4 1 Introduction This internal report describes the energy survey of residential buildings undertaken as part of the initial data collection exercise under the EU FP7 funded InSMART project. This survey, and the associated travel survey (which will be described in a separate document), form the basis of work package 1.2. This report focuses exclusively on the work carried out in the city of Cesena, Italy. The report is intended to provide project partners with a clear understanding of the results achieved for the InSMART Cesena housing survey including challenges encountered and any limitations associated with the survey work. This report describes: - The classification of Cesena s residential housing stock into a representative set of building typologies based on the guidelines drawn up by CRES in March (See typology table in Appendix A) - Examples of potential sub-classifications for building typologies (Appendix A) - The design of a city specific building survey form based on the InSMART building energy survey template. (Appendix B) - The methodology adopted to undertake residential housing surveys. - Preliminary analysis of the results from the residential energy surveys for of each identified building typology. 3

5 2 Identification of city zones As outlined in part C of the guidelines for building surveys document, identifying zones or districts for a city is a prerequisite for defining the set of building typologies that are to be surveyed. City zones for the Municipality of Cesena were set starting from the current definition of 12 city districts (quartieri) and further disaggregated into 15 city zones, as shown in Figure 1.The disaggregation has interested Centro Urbano, Cervese Sud and Oltre Savio areas, all densely populated areas. This was done in order (i) to reduce the heterogeneity of building and land use patterns in single areas; (ii) to better capture commuting paths between zones, as the same definition will used to develop the InSMART transport model of Cesena (Work Package 3).This will enable all further integrative city tools to be consistent with this definition. Moreover qualitative comparisons between city zones has been performed in order to assess key characteristics, i.e. population density, land patterns (hills, lowland), new developments areas; and identify similarities. Six areas (zones 1, 2, 3, 7, 9 and 14) were identified as representative of the whole Municipality for building patterns. This don t have direct impact in the development of surveys, which has been performed in the whole city area, but may be useful for filling data gaps in future steps. 4

7 3 Identification of building typologies Building typologies were defined in accordance with the InSMART guidelines 1,2 using construction period, building type and bearing structure are the primary determinants. The choice of construction periods and building types was based on the data available, the city s building stock and was also constrained by the practical limits on the total number of typologies that could be surveyed under WP1.2. Datasets developed by the GIS department (SIT Servizio Statistica and Toponomastica) have been used as main source to determine the building typologies. These databases combine information from a number of different sources, from the 15 th general population and housing census (2009), a flight recognition performed in 1995 and other internally and externally collected data 3. Excluding services, shacks, and industrial buildings, the database captured buildings with residential or mixed use. The sample have been reduced to buildings, because for of them information about construction period and bearing structure is currently not available. The authors assumed similarity proportions for this excluded sample. With a reasonable dataset on building type and age available, the building typologies were developed using 5 age, 5 type, 2 bearing structure classifications. Age classifications used were chosen to represent the most significant periods of construction in the city and policy milestones for building energy performances (1976, 1990 and 2005). 8 Parlamento n 373 del 30/04/1976 Norme per il contenimento del consume energetico per usi termici negli Edifici), which introduced for the first time the principle of energy savings in buildings. It sets new principles in the design and operation of heating, ventilation and air conditioning (HVAC) systems and defined minimum performance levels for buildings (insulation). Laws n.9/1991 and n.10/1991(legge 9/ Norme per l'attuazione del Piano energetico nazionale: aspetti istituzionali, centrali idroelettriche ed elettrodotti, idrocarburi e geotermia, autoproduzione e disposizioni fiscali; Legge 10/ Norme per l'attuazione del Piano energetico nazionale in materia di uso razionale dell'energia, di risparmio energetico e di sviluppo delle fonti rinnovabili di energia), which introduced climatic zones, a number of design criteria for new buildings, energy labels in appliances, minimum efficiency levels and the concept of renewable generation. Legislative Decree n.192/2005 Implementation of Directive 2002/91/EC (Energy Performance Building Directive) on energy efficiency in buildings sector (D.Lgs. 192/05 Attuazione della direttiva 2002/91/CE relativa al rendimento energetico nell edilizia), which introduced new design criteria and limits in energy requirement for new buildings and building energy performance certificates (A+, A, B, C, ). It s worth noting that, due to limitations to the current database, 1980 has been used as milestone year instead of Building types where selected between the ones currently in use within the Municipality, using the following criteria: Detached house (Casa singola): houses with a single house number (numero civico) and no apartment numbers (interni). Semi-detached house (Casa bifamiliare): buildings with two house numbers and no apartment numbers, or one house number and two apartment numbers. Row house (Villetta a schiera): buildings with more than two house numbers and no apartment numbers. 7

