortium coordinator. 180

181 SECTION II IMPLEMENTATION Article 23 Implementation of actions Participants shall implement actions in compliance with all the conditions and obligations set out in this Regulation, Regulation (EU, Euratom) No 966/2012, Regulation (EU) No 1268/2012, Decision (EU) 1291, the work programme or work plan, the call for proposals and the grant agreement. Where a participant fails to comply with its obligations regarding the technical implementation of the action, the other participants shall comply with the obligations without any additional Union funding unless the Commission or the relevant funding body expressly relieves them of that obligation 181

182 The financial responsibility of each participant shall be limited to its own debt subject to the provisions relating to the Participant Guarantee Fund. Participants shall implement the action and shall take all necessary and reasonable measures to that end. They shall have the appropriate resources as and when needed for carrying out the action. Where it is necessary for the implementation of the action, they may call upon third parties, including subcontractors, to carry out work under the action or may use resources made available by third parties by means of contributions in kind, according to the conditions set out in the grant agreement. In the event of a participant defaulting, the Commission may, in accordance with point (a) of Article 39(3) transfer the amount due from the Participant Guarantee Fund referred to in Article 38 to the coordinator of the action. 182

183 Article 24 Consortium The members of any consortium wishing to participate in an action shall appoint one of them to act as coordinator, which shall be identified in the grant agreement. The coordinator shall be the principal point of contact between the members of the consortium in relations with the Commission or the relevant funding body, unless specified otherwise in the grant agreement, or in the event of non-compliance with its obligations under the grant agreement. The members of a consortium participating in an action shall conclude an internal agreement ("the consortium agreement") establishing their rights and obligations with respect to the implementation of the action in compliance with the grant agreement, except in duly justified cases provided for in the work programme or work plan or call for proposals. The Commission shall publish guidelines on the main issues that may be addressed by participants in the consortium agreement. 183

186 Rules for participation in H2020H Article 28 Funding of the action 1. The funding of an action shall not exceed the total eligible costs minus the receipts of the action. 2. The following shall be considered as receipts of the action: (a)resources made available by third parties to the participants by means of financial transfers or contributions in kind free of charge, the value of which has been declared as eligible costs by the participant, provided that they have been contributed by the third party specifically to be used in the action; (b) income generated by the action, except income generated by the exploitation of the results of the action; 186

187 Article 28 Funding of the action (3) A single reimbursement rate of the eligible costs shall be applied per action for all activities funded therein. The maximum rate shall be fixed in the work programme or work plan. The Horizon 2020 grant may reach a maximum of 100 % of the total eligible costs, without prejudice to the co-financing principle. The Horizon 2020 grant shall be limited to a maximum of 70 % of the total eligible costs for innovation actions and programme co-fund actions. By way of derogation from paragraph 3, the Horizon 2020 grant may, for innovation actions, reach a maximum of 100 % of the total eligible costs for non-profit legal entities, without prejudice to the co-financing principle. The reimbursement rates determined in this Article shall also apply in the case of actions where flat rate, unit or lump-sum financing is fixed for the whole or part of the action. 187

194 Article 31 Annual productive hours 1. Eligible personnel costs shall cover only the actual hours worked by the persons directly carrying out work under the action. Evidence regarding the actual hours worked shall be provided by the participant, usually through a time recording system. 2. For persons working exclusively for the action, no time recording is required. In such cases, the participant shall sign a declaration confirming that the person concerned has worked exclusively for the action. 194

