L Ufficio sta svolgendo appositi sondaggi per individuare e sensibilizzare società/operatori appartenenti alle categorie merceologiche d interesse dell iniziativa. Missione di operatori croati alla MATCHING 2013, in base all Intesa Operativa MISE/ICE-Agenzia/CDO Selezione di 10 operatori croati Progetti, investimenti e finanziamenti: SOCIETA ITALIKACINK APRE UN NUOVO STABILIMENTO IN CROAZIA La società italocroata Italikacink (di proprietà dei fratelli Bisol) ha aperto un nuovo stabilimento produttivo a Licki Osik nell ex stabilimento dell industria metalmeccanica Marko Oreskovic. Trattasi di impianto per la zincatura che attualmente occupa 17 dipendenti ed è previsto di assumerne ulteriori 30. PLIVA INVESTE NELLA PRODUZIONE DI FARMACI E NELLA PROTEZIONE DELL'AMBIENTE La società Pliva ha presentato i suoi nuovi impianti di produzione di farmaci ancora in fase di costruzione e i sistemi per la protezione dell'ambiente nei quali la compagnia ha investito circa 100 milioni di dollari; la Pliva ha costruito a Savski Marof anche il nuovo impianto per la produzione di sostanze attive farmaceutiche. Alla cerimonia di presentazione era presente il Ministro della protezione ambientale e della Natura, Mihael Zmajlovic, che ha sottolineato come l'investimento nella tecnologia verde non sia solamente un'obbligo ma anche un obiettivo intelligente per un sano sviluppo sostenibile.

2 PORTO DI PLOCE: COSTRUZIONE DEL NUOVO TERMINAL PER UN VALORE DI 26,5 MILIONI DI EURO Sono appena iniziati i lavori di costruzione della prima fase del terminal per lo stoccaggio di prodotti petroliferi nel porto di Ploce (sud della Croazia), per una capacità totale di m3. La costruzione è il primo caso d investimento in Croazia dove il partner privato realizza l infrastruttura totale nella zona del porto sulla base di una concessione a lungo termine. La costruzione sarà ultimata entro dicembre 2014 e sarà effettuata secondo i più elevati standard ambientali e tecnologici previsti dalle norme dell'unione Europea. Il valore dell investimento è pari a 26,5 milioni di euro, di cui una parte sarà finanziata attraverso il prestito agevolato dalla Banca Croata per la Ricostruzione e lo Sviluppo. Il terminale sarà gestito dal Porto di Ploce Trgovina s.r.l., una società pubblica di proprietà del Porto di Ploce S.p.A. che partecipa all investimento con 14,5 milioni di euro, mentre come partner privato figura la società Atlantis s.r.l., il cui importo di investimento ammonta a 12 milioni di euro. PRIMO FINANZIAMENTO DALLA BEI DOPO L ADESIONE DELLA CROAZIA ALL UE -250 MILIONI DI EURO La Banca Europea per gli Investimenti (BEI) ha approvato un prestito pari a 250 milioni di Euro alla Banca Croata per la Ricostruzione e lo Sviluppo (HBOR) destinato al finanziamento delle PMI e Mid-Cap imprese, per i progetti infrastrutturali nel settore pubblico (piccoli e medio grandi), nonché per gli investimenti nel settore industriale (dimensioni limitate), nei campi: economia della conoscenza, energetico, tutela dell ambiente, salute e istruzione. Trattasi del primo finanziamento BEI dopo l adesione della Croazia all'ue. Il Vice Presidente della BEI, Anton Rop, ha sostenuto in tale occasione che tale finanziamento è di fondamentale importanza per l'ulteriore sviluppo del settore industriale, principale motore della crescita e dello sviluppo dell'economia croata. Il Presidente della HBOR, Anton Kovacev ha affermato che nei primi sei mesi di quest'anno la HBOR ha approvato finanziamenti del valore di 3,9 miliardi di kune (ca. 520 milioni di euro), che rappresenta un aumento dell 11,5 % rispetto allo stesso periodo dello scorso anno, anno record sia in termini di numero che di valore di finanziamenti. Tale aumento è il risultato, tra l'altro, della riduzione dei tassi d interesse per il finanziamento di nuovi investimenti, introdotta dalla HBOR nel corso del 2012 quale misura temporanea. A causa del grande interesse dimostrato per tali fondi, la HBOR ha deciso di mantenere i tassi di interesse ridotti fino alla fine dell'anno in corso e contribuire in tale maniera alla ripresa economica della Croazia e ad incoraggiare gli investimenti. ''SCIENCE AND INNOVATION INVESTMENT FUND, PHASE II'' Si è svolta a Zagabria il 14 giugno u.s. presso il Ministero della Scienza, dell'educazione e dello Sport la presentazione del progetto ''Science and innovation investment fund, phase II'' (SIIF) finanziato dai fondi (della componente