UIA - Le Azioni Urbane Innovative hanno l obiettivo di supportare progetti pilota per identificare e testare nuove soluzioni che affrontano temi relativi allo sviluppo urbano sostenibile. L obiettivo principale di UIA è di fornire le autorità comunali in Europa spazio e risorse per sperimentare nuove risposte innovative alle sfide locali complesse ed interconnesse. Il secondo bando è stato lanciato a fine 2016 una delle priorità tematiche identificate è l economia circolare.
Art.8 ERDF: To identify and test new solutions which address issues related to sustainable urban development and are of relevance at Union level.
Chi può partecipare? - Qualsiasi autorità urbana di una unità amministrativa locale di almeno 50 000 abitanti; - Ogni associazione o raggruppamento di autorità urbane di unità amministrative locali definiti in base al grado di urbanizzazione, come città, paese o quartiere dove la popolazione totale è di almeno 50 000 abitanti; questo può includere associazioni transfrontaliere o raggruppamenti, associazioni o raggruppamenti in diverse regioni e / o Stati membri.
Delivery partner. Institutions, agencies, organisations, private sector partners, associations that will have an active role in the implementation of the project. Able to bring knowledge and expertise into project design and implementation Responsible for the delivery of specific activities and the production of the related deliverables/outputs Dedicated budget and local co-financing To be selected through fair and transparent procedures.

Economia Circolare. Europe imports much more natural resources that it exports (i.e. vulnerable to volatile raw material prices) Europe still generate about five tonnes of waste per person per year on average, and little more than a third of that is effectively recycled. The challenge: Europe has to secure competitive, affordable and sustainable sources of energy. = > Role of Cities.
Green Public Procurement and Public Procurement of Innovation. Improving the management of municipal waste representing 10% of the total waste stream in Europe. Prevention of food waste (100 million tonnes wasted annually) along the value chain by taking different steps including changing behaviours through awareness raising campaigns. The recycle or re-use of materials from construction and demolition projects, one of the biggest sources of waste in Europe and many of which take place in cities. Promote water reuse (e.g. rainwater harvesting).
The European Commission expects urban authorities to involve all stakeholders from the design of products to its re-use benefiting both the economy and the environment including the participation of citizens and communities.
Caratteristiche Innovative: To what extent the project proposal is a new solution that has the clear potential to add value? Built and delivered in partnership: To what extent is the involvement of key stakeholders relevant for the implementation of the project? With measurable results: To what extent will the project deliver measurable results? Transferable: To what extent will the project be transferable to other urban areas across Europe? Of good quality: To what extent is the work plan realistic, consistent and coherent? To what extent is the budget coherent and proportionate?
Budget. Ogni azione può ricevere fino ad un massimo di 5 milioni di euro di cofinanziamento. Co-finanziamento. Il tasso di co-finanziamento è dell 80%. In questa formula: ERDF advance payment 50% on signature of the subsidy contract 30% when project expenditure reaches 70% of 1st instalment Remaining ERDF paid on closure of the project (= prefinancing by project) Durata L'attuazione del progetto deve avvenire entro un periodo massimo di 3 anni

Come viene valutato? Innovativeness (40% of total weighting) Solutions proposed have not been tested previously tested and implemented; Potential of new solutions to add value. Evidence of research into existing best practices; Description of obstacles/resistance to innovation and potential solutions; Links to existing policies and practices. Partnership (15% of total weighting) Key stakeholders involved in the design and implementation of the project Group of Delivery Partners is balanced and complementary Delivery partners have relevant experience and necessary capacity.

Measurability of results (15% of total weighting) Expected results properly described and quantified Outputs, results and target groups clearly relevant to the urban challenge addressed Methodology for measuring results able to isolate changes attributable to project activities and discount external factors Transferability and scaling up (10% of total weighting) Relevance of the proposal (challenge and solution) for other urban authorities in EU Clear evidence project can be applicable and replicable by other urban authorities Clear explanation of how project will be scaled up, if successful

To what extent are management structures and procedures in line with the project size, duration and needs? Urbact III URBACT III BANDO Trasferimento di Buone pratiche
Urbact III Network per azioni di pianificazione. Network per l implementazione delle azioni. Network per il trasferimento di buone pratiche. Deadline: 31 marzo 2017 Il programma prevede che i diversi partner coinvolgano direttamente gli stakeholders principali sul territorio, istituendo un Gruppo di Supporto Locale (LSG, Local Support Group) e creando un Piano d Azione Locale (LAP, Local Action Plan)
Urbact III Le città selezionate verranno insignite del titolo di URBACT Good Practice City. Questa qualifica garantirà alle città il riconoscimento e la visibilità + parte del gruppo pioneristico di Urbact di buone pratiche. In una seconda fase saranno in grado di condividere le buone pratiche con le altre città all interno di un Transfer Network (di cui verrà pubblicata la call nel settembre del 2017).
