3 December 9, 2009 Dear Members: Since its creation in 2003, continues to grow and our members are making a difference. Our efforts did not go unnoticed. In July 2009, CNBC ranked Texas as the number one state for U.S. Economy in its annual Top State for Business report. In November 2009, Corporate Real Estate Executives surveyed by Site Selection Magazine rated Texas as the best business climate for the third year in a row. We continue to build strong relationships with global business leaders and site consultants through our Business Recruitment Missions, Signature Events and other marketing activities. Our Business Recruitment Missions have opened doors to many new business prospects. Our Signature Events, such as the Dallas AFI Film Festival last April and the Business & Community Leader Trip to New York in October, continue to impact key decision makers across the state and the country leading to job creation and expansion in Texas. Our formula is working! We are pleased to announce that events, over the past six years, have directly led to 31% of new job announcements (over 30,000 jobs) in Texas. In 2009 alone, marketing efforts led to more than $1 Billion in capital investment in SM and encourage you to participate in as many events as possible. Our fundraising efforts have been strong. has consistently been able to fully fund our marketing plan and off-set costs through sponsorships and negotiations leaving a reserve fund to support our ongoing efforts. Our diversity makes us strong and we appreciate each of you for being so dedicated to our partnership. None of these accomplishments and successes would have been possible without the contributions, input and vision of members. 4 TEXASONE SM PROGRAM OVERVIEW The major source of economic development marketing funds for the State of Texas comes through the Program. has directly enabled strategic economic development outreach at the state level through its fundraising efforts and member participation. The unique marketing approach made possible by has boosted the state s economic development initiatives and created a surge of national and international awareness of Texas as a business-friendly state. This success is a direct result of the contributions, input and vision of members. Together, we have created a successful public-private partnership. Goal The goal of the Program is to market and promote Texas as a premier business location. Dollars raised are used to fund special events, outreach programs and other exciting and highly visible marketing and communications programs. These programs are directed at a targeted audience of key corporate decision makers and site selectors. Marketing activities include: Trade and industry events, business and recruitment missions, signature events, advertising and public relations and an interactive web presence. Activities are resulting in: Increased interest in Texas, jobs and relocations, increased number of leads for Texas and branding of Texas as a premier business location. 3

6 TEXASONE SM BUSINESS RECRUITMENT ACTIVITIES S ince its inception, has enjoyed tremendous success assisting job growth in Texas Business Recruitment Mission Successes include: Site Selectors BUSINESS RECRUITMENT AND TRADE MISSIONS In FY 2009, continued to support the state s economic development outreach marketed under the Texas Wide Open for Business ment and Tourism Division has overseen the successful completion of business recruitment and international trade and investment missions to: Texas Tourism event, London, England November 2008 INTERNATIONAL TRADE & INVESTMENT MISSIONS November 2008 Trade and Business Mission to the United Kingdom Secretary of State Esperanza Hope Andrade led a delegation of members on a mission to London. The team met and expansion opportunities in Texas and joined Texas Tourism at their annual marketing event. April 2009 Trade and Business Recruitment Mission to Chile and Brazil Secretary of State Hope Andrade and Board member Tracye McDaniel led the mission to South America. While in 4

7 June Invest in Texas Business and Trade Mission to France and Germany Led by Secretary of State Hope Andrade, the mission was organized to strengthen Texas economic development relationships abroad. The delegation met with key leadership in Europe that specialized in location advisory. Site Selector Meeting, Mission to France and Germany July 2009 Brazil, Secretary Andrade and members of the delegation met with a Brazilian company currently researching opportunities to relocate in Texas. In addition to the meetings, Invest in Texas events were organized in each country. June 2009 La Baule World Investment Conference, France Representatives from EDT attended the annual conference where Texas strong economic footing was highlighted in discussions with world investment leaders and conference attendees. The conference provided an opportunity to expand foreign direct investment from the European Union into Texas. July 2009 Invest in Texas Mission to Canada Secretary of State Hope Andrade and President Nick Serafy led Texas business leaders and communities on a mission to Vancouver and Calgary. The delegation presented information on how to do business in Texas and fostered trade relationships by learning best practices for doing business with Canada. The team learned from experts in global expansion, tax and incentives, and supply chain optimization. Business Recruitment Mission & CNN Tour, Atlanta November 2008 Business Recruitment Mission, Chicago October 2008 November 2008 Business Recruitment Mission to Atlanta, GA President Nick Serafy led the mission to Atlanta where team members were updated on corporate real estate strategies, site selection analyses, and operating cost models from leading professionals. Following the meetings, the Texas delegation had the opportunity to take a private tour of the CNN headquarters. February 2009 Business Recruitment Mission to Boston, MA President Nick Serafy led the mission in Boston where delegates had the opportunity to hear from consultants 6