9 Residential palace (Palazzo residenziale): buildings with one house number and more than 3 apartment numbers. Mixed palace (Palazzo ad uso misto): buildings with one house number and more than 3 apartment numbers, with at least one commercial activity. The bearing structure has been defined following the construction criteria defined in Law n.373/1976, namely: Masonry brick (Muratura portante) Reinforced concrete (Cemento armato) The combination of the above criteria led to 23 relevant profiles, which describes 10,024 buildings, i.e. 83% of the analysed building stock. This was then simplified to 19 typologies after analysis of the relevance, in terms of prevalence, of single building typologies. Detached, semi-detached houses and row houses built in reinforced concrete between 1946 and 1980 have been amalgamated as subtype of the one built in masonry brick. Similarly small mixed apartment buildings (less than 5 apartments) built between 1946 and 1980 have been indicated as sub-typology of the large ones (higher than 5 apartments). Even less relevant in terms of prevalence, it was considered appropriate to maintain the period for all types of buildings (excluding mixed buildings), in order to intercept the effects of the Law n.192/2005. It is worth noting that initially this was further reduced to 13 typologies. However, according to new available data and new findings, it was preferred in this step to maintain a more granular definition which seems the most accurate for the current Cesena s building stock. However, if appropriate, in the following steps of the project these typologies may be reduced to similar numbers as initially proposed. Aggregations may be introduced, removing less prevalent typologies and/or aggregating different categories; e.g. Detached and Semidetached houses may be aggregated into single typologies, as they have similar structure layout and thermal requirement. 3.1 Building Typologies for Cesena The list of building typologies is summarized in Table 1. 8

11 4 Survey Design The building energy survey used in Cesena was an optimised version of the one proposed in the InSMART guidelines 4. These included: Translation in Italian and simplification, when possible, of the questions in order to make the survey accessible to a broad range of citizens. Removal of section surveying personal details such name, surname, or telephone number in order to avoid issues with privacy regulations. Substitution of building address with the indication of the city zone (from 1 to 15). Inclusion of specific building typology defined for Cesena (see section 0). A copy of the final survey design used for Cesena is included in appendix B. 5 Survey Methodology Building energy surveys commenced later than originally planned, in early June Start was delayed due to a combination of logistical and administrative issues related to local elections and forced the Municipality to conduct surveys adopting an approach which differs to the proposed one 5. Surveys were carried out by Energie per la Citta S.p.A. (EPC), the in-house, 100% municipally owned company of Cesena Municipality for energy services in collaboration with the Municipality of Cesena. EPC have extensive experience in providing to the Municipality of Cesena facility management services and buildings management services, energy services such as design of photovoltaic plants for Cesena public buildings, energy monitoring of Cesena public buildings, maintenance of conditioning and heating plants of Cesena public buildings as well as innovative and consultancy services such as promotion of the use of new 4 NunezV., Messias A.A., Andrade M., Cunha L. 12 energy technologies, methodologies, tools at urban level. Surveys were performed by experienced energy assessors who received additional training where required. Progress against the planned number of surveys/typology was assessed at regular progress meetings. The Municipality was unable to commit a door-to-door survey, therefore EPC has delivered the questionnaires using the following approach: Phase 1: letters were sent via to the Municipality s civil servants, to the public library and to the city helpdesk (Sportello del cittadino) to inform them about the project and organizing dates for conducting surveys. Phase 2: meetings with city districts (Quartieri) and environmental associations were organized to present the project and to invite them to take part in the survey. Phase 3: Surveys were performed in public spaces (e.g. public library, city helpdesk, etc.), to municipal employees, to environmental associations, via online publication. Phase 4: The questionnaires surveyed were analysed and gaps were filled with suitable properties via telephone or door-to-door questionnaires. The collection of surveys ended in October 2014, later than what originally scheduled. This extension was motivated by the need of getting a statistically relevant sample, which, as established by InSMART technical partners, has been targeted to a minimum of 400 surveys for each city. Moreover EPC performed the surveys to get also homogenous questionnaire numbers between city zones, but also building types and ages. 6 Results and initial analysis Data collection of relevant energy indicators for the Cesena s building stock is a key element for the quality of the models and analysis that will be developed along the InSMART project. Surveys will represent the first source for fulfilling this objective. At the completion of the activities of Task 1.2, 421 surveys on buildings have been recorded, hence meeting the minimum requirement of

13 questionnaires. Surveys cover all city sectors with the distribution showed in Figure 2. Figure 2: Distribution of surveys between city zones As expected slightly higher number of questionnaires have been collected from areas with higher demographic densities, such Zone 1 (Urbano 2), 3 (Fiorenzuola), 14 (Cerv Sud 2) and 15 (Oltre S2). For comparison a summary of demographic densities between city districts (quartieri) is provided in Figure 3. It is worth noting that specific estimates of InSMART city zones (i.e. 15 zones) are not available yet, but may be possibly evaluated during the prosecution of the project. 12

14 Figure 3: Demographic density in city districts (quatieri) (Source: SIT) Focusing on building typologies, the survey results seem also to almost reproduce trends in the demographic proportion between building types. At this purpose Figure 4 presents the number of surveys per typologies, which can be compared (qualitatively) with Figure 5, which shows the share of residents living in different building typologies according to SIT. 13

15 Figure 4: Number of surveys by building type Figure 5: % of residents between building types (Source: SIT) Similar conclusions could be drawn comparing the number of surveyed buildings by age and the current vintages of the building stock. Results from the survey 14

