4 1 Italy 1.1 The school system Description of the school system Source: For the following information please also cf Compulsory schooling The education system includes: nursery school (non-compulsory) for children between 3 and 6 years of age ; primary education for children between 6 and 11 years of age; lower secondary education for children between 11 and 14 years of age. Upper secondary education includes different types of schools. Generally speaking, it is attended by students between 15 and 19 years of age. Access to both university and non-university higher education is reserved for students after passing the State examination ["esame di Stato"]. Vocational training courses are run by local authorities and can be attended by people aged between 16 and 25 and sometimes even older. The lower secondary school leaving certificate ["diploma di licenza media"] is needed to gain access to upper secondary school. Special legislation and experimental initiatives aim at providing special guidance to students who must make decisions about their future career or higher education at the end of upper secondary school. A national system for the pre-enrolment in the university in connection with a wide range of guidance services is now in force (Ministerial Decree no. 245 of 21 July 1997). Structure of schools Secondary education is divided into lower and upper secondary school. The first one is compulsory, while only the first year of the upper secondary level is compulsory, but students can still chose among the different types of schools at the end of the lower secondary cycle. Lower secondary education ["scuola media"] is a complete 3-year cycle which offers organisational variations of school time. Upper secondary education includes Classic Lycées ["Liceo classico"], Scientific Lycées ["Liceo scientifico"] Art College, ["Liceo artistico"] ["Istituto d'arte"] (Art Lycées), ["Istituti tecnici"] (technical schools), and ["Istituti professionali"] (Vocational Institutes). Until school year the upper secondary education included also ["Istituto magistrale"] and ["scuola 4

5 magistrale"], at the end of which students obtained the titles necessary to teach in nursery and primary schools. Lower Secondary School The ["scuola media"] includes three classes: first, second and third. Pupils are aged The ["scuola media"] has no diversified curricula or programmes. Both state lower secondary schools and legally recognised private schools (["scuola media"]) are present. In schools attached to colleges of art ["Istituti d'arte"] and to conservatoirs ["Conservatori di musica"] there is provision for 2 or 3 additional hours of teaching in order to allow for art education and music education. This is not relevant in view of the attainment of the school leaving certificate for continuing in further education Pre-school Education The nursery school, which is the first form of education for children in Italy, is not compulsory but it represents the first level of our schooling system. The number of pupils attending these schools is increasing and if state and non state schools (Community and private schools) are taken into consideration, has now reached a total of 96% of the children aged between 3 and 5. During this period, teachers have to improve children s skills about creativity, social attitudes, autonomy and the way of learning. All children who are three years old at the beginning of the school year (September 1st) or those whose third birthday is before the 31st of December of the same solar year can be admitted to a nursery school. As outlined in Law no. 444 of 1968, State pre-schools are composed of three sections, each section groups children of the same age. Sometimes it is possible to form sections with children of different ages and, in small areas, to make up one "single-year" section. Each section must have no more than 25 pupils, with exception of sections with handicapped pupils Primary School Compulsory schooling starts with primary education which lasts five years and is aimed at children between 6 and 11 years of age. Primary schools are widely spread all over the country. The establishment and the actual operation of state primary schools are regulated by general provisions which apply to the whole of the country. The difference between various school institutions is determined by the number of pupils, the number of classes and the timetable adopted: module of 27 or 30 hours per week or full time with 40 hours per week ["classe a tempo pieno"]. Obviously primary schools too can be state-owned or private. The Bassanini Law 5