195 Article 34 Certificate on the financial statements The certificate on the financial statements shall cover the total amount of the grant claimed by a participant under the form of reimbursement of actual costs and under the form of unit costs referred to in Article 33(2), excluding the amounts declared on the basis of lump sums, flat rates and unit costs other than those determined according to the participant's usual cost accounting practices. The certificate shall be submitted only when that amount is equal to or greater than EUR at the time of claiming the payment of the balance of the grant. 33 (2). 250 Decreto Miur: Fondo per gli investimenti nella ricerca scientifica e tecnologica (FIRST) Pubblicato dal MIUR il Decreto 19 febbraio 2013 che disciplina le modalità di utilizzo e gestione del Fondo FIRST per gli interventi diretti al sostegno delle attività di ricerca fondamentale nonché di ricerca industriale, estese a non preponderanti processi di sviluppo sperimentale, e delle connesse attività di formazione per la valorizzazione del capitale umano. Gli specifici interventi, eventuali settori e aree tecnologiche di intervento, nonché le complessive disponibilità del FIRST, vengono annualmente ripartite con decreto del Ministro della Ricerca di concerto con il Ministro dell economia e delle finanze, 250

251 ART. 3 (Linee di intervento del FIRST e disposizioni procedurali di carattere generale) 1. 252 Gli interventi di cui al comma 1 sono realizzati secondo modalità procedurali di tipo valutativo e negoziale, in applicazione delle disposizioni di cui ai successivi articoli, attraverso l'ausilio di strumenti informatizzati. In particolare, nell'ambito delle modalità di tipo negoziale, su proposta o d'intesa con altre amministrazioni dello Stato o enti pubblici, anche locali, il Ministero può individuare specifici interventi di sostegno, da ricomprendersi nel quadro di accordi più ampi, anche a livello europeo e internazionale, che prevedano la regolamentazione dei rispettivi ambiti di competenza, e comunque nel rispetto delle modalità procedurali disciplinate dal presente decreto. Sono ammissibili alle linee di intervento di cui all'articolo 3 i soggetti previsti dall'articolo 60 del decreto-legge n. 83 del 2012, come individuati nei singoli avvisi emanati per l'attuazione degli interventi. Nell'ambito delle disponibilità annuali del FIRST, il Ministero riserva una quota non inferiore al 10 per cento a progetti nei quali risultino coinvolti esclusivamente ricercatori di età non superiore ai 40 anni compiuti, sia appartenenti, con la qualifica di docente o ricercatore, ai ruoli delle università, statali e non statali, legalmente riconosciute e istituite nel territorio dello Stato, o degli enti di ricerca vigilati dal Ministero, sia non appartenenti ai ruoli sopra indicati ma in possesso del titolo di dottore di ricerca. 252

253 ART. 5 (Costi ammissibili) 1. Ferma restando l'applicazione delle specifiche disposizioni contenute nei successivi articoli del presente decreto, ove previste per ciascuna delle linee di intervento, sono considerati ammissibili i seguenti costi: a) spese di personale (professori universitari, ricercatori, tecnologi, tecnici, ed altro personale ausiliario adibito all'attività di ricerca, che risulti, in rapporto col soggetto beneficiario dei contributi, dipendente a tempo indeterminato o determinato o lavoratore parasubordinato, o titolare di borsa di dottorato, o di assegno di ricerca, o di borsa di studio che preveda attività di formazione attraverso la partecipazione al progetto); b) costi degli strumenti e delle attrezzature nella misura e per il periodo in cui sono utilizzati per il progetto di ricerca. Se gli strumenti e le attrezzature non sono utilizzati per tutto il loro ciclo di vita per il progetto di ricerca, sono considerati ammissibili unicamente i costi di ammortamento corrispondenti alla durata del progetto di ricerca, calcolati secondo i principi della buona prassi contabile; 253

254 ART. 5 c) costi dei fabbricati e dei terreni nella misura e per la durata in cui sono utilizzati per il progetto di ricerca. Per quanto riguarda i fabbricati, sono considerati ammissibili unicamente i costi di ammortamento corrispondenti alla durata del progetto di ricerca, calcolati secondo i principi della buona prassi contabile. Per quanto riguarda i terreni, sono ammissibili i costi delle cessioni a condizioni commerciali o le spese di capitale effettivamente sostenute; d) costi della ricerca contrattuale, delle competenze tecniche e dei brevetti, e costi dei servizi di consulenza e di servizi equivalenti utilizzati esclusivamente ai fini dell'attività di ricerca acquisiti o ottenuti in licenza da fonti esterne a prezzi di mercato, nell'ambito di un'operazione effettuata alle normali condizioni di mercato e che non comporti elementi di collusione; 254