III C Sostegno alla Competitività regionale ) per un valore complessivo di 11,2 milioni di euro. In totale sono stati co-finanziati 19 progetti volti a supportare le attività del transfer tecnologico e della commercializzazione dei risultati di ricerca delle istituzioni di formazione e dei centri pubblici di ricerca. L'obiettivo è contribuire allo sviluppo regionale sostenibile e incrementare la competitività industriale nei settori con maggiore valore aggiunto. Nella seconda fase, lo scopo del progetto SIIF è l'incoraggiamento delle istituzioni e dei centri pubblici di ricerca a collaborare con l'imprenditoria privata. INVESTIMENTI NEL SETTORE FERROVIARIO TRAMITE I FONDI UE L amministratore delegato della società Ferrovie Croate Infrastruttura (HŽ Infrastruktura), Darko Pericic ha presentato i risultati del ciclo degli investimenti finora realizzati e ha annunciato nuovi progetti per la cui realizzazione s intende utilizzare i fondi europei a disposizione della Croazia, dopo la sua entrata nell Unione. La Ferrovie Croate Infrastruttura ha utilizzato i fondi comunitari (ISPA, ) dal 2008, portando a termine i seguenti due progetti per un importo complessivo di 71,6 milioni d euro: riabilitazione della rete ferroviaria sul tratto Vinkovci-Tovarnik-confine dello Stato e sistema di segnalazione e di sicurezza nella Stazione centrale ferroviaria di Zagabria. I nuovi progetti presentati sono concentrati sul corridoio X e Vb in relazione anche all impegno dell UE di finanziare la ristrutturazione e la modernizzazione del corridoio ferroviario sul territorio comunitario. Il progetto della Ricostruzione e rinnovo del tratto ferroviario Okučani Novska è attualmente in corso, il termine dei lavori è previsto per il 2014, il valore è pari a 35,8 milioni di euro. Sono inoltre in corso lavori di progettazione per un valore complessivo di 25,8 milioni di euro. La Ferrovie Croate Infrastruttura gestisce anche bandi per l'assegnazione di lavori di costruzione per un valore complessivo di 15 milioni di euro. I progetti da presentare per i finanzimenti dai fondi strutturali e di coesione dell'ue dopo il 1 luglio 2013, sono due e complessivamente ammontano a oltre 230 milioni di euro, mentre l'importo totale dei progetti nella fase preparatoria, per i quali si intende presentare domanda di finanziamento all'ue, ammonta a 500 milioni di euro. 2

3 INVESTIMENTI PUBBLICI REALIZZATI NEL PRIMO SEMESTRE DEL 2013 I tre ministri croati Branko Grčić Ministro dello Sviluppo Regionale e dei Fondi dell Unione Europea nonché Vicepresidente del Governo Croato; Ivan Vrdoljak Ministro dell Economia, responsabile del gruppo di lavoro per il miglioramento del clima d affari e per gli investimenti privati; Siniša Hajdaš Dončić Ministro degli Affari Marittimi, dei Trasporti e delle Infrastrutture, responsabile del gruppo di lavoro per gli investimenti pubblici, hanno presentato i risultati del programma degli investimenti per il primo semestre Il piano degli investimenti da parte degli enti statali/società pubbliche da realizzare nel 2013 (in base al piano revisionato) è di milioni di kune (ca milioni di euro), ovvero il 23% in più degli investimenti realizzati nel Le principali società pubbliche che realizzeranno investimenti nel 2013 sono: Gruppo HEP (Ente Nazionale per l Energia Elettrica) per un valore complessivo degli investimenti di ca. 339 milioni di euro, JANAF (ente gestore degli oleodotti): 48 milioni di euro, PLINACRO (ente gestore distribuzione gas naturale): 14 milioni di euro; HAC (Ente gestore delle maggiori autostrade croate): 261 milioni di euro; HC (Ente gestore delle strade statali e regionali): 265 milioni di euro; HŽ (Ferrovie croate il gruppo in totale): 351 milioni di euro; Autorità portuali: 80 milioni di euro; Autorità aeroportuali: 25 milioni di euro; Fondo per la Tutela dell Ambiente e l Efficienza Energetica: 63 milioni di euro, Hrvatske vode (Ente Nazionale Gestione Acque croate): 207 milioni di euro; Hrvatske šume (Ente Nazionale Gestore Foreste croate): 83 milioni di euro. Secondo i dati presentati, si evince che nei primi 6 mesi del 2013 sono stati realizzati gli investimenti da parte delle società pubbliche per un valore di 4,512 milioni di kune (ca. 602 milioni di euro) ovvero con un aumento degli investimenti pubblici del 30% rispetto ai primi sei mesi del Per quanto concerne gli investimenti privati, l Agenzia per la Competitività e per gli Investimenti