3 5th meeting Key Actors Meeting NET-COM November 22, 2012 Rome, Senate of the Republic Towards a national strategy of adaptation Responsibility of the Government and competences of the territories The meeting of November 22 served for bringing the work of the Platform to the attention of the national government. It took place in the senate with the participation of the senators Roberto Di Giovan Paolo, Aniello di Nardo and Francesco Ferrante (who were present but did not pass the reception and sign the list). The event presented the progress made since the 2 nd meeting in Rome January 26 with largely the same persons contributing. ANCI, the national association of Italian municipalities which had not been present in January, made a presentation on the role of local governments for the national adaptation strategy and there was an important contribution by the coordinator of the National focal point for the National Adaptation Strategy. The lunch break served for an internal discussion of the Platform members on the need of defining better the contributions it can offer the national government for its climate policies and the demands to be made on the national government for supporting the Covenant of Mayors and the municipalities that have completed their Sustainable Energy Action Plans. The national government until now has largely ignored the Covenant of Mayors, but it is also not sufficiently clear what role it could play in an initiative that explicitly is based on a direct interaction between the European Commission and the cities and towns with the Provinces and NGOs playing an important role as coordinating structures. At the centre of the afternoon there was a debate with three centre-left senators who confirmed their interest in the Covenant of Mayors. The absence of the centre-right senators that in the preceding days and weeks had been called repeatedly and some of them having confirmed there presence is an indicator that in Italy environmental politics in general and climate politics specifically continue to be considered a left issue. Fortunately the Covenant of Mayors has succeeded to break this pattern with many important cities with centre-right governments that have adhered and elaborated their Sustainable Energy Action Plans.