255 ART. 5 e) spese generali supplementari derivanti direttamente dal progetto di ricerca, calcolate nella misura forfettaria del 60 per cento delle spese di cui alla precedente lettera a); f) altri costi di esercizio, inclusi costi di materiali, forniture e prodotti analoghi, sostenuti direttamente per effetto dell'attività di ricerca, nonché i costi per missioni all'estero sostenuti nell'ambito di progetti svolti esclusivamente da università, enti pubblici di ricerca e altri organismi di ricerca. Le spese di personale riferite ai soggetti, di cui alla lettera a) del precedente comma 1, sono calcolate tenendo conto del limite massimo dell'impegno temporale relativo all'attività di ricerca, come convenzionalmente stabilito dalle normative vigenti in materia. 255

Con esclusivo riferimento ai casi di applicazione delle disposizioni del presente decreto a interventi finanziati con i Fondi strutturali e con le risorse dell'unione europea, le spese generali, di cui al comma 1, lettera e), sono considerate ammissibili a condizione che siano basate sui costi effettivi relativi all'esecuzione dell'operazione e che vengano imputate con calcolo pro-rata all'operazione, secondo un metodo equo e corretto debitamente giustificato. A tal fine, le spese generali devono essere valorizzate in una percentuale del costo del personale che sia adeguatamente supportata dalla contabilità (generale e analitica) e comunque non eccedente il 50 per cento del costo del personale. Tale percentuale è determinata in base al rapporto tra le spese generali, riconducibili ad attività di ricerca e sviluppo, e il costo del personale, dipendente e non dipendente, destinato alle predette attività di ricerca e sviluppo, sulla base dei dati contabili relativi all'esercizio di riferimento durante il quale è stato svolto il progetto di ricerca. Nel caso in cui i dati contabili non siano immediatamente rilevabili dai bilanci certificati dovrà essere predisposta una nota esplicativa sui criteri di imputazione dei costi, autocertificata dal presidente del collegio sindacale e, per gli enti che non dispongono di tale organo, dal rappresentante legale. 256

293 SIR 1. Il PI deve avere conseguito il suo primo dottorato di ricerca (o specializzazione di area medica, in assenza di dottorato) non prima di 6 anni rispetto alla data del presente bando, e non deve avere già compiuto 40 anni alla data del presente bando. 2. Deroghe a tale limite sono consentite in caso di interruzioni di carriera adeguatamente documentate, verificatesi entro il limite di cui al comma 1. Sotto questo profilo sono ammissibili: a) le interruzioni per maternità (il tempo limite previsto per il conseguimento del primo dottorato di ricerca è incrementato di 18 mesi per ogni figlio nato prima o dopo il conseguimento del dottorato); b) le interruzioni per paternità (il tempo limite previsto per il conseguimento del primo dottorato di ricerca è incrementato della quantità effettiva di congedo di paternità preso per ogni figlio nato prima o dopo il conseguimento del dottorato); c) le malattie di lunga durata (oltre 90 giorni), la formazione clinica o il servizio nazionale (il tempo limite previsto per il conseguimento del primo dottorato di ricerca è incrementato dell'entità effettiva dei congedi per ogni evento che si è verificato dopo il conseguimento del dottorato). 293

