2 Climate change can affect the quantitative and qualitative status of water resources by altering hydrological cycles and systems which, in turn, affect variables including: intensity and frequency of floods and droughts water availability and demand water quality, including temperature and nutrient content Changes in these variables lead to impacts on all the socioeconomic and environmental goods and services that depend on these variables directly or indirectly.

3 The European Union area is seriously concerned and very often marked by the evolution and impact of these adverse events

4 Over the past 30 years, natural disasters related to weather turbulences increased sharply: economic losses social problems surface water runoff

5 1. The problem As rain falls over a watershed area, a certain portion will infiltrate the soil. Some water will evaporate to atmosphere. Rainfall that does not infiltrate or evaporate is available as overland flow and runs off to the nearest stream. Smaller tributaries or streams then begin to flow and contribute their load to the main channel at confluences. As accumulation continues, the streamflow rises to a maximum (peak flow) and a flood wave moves downstream through the main channel. The flow eventually recedes or subsides as all areas drain out.

7 Definitions of Flash Flood World Meteorological Organization: flood of short duration with a relatively high peak discharge. American Meteorological Society:... flood that rises and falls quite rapidly with little or no advance warning, usually as the result of intense rainfall over a relatively small area. U.S. National Weather Service: a rapid and extreme flow of high water into a normally dry area, or a rapid water level rise in a stream or creek above a predetermined flood level, beginning within six hours of the causative event (e.g., intense rainfall, dam failure, ice jam).

8 These major floods cannot be attributed to global climate change alone. In fact, analyses of long-term frequency patterns of historical floods across Europe since the 14th century show considerable variation over decades to centuries Changes in river management (e.g. deepening and straightening of rivers) and the increased urbanization of former floodplains also affect flood generation. Deforestation of upstream mountainous areas can further enhance local rainfall run-off. Nevertheless, an increasing risk of flooding in Europe is expected under climate change. Climate models generally predicts increases in the frequency and intensity of extreme rainfall events

9 That is why for many years European Union promotes non structural measures : operational programs monitoring networks climatological and hydrological studies and spreads awareness for adoption of preventive measures and mitigation of flood disastrous effects :

11 The purpose of a flood forecasting system is to estimate the future but a flood forecasting system seldom is a stand-alone construction. So the first focus of the project is to deliver warnings to the population at risk to reduce human and economic losses. It should therefore be integrated in a structure dedicated to flood warnings where flooding dynamic and effective and robust communication to Civil Protection are key elements to mitigate damages.

12 The second main focus of the INARMA project is to transmit appropriate information to the Civil Protection for achieving optimum damage mitigation. Results from existing hydraulic studies will be incorporated to supply communication with civil protection organizations, and the system will provide the necessary structure for alarming the population at risk and supporting operational civil protection actions.

13 The third focus of the project is to field-test an operational standard for flash-flood emergency management. This will be done by carrying out two civil protection exercises. These simulations will be the first project milestone and will enable the partnership to create the Best Practice guide for flash flood emergency management. They will thus be the ground for upgrading and fine-tuning the emergency management standard, and will provide the feedback data according to which the second and final Civil Protection exercise will be organized

The INARMA project specific objectives 1. to prevent and mitigate the damages derived by highly critical hydrogeological events through the adoption of non-structural interventions 2. to achieve co-ordinated water emergency management by using the resources actually available on the territory 3. to minimize flashflood risks threatening the population in areas of high hydro-geological vulnerability 4. to compare the specific procedures adopted by local authorities and by Civil Protection in order to find solutions for efficiency enhancement 5. to define new standards for intervention according to UE directives 2000/60 (WFD) and 2007/60 6. to build up local and transnational networks for flash flood risk management 7. to perform pilot actions (flash flood simulation)

The INARMA project activities Activity 1 Recognition of regional water flood risks, identifying over the territory all historical critical situations (point, diffuse, structural, temporary, anthropic, etc..), pointing out their cyclic recurrence in the past, their evolution, risks and damages linked. Activity 2 Construction of the critical spatial database through the construction of a specific regional GIS of all historical critical situations

16 Activity 3 Definition of the actions to mitigate risks Activity 4 Identification of pilot areas for the coordinated simulation and integrated Civil Protection operations Activity 5 Development of common operational patterns among the various organizations of Civil Protection

17 In the work program we shall highlight the following aspects diffusion of methodological studies in hydrological, hydraulic models and in risk management plans during flood emergencies analysis of the problems through a comparison of technical practices and administrative lines of Civil Protection in very different countries connection, in the Central Europe area, between changes in weather patterns and actions to develop intervention in case of natural disasters (it is important to emphasize that this item is leading to the revision of local risk management policies) link between specific, territorial objectives of this program and general objectives of the European Union
