CAMPIONATO EUROPEO U 18 PER NAZIONI INDIVIDUALE E A SQUADRE SAN MARINO 27-29 SETTEMBRE 2012 Premessa Il sorteggio delle Nazioni per i Campionati sarà effettuato alla presenza dei Commissari Tecnici (di seguito indicati CT) o Capi Delegazione di ogni Nazione nel modo seguente: Partecipazione inferiore a 8 Nazioni, gruppo unico (girone all italiana = round robin). Partecipazione di 8 o più Nazioni, almeno due gruppi con Nazioni teste di serie, stabilite in base ai risultati degli ultimi due Campionati e suddivisi in modo che il numero 1 e 4 si trovino nella parte superiore, il numero 2 e 3 nella parte inferiore del tabellone. Le teste di serie per questo Campionato risultano di conseguenza: 1 = ITALIA 2 = SVIZZERA 3 = TURCHIA 4 = GERMANIA REGOLAMENTO 1. ALLENAMENTI UFFICIALI 1.1 Il programma e gli orari degli allenamenti, che avranno luogo nella giornata del 27 settembre saranno stabiliti dalla Direzione del Campionato su indicazione della Commissione Tecnica Europea (di seguito indicata CTE). 1.2 I giocatori hanno l obbligo di presentarsi sui campi di gioco nel rispetto dell orario loro assegnato. I CT saranno responsabili della puntualità dei loro giocatori e ne dirigeranno gli allenamenti. 1.3 Durante gli allenamenti i giocatori dovranno indossare una divisa sportiva uniforme (se possibile quella della nazionale di appartenenza). 1.4 Gli allenamenti si dovranno svolgere nel pieno rispetto del fair-play come anche nel pieno rispetto delle strutture sportive messe a disposizione che non dovranno subire danneggiamenti. 1.5 Agli allenamenti potranno prendere parte solo i giocatori componenti la squadra ufficiale e il CT. Le persone estranee saranno tempestivamente allontanate. 1.6 Il Direttore dei Campionati, previa autorizzazione della CTE, potrà modificare in qualsiasi momento il piano degli allenamenti compatibilmente con le esigenze degli organizzatori in caso di cause di forza maggiore. 2. SVOLGIMENTO DEGLI INCONTRI 2.1 Ogni incontro del Campionato a squadre sarà articolato in tre partite ai 12 punti, iniziando con una nella specialità coppia seguito da due nella specialità individuale. La partita individuale dell atleta 1, nella prima fase vale pure per il Campionato di specialità individuale. 3 IMPIEGO DEI GIOCATORI 3.1 Ogni squadra è formata da 2 giocatori + 1 riserva (facoltativa). 3.2 Ogni giocatore può disputare al massimo due partite per incontro ma non nella stessa specialità. 3.3 Il giocatore iscritto al Campionato per la specialità individuale non può essere sostituito (solo in caso di idoneità medica stabilita in sede di Campionato Europeo dal medico ufficiale della manifestazione). 3.4 E consentita la sostituzione nel Campionato a squadre. 3.5 La sostituzione può avvenire solo durante i tiri di prova o al termine di una mano. 4 FORMAZIONI 4.1 Le formazioni dovranno essere comunicate per iscritto alla Direzione del Campionato dal CT prima dell inizio degli incontri. 5 FORFAIT 5.1 Se un giocatore, per causa di forza maggiore, non potrà portare a termine una partita iniziata e non sussiste la possibilità della sostituzione, verrà assegnata la vittoria all atleta avversario. I punti acquisiti saranno confermati. 6 INTERRUZIONE DEL GIOCO (Time-out) 6.1 Il CT potrà chiedere un interruzione di gioco di 2 minuti, una sola volta per giocata, per un massimo di 2 volte per partita. 6.2 La richiesta d'interruzione può essere avanzata all Arbitro di partita, solo quando un proprio giocatore si appresta all'azione. 7 BOCCE 7.1 Sia per gli allenamenti che per gli incontri ufficiali, ogni Nazione dovrà utilizzare le bocce nuove di colore uguale messe a disposizione dagli organizzatori. Le bocce dovranno avere le caratteristiche previste dal Regolamento Tecnico di gioco C.B.I. e cioè: diametro mm 106, peso gr 900. 8 PANCHINA 8.1 Sono autorizzati a sedere in panchina: I tre giocatori della squadra, il CT, il Dirigente Capo Delegazione, il preparatore atletico, il medico (se facenti parte della delegazione) e l interprete. Altre persone o dirigenti saranno allontanati. 8.2 In panchina è proibito fumare. 8.3 I giocatori impegnati nella partita non potranno sedere in panchina. Regolamento Campionati Europei U 18 2012
