1 29 th May - 4 th June 2016 SAILING INSTRUCTION ORGANISING AUTHORITY: Circolo Nautico P. Santa Margherita (CNSM), with Unione Vela Altura Italiana (UVAI) and the port Marina 4. The race and protest committee will be posted with a notice. 1. RULES 1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS ) The Equipment Rules of Sailing, The Offshore Special Regulation Cat.3 with liferaft will apply during the whole time of the event From 30m after the sunset to 30m before the sunrise, navigation lights as per IRPCAS shall be switched on. During the same period the RRS part 2 will not apply and only IRPCAS Rule will govern the right of way Boats shall avoid commercial traffic and shall cross shipping channels at right angles only All competitors must show the national flag and the flag of the hosting country MOCRA Rating Rule will apply on Mocra multihulls Italian National Disposal (On Italian sea) Slovenian National Disposal (On Slovenian sea) Croatian National Disposal (On Croatian sea) Any change to sailing instructions will be posted before 11:30 am of 29 th May. 2. TIME TABLE AND STARTING SIGNALS th May 2016, from 1:20 pm to 1:45 pm RC will call in alphabetic order the boats name, three times, via VHF radio on channel 72. The boat shall reply Name of the boat intend to start La Cinquecento - RC will confirm with OK for (name or sail number). The boat that will fail to reply the RC call will classify Did Not Come - DNC Race will start by using rule 26 with the warning signal made 5 minutes before the starting signal The warning signal is scheduled for Sunday 29th May at am. The warning signal is the LA CINQUECENTO flag An other Preparatory Signal could be the code "T" of CSI (French flag) and its definition is: " If flag T has been displayed, no part of a boat s hull, crew or equipment shall be in the triangle formed by the ends of the starting line and the first mark during the last minute before her starting signal. If a boat breaks this rule and is identified, she shall receive, without a hearing, a 5% penalty on the real time. She shall be penalized even if the race is restarted or resailed, but not if it is postponed or abandoned before the starting signal. If she is similarly identified during a subsequent attempt to start the same race, she shall receive an additional 10% scoring penalty. This change rule The starting procedure might be communicated via VHF on channel The individual recall might be communicated via VHF A boat starting later than 60 minutes after the starting signal will be scored Did Not Start DNS without a hearing. This changes rule A Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a).

2 3. STARTING LINE 3.1. Starting line will be between the orange flag on the committee boat on the right and the orange mark on the left Starting line will be perpendicular to the cost from the port side entrance approximately 0,75NM off shore. 4. THE COURSE A boat has to start, pass a gate with 2 marks in front of the Madonna dell Angelo of Caorle s church around 1 NM off shore, then Susak island (HR) to keep and round on the right hand side, then sail to Tremiti Islands 42 06,89N 15 29,73E to keep and round un-clockwise (keep on the left), then Susak island (HR) to keep on the left side, then back to Porto Santa Margherita Caorle (finishing mark to keep on the right side). 5. THE FINISH 5.1. The finishing line will be between the west light (red) of the entrance of the port of S. Margherita di Caorle (to keep at the left side) and the Orange mark that might have a white lightning light during the dark hours (to keep at the right side of the boat). Finishing orange mark is located at 45 34,815North and ,719 East After finishing each boat shall give back the SGS-Tracking and receive the check or credit card guarantee as receipt to the Organizing Authority. 6. CROSS CHECK CONTROL AT THE ARRIVAL 6.1. At the arrival in Porto Santa Margherita call inquiry shall start 3 miles away from the finishing line with VHF channel 72 (or to telephone number if RC fail to reply) After finishing a boat shall not dock anything out from the boat except the team may get off. 7. TIME LIMITS The boats failing to finish within Saturday 4 th June 2016 at 12:00 am will be scored Did Not Finish DNF without hearing. This changes rules 35, A4 and A5. 