294 SIR L' "host institution" presso la quale il PI si impegna a svolgere il progetto di ricerca deve essere un'università o un ente pubblico di ricerca afferente al MIUR. L'"host institution" è l'unico soggetto giuridico di riferimento per il Ministero. Tuttavia, se conferiscono un valore scientifico aggiunto al progetto, alcuni componenti del gruppo di ricerca possono appartenere anche a soggetti giuridici diversi (tra i quali enti o centri di ricerca anche privati e/o laboratori industriali di ricerca), che possono avere sede anche al di fuori del territorio nazionale o dell'unione Europea e ai quali, per il tramite dell'host institution, possono essere riconosciute le spese sostenute come commessa di ricerca (allegato 4), comunque di entità non maggioritaria. E' peraltro da precisare che il progetto di ricerca deve essere realizzato principalmente sul territorio italiano, anche se ciò non esclude la possibilità che alcune attività (ad esempio, ricerca sul campo) si svolgano all'estero, nel caso in cui ciò sia necessario per conseguire gli obiettivi scientifici del progetto. 294

295 SIR 2. Ogni host institution deve rispettare l'indipendenza del PI e non deve in alcun modo vincolare la ricerca alla strategia dell'host institution stessa, garantendo in particolare che il PI: - proponga il finanziamento del progetto di ricerca nella totale indipendenza; - gestisca la ricerca e il finanziamento e prenda le opportune decisioni di allocazione delle risorse; - pubblichi in modo indipendente come autore senior comprendendo come coautori solo coloro che hanno contribuito in modo sostanziale al progetto; - coordini il lavoro dei membri del gruppo di ricerca, anche nel caso di studenti e dottorandi; - abbia accesso a strutture e spazi adeguati per lo svolgimento della ricerca. 3. Il form amministrativo (parte A) si compone di tre parti: - Parte A1: fornisce una sintetica descrizione della proposta e del PI; - Parte A2: riguarda l'host institution; - Parte A3: riguarda gli aspetti economici. 295

296 SIR CRITERI PER IL CALCOLO DEL CONTRIBUTO MIUR Il MIUR riconoscerà, in sede di approvazione, un contributo pari al 100% dei costi ritenuti congrui, fatta eccezione per: a) i costi relativi alla valorizzazione dei mesi-persona dei docenti /ricercatori /tecnologi contrattualizzati a tempo indeterminato e facenti parte (temporaneamente o permanentemente) del gruppo di ricerca; b) i costi sostenuti da soggetti terzi e relativi ad attività aggiuntive rispetto al progetto, purché effettivamente integrative e dichiarate esplicitamente nel progetto stesso. Il contributo a carico del MIUR dovrà essere realmente significativo e dovrà coprire sostanzialmente le reali necessità del progetto, e non dovrà in nessun caso costituire un mezzo per cofinanziare altri progetti. In sede di rendicontazione, il contributo realmente spettante sarà ricalcolato dal MIUR, a consuntivo, con la copertura al 100% delle spese che saranno ritenute realmente ammissibili (secondo i criteri di seguito esposti, voce per voce), ma sempre con l esclusione di tutti i costi relativi alle lettere a) e b) sopra indicate; nel caso in cui il contributo così ricalcolato dovesse risultare inferiore rispetto al contributo già erogato, il MIUR procederà al recupero delle somme erogate in esubero, mediante compensazione, anche su altri capitoli di bilancio. 296

351 IL CODICE UNICO DI PROGETTO (CUP) Evoluzione del progetto di investimento pubblico Lo scopo del sistema MIP non è quello di "seguire i finanziamenti pubblici" ma quello di conoscere la "spesa per lo sviluppo" I finanziamenti per la ricerca anche con risorse private sono d interesse del sistema CUP/MIP perché: si tratta certamente di sviluppo, si utilizzano risorse pubbliche (strutture, macchinari, ecc), il cui costo (come quota di ammortamento) è probabilmente spesato fra i costi del progetto finanziati dal privato, ma anche il personale in staff dell Ente pubblico. la definizione per la richiesta del CUP in base ai 4 requisiti viene considerata "datata", cioè risale al 2002, quando il sistema CUP ancora non era operativo e si credeva che quella definizione coprisse interamente la spesa per lo sviluppo 351