6 Thanks to the reform of school system (Bassanini Law n. 59/1997) primary education lasts seven years and is aimed at children between 6 and 13 years of age. The Bassanini Law ( l. n. 59/1997) provides to schools with didactic and organisational autonomy. Autonomy gives teachers a whole series of opportunities to make current curricula more flexible and adjust them to the student's learning needs. It consolidates the innovative work that many teachers have already been doing. Thanks to the reform each school will establish and will provide students and their families with the specific "Education Plan" in which they'll describe: subjects and activities they chose for the section of the curriculum they planned; additional subjects and activities for the optional section of the curriculum; student's evaluation methods and recognition of credits; planning of research and experimentation; the school organisation and the use of teachers Lower Secondary School All children who have reached the age of six at the beginning of the academic year or will do so by 31st December of that year can enrol in primary school. Restrictions concerning the choice of the school can be due to the accommodation facilities of the school premises and the number of units of the school staff; in these cases priority for the enrolment is generally granted to resident pupils. The primary level of education unfolds in five years. Classes are usually made up of no more than 25 and no less than 10 pupils, with exception of classes with handicapped pupils. Multiclasses (where pupils from different classes are grouped together) cannot have less than 6 and more than 12 pupils. Programmes of studies, subjects and number of hours The subjects set out in the Ministerial curricula are: Italian language, foreign language, mathematics, sciences, history, geography, social studies, education to art, sound and music, physical education, religion (this is the only optional subject and the family decides whether to include it or not in the curriculum). Final Examinations At the end of class 5, pupils sit the primary school leaving examinations ["esami di licenza elementare"] allowing them to move on to the second stage of compulsory education: the lower secondary school ["scuola media"]. The primary school leaving examination (["esame di licenza elementare"]) comprises two written tests and an oral test After Compulsory Education According to Law no. 9 of , compulsory education, that previously finished at the age of 14 with the attainment of lower secondary school leaving certificate (["diploma di licenza media"]), is extended to the first school year of upper secondary education. 7 pils don't decide anymore at the end of ["scuola media"] if they continue their studies, start vocational training or a working activity Upper Secondary Education After completing compulsory education and passing the lower secondary leaving examination ["esame di licenza media"], young people may enter upper secondary education courses lasting five, four or three years. Actually, compulsory education finishes at the end of the first year of upper secondary education. Law no. 9 of and the pertaining statutory rule provide that compulsory education is accomplished if pupils obtain the promotion to the second year of upper secondary school or once they have reached 15 years of age and have attended compulsory school for at least 9 years Post-secondary and Tertiary Education The system of third level higher education is divided among: 1) Brief post-secondary training courses. There are no other alternatives for brief post - secondary higher education courses. 2) Courses of higher technical education and training (Istruzione e Formazione Tecnica Superiore - IFTS). 2) Non - university higher education (various types of institutes of higher education. 3) Higher education in universities (with various levels). Brief Training Courses after Secondary School The territorial and local office, in particular the Regions, organise and manage courses for students who have completed their secondary education. These courses provide vocational training after secondary school. In particular, the courses of the second level are reserved for those who hold an upper secondary school diploma. There are various types of selection to determine admission, using the objective evidence provided by entrance tests of students' prior knowledge of the subject or tests of capacity. The main goal of young secondary school graduates is to adapt the value of their diploma to a job market that demands more and more specialised qualification. Assessment of the Students Courses of vocational training conclude with final examinations to ascertain the level of skill attained. These examinations can be either written or oral/practical, as the examining commission decides. The condition for obtaining the certificate is attendance of the course for at least 2/3 of the total hours. The local authorities issue those students considered qualified a certificate, on the basis of which the unemployment offices assign the qualifications valid for particular positions and 7

8 hiring by the companies. This certificate may also be used in applying for admission to public employment competitions. The courses are structured in such a way as to have a certain number of hours for practical onthe-job training. Often this practice facilitates the insertion of the students in the same jobs where they carried out this practical activity Higher Technical Education and Vocational Training From 1998 an Integrated Higher Technical-Vocational Training System ["FIS"] at nonuniversity level is being realised with the aim of reorganising and innovating this brunch of study integrating the resources with the educational organisations present on the territory. The main innovation is the experimental beginning of a new educational post-secondary path of non-university level, called Higher Technical Education and Training (Istruzione e Formazione Tecnica Superiore - IFTS) At this stage, pilot projects organised and managed in an integrated way by the Ministry of Education, Universities and schools with the aim of instituting highly qualified professionals required in the labour market. Types of institutions IFTS courses are planned and carried on by associations or even consortia made up of a single State upper secondary school, an organisation for vocational training, a university, an enterprise or an association of enterprises Non-University Higher Education Non-university higher education, thus defined as it is not organised in the same way but is similar, is offered by various types of institutions of higher education, each of which has its own particular structure, regulations and organisation. In fact, in the sphere of the school system, the area of artistic education taught in the Academies, in the Music Schools ["Conservatori di musica"] and in the Higher Institutes of the Arts ["Istituti superiori per le industrie artistiche"] is disciplined by a set of norms that, as regards the didactic, administrative and functions organisation, presents its own specific organisation as compared with other types of schools. The highly specific nature of these schools gives them a particular collocation that is not attributable either to secondary education or to higher education. 8

9 Fig.: Educational system of Italy Source: Special Education and Integration School attendance of handicapped pupils takes place, at this point, almost entirely in the schools, in the common sections and classes of every level and type. We cannot therefore speak of particular institutions for the instruction of handicapped people. 9