8.4 I dirigenti e i giocatori di riserva seduti in panchina non potranno lasciare il loro posto per seguire le fasi del gioco ad eccezione del CT durante il time-out. 9 CLASSIFICA 9.1 Nel caso che, terminati gli incontri di gruppo, Nazioni finiscano a pari punti degli incontri vinti, si ricorrerà alla classifica avulsa tenendo conto in successione dei seguenti dati: a) più partite vinte negli incontri diretti b) migliore differenza tra il totale dei punti fatti e subiti negli incontri diretti c) più partite vinte nell intero girone d) migliore differenza tra il totale dei punti fatti e subiti nell intero girone. 10 DESIGNAZIONE CAMPI 10.1 La designazione dei campi è stabilita nel piano di gara. Se necessario, il Direttore del Campionato, previa autorizzazione della CTE, potrà modificare in qualsiasi momento l impiego dei campi. 11 ARBITRI 11.1 Il programma per l utilizzo degli arbitri sarà di competenza del Direttore dei Campionati. 11.2 Contestazioni per presunti errori tecnici (non di valutazione) commessi dall arbitro di partita, potranno essere presentate al Direttore dei Campionati, unicamente dal Capo Delegazione dopo la temporanea interruzione del gioco. 12 REGOLAMENTO TECNICO 12.1 Verrà applicato il Regolamento Tecnico Internazionale (C.B.I.), edizione 01-01-1999 con aggiunte (vedi allegato). 12.2 La prova dei campi prima dell inizio di ogni partita della prima fase si svolge come segue: - Nazione A, due giocate di andata e due di ritorno alla testata di partenza (linea A) nel tempo massimo di 2 minuti - Nazione B, due giocate di andata e due di ritorno alla testata di partenza (linea A) nel tempo massimo di 2 minuti - Infine Nazione A + B insieme, una giocata di andata e di ritorno alla testata di partenza (linea A). A partire della seconda fase si svolge come segue: - Nazione A, una giocata di andata e di ritorno alla testata di partenza (linea A) nel tempo massimo di 1 minuto e mezzo - Nazione B, una giocata di andata e di ritorno alla testata di partenza (linea A) nel tempo massimo di 1 minuto e mezzo - Infine Nazione A + B insieme, una giocata di andata e di ritorno alla testata di partenza (linea A). 12.3 Prima dell inizio di ogni giocata, tutte le bocce devono essere riposte dagli atleti sugli appositi contenitori. Alla prima infrazione di questa regola, la Nazione viene ammonita. Alla successiva verrà annullata una boccia ancora da giocare. 12.4 Un giocatore della formazione che deve giocare la boccia o che benefica della regola del vantaggio può chiedere all arbitro al massimo tre volte per partita di osservare da vicino la posizione delle bocce già giocate; l arbitro può negare tale facoltà quando la richiesta ha un palese scopo di ostruzionismo. Prima della continuazione della giocata il giocatore deve rientrare nella zona A B (A1 B1). Se un compagno gioca prima di tale rientro, la boccia giocata è nulla, salvo regola del vantaggio. EUROPEAN BOCCE CHAMPIONSHIPS UNDER 18 SINGLES AND NATIONAL TEAMS SAN MARINO 27/29 SEPTEMBER 2012 Preamble The championship's drawing will be hold in presence of the coaches or technical officers (TO) or the Head of Delegation of every nation in the following way: With a participation less than 8 nations, one single group and round robin. With a participation of 8 or more nations, at least two groups with a head of group, based on the results of the last two championships and placed in that way, that number 1 and 4 are in the upper, number 2 and 3 in the lower part of the tableau. The heads of group for this championship are: 1 = ITALY 2 = SWITZERLAND 3 = TURKEY 4 = GERMANY CHAMPIONSHIP'S RULES 1 OFFICIAL PRACTICE 1.1 The practice's program and times, hold on October 14, will be arranged by the Direction of the championship appointed by the European Technical Commission (ETC). 1.2 The players must enter the playing area at the indicated time. The TO are responsible of the ontime appearance of their players and they will lead the practice. 1.3 During the practice the players must wear a uniformed sports-dress (if possible a dress of their nation). 1.4 During the practice the full fair-play rules must be applied and the sport sites must be respected and not damaged. 1.5 Only players from the official team and the TO can participate in the practice. Other people will be immediately sent away. 1.6 The practice's program can at every moment be modified by the Director of the championship, in agreement with the ETC, for the needs of the organizer in case of higher force. 2 PROCEDURE OF THE ENCOUNTER 2.1 All encounters of the championship for teams are composed of three games of 12 points, one double and two singles, beginning with the double. In the first phase, the single games of player 1 counts also for the single championship. 