16 (Figure 6) indicates that the information gathered from the questionnaires cover the whole city building stock, with a distribution which qualitatively follows the distribution of current buildings stock (Figure 7). 17 6.1 Typological Statistics This section presents a selection of results for each of the building typology presented in Section 0. These elaborations will be used to inform the simulations of Task 2.2. To do so, each survey has been allocated to a single typology. For about 9% of the statistical sample (38 surveys), no allocation was possible. The distribution of surveys is showed in Figure 8. Interestingly also in this case the surveys distribution is fairly consistent with population distribution (Figure 9). Figure 8: Number of surveys by InSMART building typologies 16

18 Figure 9: Distribution of surveys versus population Each survey provide a detailed overview of the city building stock, covering different aspects, i.e. the building geometry, the type of occupancy, the bearing structure, the heating system, the type of appliances, etc. This report presents in the following tables a brief overview of some key indicators, which may be usefully used to inform the analysis and models which will be developed along this project. For the full list of results and more detailed analysis please refer to the spreadsheet database attached to this report. It should be noted that these values by its nature may be affected by uncertainty and errors, hence when possible reliability and sensitivity checks should be performed. 17

However a number of data gaps have been found. This section identifies these gaps and discusses in detail alternative data sources to be used to fulfil these gaps. The gaps in the survey are due to two key elements: i) the survey have been conducted in public spaces or via mail, instead of using a door-to-door approach. Hence technical questions could not be discussed and verified directly by surveyors, while other questions, which required previous energy bills, were generally not easily estimable by the interviewee; ii) the questionnaire have been slightly simplified, hence some details have been removed and/or simplified. This section discusses in first instance the data currently available at Municipal level. All data which cannot be estimated locally will be quantified using national indicators. 22

24 The Municipality developed, owns or uses a number of alternative data sources which may be usefully employed to fulfil the data gaps and/or verify the reliability of the data gathered during the survey. Below a brief summary of these databases: 1) Building shape dataset from Carta base (Developer/Owner: SIT of the Municipality of Cesena) - This shape has been developed starting from the Regional Technical Map (Carta Tecnica Regionale (CTR)) for the Emilia-Romagna Region and is frequently updated by flight recognitions (orthophotos) and other updates provided by external professionals. - It captures a stock of buildings (with different uses) - The building shape is designed according to their heights (often different from cadastral shapes). - To each building the following information are available: o Street number o Type and year of refurbishment (1996-today): i) New Construction (Nuova Construzione); ii) Extension (Ampliamento); iii) Renovation (Ristrutturazione). o Building typology (defined from street numbers and number of units) - Open source 2) Cadastral building shape from Census (Source: ISTAT) - This shape contains all the buildings over 20 m 2 according to the cadastral database. - It captures a stock of buildings - To each building the following information are available: o Period of construction o Bearing structure o Condition o Type of use (residential, commercial, etc.) 23

25 3) Population Census database (Source: ISTAT) - The shape contains a number of information from the Census surveys. Of the following may be of interest: o Number of residents o Number of family members / cohabitants o Apartment type o Number of residents per dwelling o Dwelling size o Hot water systems: Availability of hot water systems (Yes/No) Produced by the same equipment used for heating Type of fuel used (natural gas, electricity, solar, other) o Heating/cooling systems: Availability of heating systems (Yes/No) Type of fuel used (natural gas, electricity, solar, other) Availability of onsite renewable generation Availability or air conditioning system o Number of kitchens o Availability of cars 4) ENEL users 2013 (Source: Agenzia delle Entrate) - The database contains geo-localized consumption profiles of ENEL costumers in the area of Cesena in The database is linked to the city registry (Anagrafe). 5) Thermal plants database (Source: Energie per la città) Energie per la città developed and maintains a database of all thermal plants located in the city area. For each plant the following information are available: - Capacity - Fuel type 24

26 - Installation date - Efficiency It currently covers 15,000 plants. 6) Solar atlas (Atlante Solare) (Source: GSE) Database developed and updated by GSE (Gestore dei Servizi Energetici) which contains information of capacity and year of installation of all solar photovoltaic plants which receive any kind of subsidy. These data are not geo-referenced. The following table (Table 8) summarized the key details of the databases available at municipal level. 25

Use the information available to fill gaps in the survey (e.g. geometry). The following information can be estimated for each typology: total area, building height, number of floors, area per floor, n. of flats, income group. 26

28 2) Analysis of electricity consumption patterns for the InSMART building typologies Identification of a statistically relevant sample of buildings and, for them, extraction of electricity consumption information from database 4). 3) Analysis of efficiency measures in the building stock Using the information from 1) about the recent refurbishment, merged with databases 2) and 4) is it possible to extract information about energy efficiency improvements in the building stock (only available for recent years). 4) Estimate of thermal plant efficiency Using the information from 5) will be possible to identify and estimate the efficiency of the key generators. Standard indicators (e.g. standards by age of construction) or regional and national data will be used to estimate all the other missing data. 27
