Premessa 2 Molteplici sono state le scadenze legislative succedutesi nel 2014 direttive sui carburanti alternativi, norme aiuti di stato in materia di energia, nuova PAC, JRC valori emissioni bioenergie. EBA è stata presente su tutti questi dossier Cosa ci aspetto il 2015 e quale contesto a livello europeo e non solo per lo sviluppo della digestione anaerobica? Si creeranno le condizioni per cui possono ripartire gli investimenti?
Obbiettivi 2030 3 Dopo il 20+20+20 +10% al 2020 Nel 2014 non sono stati proposti dalla Commissione ne obbiettivi vincolanti per le rinnovabili ne obbiettivi specifici per la decarbonizzazione dei trasporti Ma solo obbiettivi complessivi di riduzione delle emissioni di CO2 Se approvato il quadro che ne risulterebbe anche per la DA è un accentuata difficoltà di crescita degli investimenti in un quadro legislativo incerto Ma a ben guardare forse qualcosa si muove

8 I giudizi di chi vive i mercati sembrano più sobri rispetto tema biocarburanti In the past decades there have been a lot of debates about the priority and food versus biofuel production. But nowadays we need to move from the food versus fuel debate to a food and fuel debate. There is no question that food comes first. And there is no question that biofuel should not be simply seen as a threat. Or as a magical solution. Like anything else, it can do good or bad. We have seen successful and sustainable biofuel production systems that provide an additional source of income for poor farmers. FAO Director-General José Graziano Da Silva It is well known that the use of maize and oilseeds for biofuel production helped push agricultural prices higher in the food prices spike that began in 2008. However, in more recent years, the demand for biofuels has supported food prices. It acted as a support for those crops creating a buffer zone and avoiding that agricultural prices fell to the point that farmers would be discouraged to produce next year. 13 Soil is a carbon sink diffused and accessible to everyone, we cannot neglecting it! R. Lal The potential of Soil Organic Carbon (SOC) sequestration is finite in magnitude and duration. It is a short-term strategy to mitigating anthropogenic enrichment of atmospheric CO2. The annual SOC sequestration potential is only about 1,2 Pg C/year. The atmospheric concentration of CO2 at the observed rate of 1990 (3.2 Pg C/ year) will continue to increase at the rate of 2.0 2.6 Pg C/year even with soil C sequestration. Thus, a long-term solution lies in developing alternatives to fossil fuel. Yet, SOC sequestration buys us time during which alternatives to fossil fuel are developed and implemented. It is a bridge to the future. It also leads to improvement in soil quality. 14 Il biogas in agricoltura : un biocarburante avanzato ed un modo per sequestrare il carbonio nei suoli Additional carbon AD contributes to an ecological agriculture intensification of farmland output with second harvest silage biomasses (catch crops before/after cash crops) and with nitrogen fixing plants rotation, contributing thus to keep soils covered (preventing erosion) and to the increase of agricultural byproducts and the biomass that is already in the soils (root residues etc.). AD contributes to the greening of soils under degradation or desertification, either using CAM plants or xerophiles nitrogen fixing plants used in form of silages. 15 Biogasdoneright and Soil Carbon Sequestration Il biogasfattobene è il biocarburante avanzato di cui ha bisogno l Italia e l Europa, capace di produrre carbonio aggiuntivo senza ridurre il carbonio foraggiero e alimentare Le biomasse, il digestato e le pratiche agronomiche del biogas fatto bene sono gli strumenti necessari ad una larga diffusione della fertilizzazione organica, anche in zone senza zootecnia Queste tecnologie per larga parte oggi sono già disponibili Altre possono servire a rendere la filiera ancora più efficiente (biochar del separato solido, P2G, CO2 reuse) e possono servire a realizzare la diffusione dei BECCS alla scala necessaria, cioè di impianti a biogas con fertilizzazione organica continuativa dei suoli agricoli capace di aumentare il carbonio nei suoli agricoli