8. COMPLIANCE DECLARATION 8.1. Competitors have to fill in the form in all parts, signed by the skipper of each team, and shall give it in secretary office within 2 hours from the arrival time Boats arriving during the night time or when the secretary office is temporary closed must deliver the declaration in the mail box writing the posting time or send it by fax at Incorrectness or incompleteness of the form or the late delivery will occur in a time penalisation of 2% of the real time. 9. PROTEST 9.1. Protest shall be filled in the form available in the secretary office and given back within the 2 hours of the arrival time of the protestor or in case of night arrival must be posted with the time indication in the form with the Compliance Declaration and informing the race committee on the finishing line Protest fee of 50,00 Euro Measurement protest fee 500,00 Euro (each party protestor and protestee); the sum will be retained to pay back the cost of the measurer also in case of invalid or rejected protest; however the cost of the measurement protest shall be pay; for the most part, from party that has broken a measurement rule The fees have to be paid in advance with bank transfer registered to Circolo Nautico Porto Santa Margherita a.s.d. c/o Banca del Veneziano, Caorle s agency: IBAN IT 76 Q , BIC/SWIFT CCRTIT2T85A The Protest Committee may apply the discretional penalty system on the real time if the infringed Rule does not require the Disqualification Not Excludable (RRS 2, RRS 69). The Penalty will be at least 10% of the real time. 10. SPECIAL RULES AND PRESCRIPTIONS Competitors and support team participate in the regatta entirely at their own risk and they are reminded of the provisions of RRS 4, Decision to Race. Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;

3 d) By participating in any race, they are satisfied that their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. Retired boats shall give immediate communication to the RC, with VHF or by mobile phone to the number or with relè with other boats or through sms writing boat XXX retire with coordinates Aagrades BBfirst CCsecond North e Aaagrade BBfirst CCseconds Est. If this would not be possible they have to inform the secretary office by fax asap when they inshore a port. Failing this point will give to OA the right to charge the costs for search and rescue. Logos and Identification numbers: the Organising Authority can ask to competitor to show in the front side of the boat a logo or a brand of the sponsor. Radio Communications: if the VHF radio transmitter stop working during the race the boat is obliged to retire. La composizione del Comitato di Regata e del Comitato delle Proteste sarà reso nota con un comunicato. 1. REGOLAMENTI 1.1. La regata sarà disciplinata dalle regole come definite dal regolamento di regata (RRS ) Il regolamento sulle dotazioni della vela, le OSR categoria 3 con zattera di salvataggio saranno in vigore per tutta la durata della regata Da 30m dopo il tramonto a 30m prima dell alba, le luci di navigazione previste dalle NIPAM dovranno essere accese. Durante lo stesso periodo le regole della parte 2 del regolamento di regata non saranno in vigore e soltanto le NIPAM determineranno il diritto di rotta Le barche dovranno evitare il traffico navale commerciale e dovranno attraversare solo ad angolo retto le canalizzazioni del traffico navale commerciale Tutti i concorrenti dovranno esporre la propria bandiera nazionale e quella del paese ospitante Il regolamento di stazza MOCRA sarà applicato ai multiscafi Mocra Disposizioni di legge italiane (nelle acque territoriali italiane) Disposizioni di legge slovene (nelle acque territoriali slovene) Disposizioni di legge croate (nelle acque territoriali croate) Qualsiasi modifica alle istruzioni di regata sarà esposta prima delle ore del 29 Maggio. 2. ORARI E SEGNALI DI PARTENZA 2.1. Il 29 Maggio 2016, dalle alle il Comitato di Regata chiamerà in ordine alfabetico le barche col proprio nome per tre volte, tramite la radio VHF sul canale 72. La barca dovrà rispondere Nome della barca intende partire a La Cinquecento - Il Comitato di Regata confermerà OK for (nome o numero velico). La barca che non darà risposta alla chiamata del Comitato di Regata sarà classificata DNC (non si è presentata nell area di partenza) La regata sarà fatta partire come da regola 26 con segnale di avviso dato 5 minuti prima del segnale di partenza Il segnale di avviso è previsto per domenica 29 maggio alle e sarà costituito dall esposizione della bandiera de LA CINQUECENTO Un altro segnale preparatorio sarà la bandiera T del CIS (bandiera francese) ed il suo significato sarà: "Se la bandiera T è stata esposta, nessuna parte dello scafo, equipaggio e attrezzatura deve essere nel triangolo formato dagli estremi della linea di partenza e la prima boa durante l ultimo minuto prima del suo segnale di partenza. Se una barca infrange questa regola ed è identificata, essa riceverà, senza udienza, una penalità del 5% sul tempo reale. Essa sarà penalizzata anche qualora la prova sia fatta ripartire o venga ripetuta, ma non se essa è differita o interrotta prima del segnale di partenza. Qualora essa sia così identificata durante un successivo tentativo di partenza della stessa prova, essa riceverà un ulteriore penalizzazione sul punteggio del 10%. Questo cambia la regola La procedura di partenza potrà essere trasmessa sul canale 72 VHF Il richiamo individuale potrà essere comunicato sul canale 72 VHF.