3 ASSIGNMENT OF THE PLAYERS 3.1 Every team is composed of 2 players + 1 reserve (optional). 3.2 Every player can play at maximum two games per encounter but not in the same discipline. 3.3 The player, playing for the single championship cannot be substituted (only in case of accident, approved by the doctor of the championship). 3.4 The substitution may be admitted only in the Nations Championship. 3.4 The substitution may happen only during the practice session or at the end of a frame. 4 FORMATIONS 4.1 The team formations must be communicated in written form by the TO to the Director of the championship prior to the start of a game. 5 FORFAIT 5.1 If a team, in case of higher force, cannot finish a game, victory will be assigned to the adversary team. The acquired points will be confirmed. 6 TIME-OUT 6.1 The TO may call a time-out of 2 minutes, once per frame, but not more than 2 times per game. 6.2 The time-out request can be handed over to the referee of the game, only when an own player is due for a throw. 7 BOWLS 7.1 For both practice and official games, every nation has to use the new bowls of equal colour placed at disposal by the organizer. The bowls must have the characteristics defined in CBI's Bocce Technical Rules: diameter 106 mm, weight 900 gr. 8 BENCH 8.1 Only the following persons are authorised to sit on the bench: the two + 1 optional players of a team, the TO, the head of delegation, the physical preparer, the doctor (if he is part of delegation) and the interpreter. Other people or managers will be sent away. 8.2 The bench is no smoking zone. 8.3 Players engaged in a game cannot sit on the bench. 8.4 Officials and players sitting on the bench may not leave the bench to follow the game, apart from the TO during the time-out. 9 RANKING 9.1 In the case of equal number of encounters won at the end of the group-matches, the ranking will be made of the following criteria: a) More ranking points obtained in the direct games b) More games won in the direct games c) Better difference between obtained and received points in the direct games d) More games won in the entire championship e) Better difference between obtained and received points in the entire championship 10 LANES ALLOCATION 10.1 The lanes allocation is appointed in the competition's schedule. If necessary, the Director of the championship according to ETC's authorization is eligible to modify the use of the lanes at any moment. 11 REFEREE 11.1 The Director of the championship will allocate the referees to each game. 11.2 Protests against possible technical errors (not valuations) made by the referee can be presented to the Director of the championship only by the head of delegation after a temporary interruption of the game. 12 TECHNICAL RULES 12.1 The international technical rules (C.B.I.), edition January 1 st, 1999 with annex do apply. 12.2 The lane trials prior to each game in the first phase will proceed as follows: Nation A, two frames up and two down the lane to the lane-head (line A) within at most 2 minutes time Nation B, two frames up and two down the lane to the lane-head (line A) within at most 2 minutes time Finishing with Nations A + B together, one frame up and one down the lane to the lanehead (line A). From the 2nd phase the lane trials will proceed as below: Nation A, one frames up and one down the lane to the lane-head (line A) within at most 1½ minutes time Nation B, one frames up and one down the lane to the lane-head (line A) within at most 1½ minutes time Finishing with Nations A + B together, one frame up and one down the lane to the lanehead (line A). 12.3 Prior to each start of frame, all the bowls have to be replaced on the respective bowls repository. At the first violation of this rule, the respective nation will be warned. As a consequence, a yet-tobe played bowl will be revoked. 12.4 The formation s player whose turn is to play the bowl or who benefits from the advantage rule may ask the referee up to three times per game to observe the positions of the played bowls from near; the referee may turn down such request in case of obvious obstruction. Prior to continuation of the play, the player has to go back to zone A B (A1 B1). If a team mate plays his next bowl prior to the mentioned comeback, the played bowl is invalid unless the advantage rule is applied.