10 There are a few special institutes for the blind and deaf, that existed prior to the rules on pupil integration. These institutes also hold special training courses for support teachers who will work with handicapped pupils, as well as professional training courses for jobs that are the almost exclusive province of the blind, such as massage for physical therapy, telephone switchboard operation, basket weaving, etc. The frame law on handicaps (Law no. 104/92) provides for the creation of sections of nursery school and ordinary classes of primary and lower secondary school ["scuola media"] in rehabilitation centres and hospitals where handicapped children who are temporarily unable to attend school can pursue their education and instruction. These sections and classes are set up by the Provincial Directorate of Education in conjunction with the local health authority (ASL) and the public and private centres under contract to the Health Ministry and Labour Department. Minor children who are hospitalised for at least 30 days are admitted to these classes. Teachers with specific psycho-pedagogical training can be employed to teach in rehabilitation centres and hospitals. The local authorities stipulate agreements on the programme with the local schools and health authorities so as to prepare, implement and ascertain educational and rehabilitative projects and provide the necessary services. To collaborate in the education of handicapped pupils, and make it possible for them to participate in normal classes, a certain number of support teachers ["insegnanti di sostegno"] are assigned to the local school groups ["Circoli didattici"] for the nursery and primary schools, and to the individual schools for the secondary level. These support teachers work alongside the class teacher and both take responsibility for the classes to which they are assigned. These teachers have a special credential, awarded after a two-year course on the basis of Presidential Decree no. 970 of The special qualification can be used for the various types of handicap that are present in the schools. "Most deaf children are integrated in mainstream schools. There are some special schools in Italy, but these are private schools." Source: Laws Basic legislation and principles Italian school legislation has its foundations in a number of Articles of the Constitution of the Republican State. Articles 30, 33, 34 and 38 in particular lay down the principles on which legislation must be based. Basic principles which cannot be waived include the freedom of education, the duty of the state to provide a network of educational establishments of every type and level and open to everyone with no discrimination of any type, the right of the universities, academies and highly cultural institutions to lay down independently their own regulations; the right of private individuals to establish schools and educational establishments at no cost to the State, the right-duty of parents to provide education for their children even if born outside the bonds of matrimony. If parents cannot do so, measures must be taken by law to help them to carry out their duties. Appropriate measures 10

11 must be taken to enable capable and deserving students to enter higher levels of education even if they lack financial resources. The education of citizens also includes the education and vocational training of disabled and handicapped citizens. The Italian Law 104/92 claims that all state schools must provide suitable education and social integration to disabled people and a recent Law (68/99) states about supported employment issues Responsibility In precedence State Administration (central and peripheral) performed all function with the exception of those expressly assigned to the Regions and other Local authorities, with the above mentioned law the latter now perform all administrative functions with the exception of those reserved to the State. Autonomy regulations (approved with Presidential Decree no. 275 of ) have transferred to schools important administrative and managing functions of the educational service, as well as high responsibility tasks such as definition of curricula, widening of the educational offer, organization of school time and classes, etc., within the frame of general branches valid at national level. Law Decree no. 300 of has reformed the government organization, through a reduction of the number of Ministries and their reorganization. This reform is based on the principle that central Administration remains responsible for guidance, programming and monitoring tasks and to transfer managing tasks to peripheral administrations. As far as the reduction of the number of Ministries is concerned, the already mentioned Law Decree lays down the general criteria to rejoin the Ministry of Education and the Ministry of the University and Scientific and Technological Research that had been divided in The Decree assigns to the new Ministry (that will be instituted on the occasion of the next legislature, in 2001) State education authorities include: The Ministry of Education; Central Offices Regional Schools Superintendent ["Sovrintendenza scolastica regionale"] Regional Offices; Provincial Director of Education ["Provveditorato agli studi"] Provincial Offices. 20 Offers for vocational guidance and support La legge 104/92 (cf. Annex 1) prevede la possibilità per i bambini sordi di avere la figura di un assistente alla comunicazione, e sono sempre di più le famiglie che chiedono questo servizio, anche se la legge non traccia un profilo giuridico ed economico di questi operatori. Al momento la prassi più diffusa è la seguente: la famiglia inoltra domanda al Comune di residenza o alla Provincia (la competenza non è uguale in tutto il territorio) per ottenere l assistente alla comunicazione in base agli artt. 12 e 13 della L. 104/1992 sui diritti degli handicappati; spesso la Provincia non gestisce in proprio il servizio, ma delega enti, cooperative, associazioni, ecc... che nominano gli assistenti in base ad una lista compilata per titoli ed esami; la nomina di questo operatore presuppone un attestato di frequenza al corso di L.I.S., il titolo di studio richiesto e la partecipazione ad un corso di formazione; l orario di lavoro può oscillare dalle 10 alle 20 ore settimanali; il compenso è orario e oscilla in modo sensibile da Ente a Ente. Poiché in tutta Italia sta aumentando notevolmente la presenza di questa figura professionale non solo a scuola, ma anche in famiglia, l E.N.S. ha chiesto al Gruppo di lavoro del Dipartimento Scuola Educazione Università di fare chiarezza, in modo da poter dare indicazioni precise alle Sezioni, alle Associazioni e Cooperative, ai Comuni e alle Province che chiedono indicazioni. Anche se la legge 104/92 utilizza solo il termine assistente alla comunicazione sia nel caso che si tratti di una persona sorda che di una persona udente, è però preferibile chiamare educatore la persona sorda perché il suo è un vero e proprio intervento educativo, dal momento che deve rafforzare l identità del bambino sordo, facendogli capire che la sua diversità va accettata perché è anche ricchezza.