8 2.7. Una barca che parte più di 60 minuti dopo il suo segnale di partenza sarà classificata Non Partita DNS senza udienza. Questo cambia la regola A La mancanza della trasmissione radio o la sua mancata tempestività non saranno motivo per una richiesta di riparazione. Ciò modifica la regola 62.1(a ). 3. LINEA DI PARTENZA 3.1. La linea di partenza sarà tra la bandiera arancione sulla barca comitato all estremità destra e la boa arancione con il logo all estremità sinistra La linea di partenza sarà perpendicolare alla costa al lato sinistro dell entrata del porto a circa 0,75 miglia nautiche al largo. 4. PERCORSO Una barca deve partire, passare un cancello costituito da 2 boe di fronte alla chiesa della Madonna dell Angelo di Caorle al largo di circa 1 miglio nautico, poi passare l isola di Sansego in Croazia da tenere a destra (senso orario), le Isole Tremiti 42 06,89N 15 29,73E da tenere a sinistra e girare in senso antiorario, poi l isola di Sansego (HR) da tenere a sinistra poi giungendo all arrivo a Porto Santa Margherita di Caorle. 5. ARRIVO 5.1. La linea di arrivo sarà tra il fanale ovest (rosso) dell entrata di Porto S. Margherita di Caorle (da tenere a sinistra) e la boa arancione che potrà essere dotata di luce lampeggiante nelle ore notturne (da tenere a sul lato destro della barca). La boa di arrivo arancione è posta nel punto 45 34,815N ,719 E Dopo l arrivo ogni barca dovrà restituire il trasmettitore satellitare e ricevere la cauzione data agli organizzatori. 6. CONTROLLO ALL ARRIVO 6.1. All arrivo a Porto Santa Margherita la chiamata richiesta deve cominciare a 3 miglia dalla linea di arrivo utilizzando il canale 72 VHF (o il numero di telefono se il Comitato di Regata non risponde) Dopo l'arrivo nulla potrà essere scaricato dall'imbarcazione. L equipaggio potrà scendere a terra. 7. TEMPO LIMITE Le barche che non riescano ad arrivare entro le ore di sabato 4 giugno saranno classificate Non Arrivate DNF senza udienza. Questo cambia le regole 35, A4 e A5 del regolamento di regata. 8. DICHIARAZIONE DI OSSERVANZA 8.1. I concorrenti dovranno compilare in tutte le sue parti il modulo, firmato dallo skipper, e devono consegnarlo in segreteria entro 2 ore dall'arrivo Le imbarcazioni che arrivino durante la notte o quando l'ufficio potrebbe essere temporaneamente chiuso, dovranno mettere questa dichiarazione nella cassetta delle lettere apponendo l'orario di inserimento o inviarla via fax allo L'incompletezza o l incorretta compilazione della dichiarazione comporterà una penalizzazione del 2% sul tempo reale. 9. PROTESTE 9.1. Le proteste dovranno essere redatte su apposito modulo disponibile in segreteria e consegnate entro 2 ore dall'arrivo del protestante o in caso di arrivo notturno devono essere inserite nella cassetta postale con l annotazione dell ora sul modulo avvisando il comitato di regata alla linea di arrivo Tassa di protesta 50,00 Euro Tassa per le proteste di stazza 500,00 (versata da ciascuna parte protestante e protestato); la somma sarà trattenuta per rifondere i costi dello stazzatore anche in caso di protesta invalida o rigettata; comunque i costi della protesta di stazza saranno a