Pavia Risk Centre rappresenta l aggregazione, a Pavia, di diverse organizzazioni con differenti aree di competenza, reciprocamente in contatto, con l obiettivo comune di una profonda comprensione dei vari tipi di rischio, naturali ed antropici, al fine di sviluppare tecnologie, sistemi e soluzioni in grado di ridurne le conseguenze. Perché PaRC? La città di Pavia è il luogo dove fisicamente, dall anno 2000, diverse realtà svolgono attività di ricerca e formazione su argomenti legati al rischio. Pavia è riconosciuta a livello nazionale ed internazionale per l attività di ricerca legata alla riduzione del rischio e per i programmi di studi post-laurea che coinvolgono i migliori docenti, studenti e ricercatori, provenienti da tutto il mondo. Le sinergie tra le diverse organizzazioni consentono lo scambio essenziale di conoscenze che contribuisce all aumento delle competenze. What is PaRC? Pavia Risk Centre is a knowledge hub located in the North-Italian city of Pavia, where several organisations with various areas of expertise work within the same vicinity on a common aim: profound understanding of different types of risk, natural and man-made, in order to develop approaches, technologies, systems and solutions to reduce the overall consequences of these events. Why PaRC? The Italian city of Pavia is the physical place where since the year 2000 several realities have been carrying out research and educational activities on riskrelated topics. Pavia has since then been highly regarded for its research on risk and risk mitigation and its international education activities, attracting toplevel professors, students and researchers from around the globe. Synergies between the various institutions allow essential knowledge exchange that results in increased competence. Meaningful results are obtained and innovative breakthroughs achieved through crossfertilization between the diverse activities, supporting the work of many actors in private and public sectors worldwide. A table containing the division of the Foundation collaborators, divided by area and role, is presented below. The activities of the TREES Lab and technical services and of the secretariat and administration of the Foundation, are transversal to the various research sections. The table following table provides an overview of the organization of these services, as well as the Documentation Centre and the Library of the Foundation. PaRC - Pavia Risk Centre 17 1.1.2 Attività di Ricerca 1.1.2 Research Activities Geotecnica Sismica Geotechnical Earthquake Engineering Principali progetti conclusi o in fase di completamento Stabilizzazione di frane mediante pozzi strutturali di grandi dimensioni. Modellazione fisica in centrifuga in condizioni statiche e dinamiche (Dipartimento della Protezione Civile, DPC, progetto esecutivo e6). Definizione di input sismici sismo- e spettro-compatibili per tutti i comuni della regione Toscana (Regione Toscana). Progetto ASTIL Italia-India: riduzione del rischio sismico del patrimonio storico-architettonico in Italia e in India. Progetto ReLUIS-DPC: valutazione dell amplificazione locale con procedure affidabilistiche (MT1.2); valutazione degli effetti dovuti alla vicinanza di sorgenti sismiche ad opere strategiche o di particolare rilevanza (MT1.3); valutazione della risposta sismica di muri di sostegno a gravità (MT3). Stabilità sismo-geotecnica al sito di costruzione di una centrale termoelettrica a biomasse a Finale Emilia (ENEL Green Power S.p.a.). Lavori in corso e nuovi progetti Progetto europeo REAK: sviluppo di curve di fragilità dipendenti dal tempo per banchine portuali e gallerie profonde (WP5); studio di fattibilità di un sistema di allarme sismico per le isole caraibiche orientali (WP7). Vulnerabilità e rischio sismico di strutture portuali marittime italiane (DPC, progetto operativo S.3.5). Rischio sismico di dighe in terra (DPC, progetto operativo S.3.6). Collaborazione allo sviluppo di strategie di intervento in caso di emergenza sismica e partecipazione programmata alle fasi critiche di intervento per la valutazione degli aspetti geotecnico-sismici (DPC, progetto