9 on labor pool assessment, tax credits and incentives, lease negotiation and real estate due diligence. June 2009 Business Recruitment Mission to New York, NY President Nick Serafy led the mission to New York where the Texas delegation learned from consultants with modeling and analytics, business incentive analysis and relocation strategies. September 2009 Business Recruitment Mission to New York, NY and US Open Event Secretary of State Hope Andrade and President Nick Serafy led meetings with consultants to learn more about global location strategy, research and development tax credits and global incentives. 10 INDUSTRY EVENTS INDUSTRY EVENTS November 2008 AeroTest America Tradeshow Fort Worth, TX Members of the Aerospace, Aviation & Defense Division from vided a unique showcase dedicated to the latest technology in the Civil and Military Aviation, Space Engineering and Airborne Defense industries. May 2009 WindPower Conference Chicago, IL Members of EDT staff met with national and international prospects in the wind industry and developed relocation and expansion leads. As a result of the meetings, several companies are actively considering Texas for future growth. WindPower 2009 had record-breaking attendance with more than 23,000 attendees and 1,280 exhibitors. April 2009 Society of Automotive Engineers World Conference Detroit, MI Texas hosted a booth and met with automotive manufacturers and suppliers from around the world. As a result of our presence, multiple companies are now considering Texas for their next project. 11 May 2009 BIO 2009 International Conference Atlanta, GA Texas hosted its largest booth ever at the show and met with bio companies, manufacturers and suppliers from around the world. As a result of our presence, numerous companies are now considering Texas for their next project BIO Texas Pavillion Atlanta, May 2009 June 2009 NPE Plastics Show Chicago, IL The 2009 NPE had attendees from nearly 19,000 companies. Representatives from EDT were successful in identifying potential prospects and marketing Texas to the many international and domestic companies in attendance. September 2009 Game Developers Conference Austin, TX Members from EDT partnered with the Texas Film Commission to host a booth at the conference and promote Texas game development incentive. The event welcomed more than 200 industry leaders and featured an expo floor with more than 80 exhibitors. 9

MEMBER FORUMS November 2008 State of the Industry Roundtable CenterPoint Energy Houston, TX Board and Tier One and Tier Two members met to discuss smart grids and energy trends and their relation to economic development. Speakers included Secretary of State Hope Andrade, Don Cortez, Division Vice President for Regulated Operations Technology of CenterPoint Energy, Chairman Barry Smitherman of the Public Utility Commission of Texas and Mike Grable, General Counsel for ERCOT. December 2008 Annual Board Meeting, Economic Development Forum and Holiday Party Austin, TX members attended the annual Board Meeting, then Leading Policy and Economic Development Professionals. 13 SIGNATURE EVENTS January 2009 Signature Event Tostito s Fiesta Bowl Phoenix, AZ First Lady Anita Perry and Secretary of State Hope Andrade joined Board members at a Doing Business in Texas networking forum in Arizona. The forum was followed by a Signature event where site consultants attended the Fiesta Bowl and the Longhorns took home the trophy! March 2009 Signature Event: Texas Tour Secretary of State Hope Andrade and hosted the second annual Texas Tour. Site consultants from across the country participated in high-level city tours of Houston and Austin, and were also hosted to a Houston Rockets game by members. the AFI Film Festival. 14 MARKETING THE TEXAS BRAND ADVERTISING Effective advertising builds awareness of the Texas Wide Open for Business TM brand and promotes Texas as a premiere business location. Advertising was placed in key trade and industry magazines within sections that highlighted targeted industry clusters. provides the necessary resources to market the state under the Texas Wide Open for Business TM brand. 15 TEXAS INTERACTIVE Redesigned Web Site The Web site was redesigned for greater accessibility of information about the Texas business climate. New design features: Recent marketing collateral includes a new Texas Advantage brochure, one-page overviews featuring industry clusters and incentive programs, and a redesigned folder Redesigned Web site Social Marketing Twitter In FY 2010, the Marketing team will continue to distribute news items to constituents through online social networks. With the national economy showing signs of recovery, the Lone Star State continues to shine.