carico, principalmente, della parte che ha violato le regole di stazza I versamenti dovranno essere fatti in anticipo con bonifico bancario intestato a Circolo Nautico Porto Santa Margherita a.s.d. c/o Banca del Veneziano, agenzia di Caorle: IBAN IT 76 Q , BIC/SWIFT CCRTIT2T85A Il Comitato delle Proteste potrà utilizzare penalità discrezionali sul tempo reale se l infrazione alle regole non comporti una squalifica non scartabile DNE (in base alle regole 2 e/o 69). La penalità sarà almeno del 10% sul tempo reale.

9 10. NORME PARTICOLARI E PRESCRIZIONI I concorrenti e i team partecipano alla regata a loro rischio e pericolo come menzionato nel Regolamento di Regata regola 4. La vela è per sua natura uno sport imprevedibile, e quindi comporta un elemento di rischio. Prendendo parte alla manifestazione, ogni concorrente accetta e riconosce di: a) Essere consapevole dell elemento intrinseco di rischio caratteristico dello sport e accetta la responsabilità per l'esposizione a tale rischio verso se stessi, il loro equipaggio e barca insito nella manifestazione; b) Essere responsabile della propria sicurezza, del loro equipaggio, della barca e dei loro altri beni sia in mare che a terra, c) Accettare le responsabilità per eventuali lesioni, danni o diminuzioni di valore causati da proprie azioni od omissioni; d) Con la partecipazione a qualsiasi regata, hanno accertato che la loro barca è in buone condizioni, idonea a navigare e con tutte le dotazioni di sicurezza previste per il tipo di navigazione da effettuare e loro stessi con le capacità di partecipare. e) Avere eventualmente a disposizione un team che gestisce la regata, motovedette, giudici ed altri volontari non li sollevano dalle proprie responsabilità. f) La possibilità dell intervento di una motovedetta è limitata all assistenza possibile, soprattutto in condizioni climatiche estreme. Ritiro: il concorrente dovrà informare immediatamente il comitato di regata via VHF canale 72 o via telefono al numero , oppure tramite riporto di comunicazione con altre imbarcazioni (relè), oppure attraverso sms indicando: barca XXX <ritirata alle coordinate: AagradiBBfprimiCCsecondi Nord e aagradibbprimiccsecondi Est. Se nessuna soluzione fosse possibile il concorrente dovrà informare al più presto possibile, non appena raggiunto il punto di ormeggio, la segreteria del circolo via fax allo Non ottemperare a quanto scritto comporterà l'addebito delle spese di ricerca e recupero della guardia costiera. Loghi e numeri identificativi: l'organizzazione potrà chiedere di esporre sulla prua un logo o marchio dello sponsor della manifestazione e una bandiera a poppa. Comunicazioni radio: se l'apparato VHF dovesse perdere efficienza durante la regata, l'imbarcazione non in grado di comunicare dovrà ritirarsi. Una qualsiasi barca che abbia bisogno di assistenza dopo la regata (ad es. per batterie scariche, problemi al motore ecc.) dovrà chiamare il Servizio di soccorso barche della darsena di Marina 4 (a pagamento) al tel Allegati: -mappa della partenza della regata -mappa di Sansego -mappa delle Isole Tremiti -autorizzazione dell'autorità Croata -dichiarazione di Osservanza e Ritiro