operativo S.4.1). Rischio sismico di aeroporti (DPC, progetto operativo S.3.7). Vulnerabilità sismica di gallerie superficiali e profonde (DPC, progetto operativo S.3.9). Progetto di ricerca STRIT: strumenti e tecnologie per la gestione del rischio delle infrastrutture di trasporto (Programma Operativo Nazionale Ricerca e Competitività, PON R&C). Lai, Professore Associato, Università degli Studi di Pavia Coordinatore - Sezione Geotecnica Sismica carlo.lai@eucentre.it, carlo.lai@unipv.it Il Dr. Ing. Carlo G. Lai ricopre attualmente la posizione di Professore Associato di Geotecnica e Geotecnica Sismica alla Facoltà di Ingegneria dell'università degli Studi di Pavia e di Responsabile della Sezione Geotecnica Sismica presso il Centro Europeo di Formazione e Ricerca in Ingegneria Sismica (EUCENTRE) a Pavia. Il Prof. Lai è anche docente di Wave Propagation in Elastic Solids e Geotechnical Earthquake Engineering alla Scuola Europea di Studi Avanzati per la Riduzione del Rischio Sismico (ROSE School - IUSS) che ha sede a Pavia. Laureato in Ingegneria Civile al Politecnico di Torino, il Prof. Lai ha conseguito i titoli accademici di dottorato in Ingegneria Civile, di Laurea Magistrale in Scienze dell Ingegneria e della Meccanica, e di Laurea Magistrale in Scienze dell Ingegneria Civile presso la Georgia Institute of Technology di Atlanta (USA). Come attività professionale, il Prof. Lai ha lavorato tre anni in Etiopia come responsabile di progetto alle dipendenze dell Istituto per Completed or near conclusion projects Landslide stabilization in over-consolidated fine soils by large structural wells. Definition of seismo- e spectrum-compatible seismic inputs for all the municipalities of the Tuscany Region (Tuscany Region, Italy). Italy-India ASTIL project: reduction of seismic risk of historicalarchitectural heritage in Italy and India. ReLUIS-DPC project: evaluation of the local seismic response by reliable procedure (MT1.2); evaluation of effects due to near-faults to strategic or relevant structures (MT1.3); evaluation of the seismic response of gravity retaining walls (MT3). Seismo-geotechnical stability at the construction site of a biomass power plant in Finale Emilia (ENEL Green Power S.p.a.). Egli inoltre è stato per sei anni consulente scientifico presso lo Studio Geotecnico Italiano a Milano. Nel 2002 ha svolto attività didattica e di ricerca presso il Politecnico di Torino e il Weierstrass Institute of Applied Analysis and Stochastics (WIAS) di Berlino. Il Prof. Lai è autore/co-autore di oltre 150 pubblicazioni scientifiche incluse due monografie e di alcuni software applicativi. I suoi interessi di ricerca riguardano la geotecnica sismica e la sismologia applicata con particolare riferimento alla valutazione affidabilistica degli effetti dell amplificazione sismica, alle analisi probabilistiche di pericolosità sismica, alla propagazione delle onde di Rayleigh in mezzi dissipativi, alla soluzione di problemi di interazione dinamica suolo-struttura, alla definizione dell input sismico ai siti di costruzione. È stato coordinatore di numerosi progetti di ricerca aventi per oggetto varie tematiche di geotecnica sismica e sismologia applicata all ingegneria. Attualmente coordina progetti sulla mitigazione del rischio sismico di dighe in terra e strutture portuali marittime, sui sistemi di pre-allarme sismico nella Regione Caraibica Orientale, sulla stabilizzazione di frane con pali di grande diametro mediante modellazione fisica in centrifuga dinamica, sulla definizione di spettri di risposta di normativa che prendano in conto gli effetti di campo vicino, sulla risposta sismica di opere di sostegno delle terre a gravità. È membro attivo e/o affiliato di diverse istituzioni scientifiche e professionali tra cui il comitato tecnico 202 (Transportation Geotechnics) e 203 (Geotechnical Earthquake Engineering) dell International Society for Soil Mechanics and Geotechnical Engineering (ISSMGE), la Geotechnical Extreme Events Reconnaissance Association (GEER), l International Society for the Interaction of Mechanics and Mathematics (ISIMM), l Associazione Geotecnica Italiana (AGI).