ha individuato 75 progetti d investimento in varie fasi di realizzazione; tali progetti si stimano complessivamente su un valore di oltre milioni di euro e dovrebbero assicurare piu di nuovi posti di lavoro. Commesse estere/accordi/nuovi contratti: L INDUSTRIA FARMACEUTICA JGL INIZIA AD ESPORTARE IN ITALIA La società farmaceutica JADRAN GALENSKI LABORATORIJ di Rijeka (Fiume) ha iniziato con l'esportazione in Italia di alcuni prodotti (linea denominata Acqua Maris che consiste in 14 prodotti tra i quali soluzione nasale a base di acqua di mare, gocce per il naso, ecc.), in base all'accordo sottoscritto nel gennaio di quest'anno con la società farmaceutica italiana Bruno Farmaceutici. La società JGL detiene l 8 % del mercato mondiale nel segmento di soluzioni nasali a base di acqua di mare. LA KONCAR REALIZZA AFFARI NEL SETTORE ELETTRO-ENERGETICO DELLA TURCHIA La società Koncar - Elektronika i informatika (INEM) ha consegnato alla compagnia energetica turca EUAS sei sistemi di eccitazione per la centrale termoelettrica Soma per un valore di 1,4 milioni di euro; la centrale termoelettrica Soma ha sei stazioni con una potenza installata di MW e produce 6,4 miliardi kwh all'anno. La conclusione dei lavori è prevista entro un'anno. La INEM consegnerà anche nuovi sistemi per 2 generatori con una potenza di 247 MW per la centrale termoelettrica Yenikoy. L'azienda croata INEM è presenta sul mercato turco dall'anno 2011 quando ha consegnato 4 sistemi per turbogeneratori; l'anno scorso ha esportato in Turchia prodotti per un valore di 51,6 milioni di kune (ca. 6,88 milioni di euro), mentre nei primi 4 mesi per un valore di 18 milioni di kune (ca. 2,4 milioni di euro). CONSEGNA DI AUTOBUS CROATI SUL MERCATO IRACHENO In data 9 luglio u.s. è stato sottoscritto il contratto tra la società croata Az Crobus ( e la società irachena Džebel-Co per la fornitura di autobus in Iraq. Il valore del contratto decennale è di 2 miliardi di kune (ca. 280 milioni di euro). Nei primi cinque anni saranno consegnati autobus interurbani di alta classe. La firma del contratto è avvenuta in occasione dell inaugurazione del nuovo impianto produttivo della società AZ CROBUS a Sesvetski Kraljevec (vicinanze di Zagabria), il primo produttore croato di autobus (operante nell ambito del gruppo AUTO ZUBAK GROUP). Trattasi di un investimento di 180 milioni di kune (ca. 24 milioni di euro). La società attualmente impiega 60 dipendenti, ed è previsto di assumere altri 120 persone nel corso dei prossimi due anni. L azienda croata sta sviluppando anche modelli di autobus urbani e minibus e autobus per il trasporto di persone disabili. 3

4 Statistiche: L ITALIA SI RICONFERMA PRIMO PARTNER COMMERCIALE Dai dati preliminari dell ISTAT croato relativi ai primi cinque mesi del 2013 risulta che l interscambio commerciale croato è stato pari a 10,14 miliardi di, ovvero del 4,1% inferiore rispetto all interscambio realizzato nello stesso periodo del In diminuzione sia le esportazioni (-5%) che le importazioni (-3,6%). L Italia si riconferma primo partner commerciale: il valore dell interscambio ha raggiunto 1,47 miliardi di ed è stato del 18,8% inferiore rispetto a quello realizzato nello stesso periodo del Il calo è dovuto sia all export croato verso l Italia (- 13,3%) che alle forniture italiane (- 21,5%) che a fine maggio sono state pari a 958 milioni di (14,6% dell import totale del Paese). Agli scambi con l Italia nei primi cinque mesi 2013 viene ricondotto il 14,4% dell interscambio commerciale totale croato; seguono in ordine di grandezza la Germania (12,6%), la Russia (7,2%), la Slovenia (7%), la Bosnia ed Erzegovina (6,5%), l Austria (5,4%) e la Cina (5,2%). Va rilevato che le esportazioni croate verso la Cina sono molto modeste (0,6% del totale export) mentre le importazioni croate dalla Cina (pari a 502 milioni di ) rappresentano il 7,7% dell import totale croato, posizionando la Cina come quarto Paese fornitore. INVESTIMENTI ESTERI DIRETTI IN CROAZIA A QUOTA 460,2 MIL DI EURO NEL PRIMO TRIMESTRE 2013 Secondo i dati della Banca centrale risulta che gli investimenti diretti esteri (IDE) in Croazia hanno raggiunto nel primo trimestre 2013 il valore di 460,2 milioni di euro. I Paesi maggiori investitori sono stati: al primo posto l Austria con 149,5 milioni di euro seguita da Paesi Bassi con 67,4 milioni, Germania con 57,7 milioni, Spagna con 36,1 milioni, Lussemburgo con 34,2 milioni e Italia con 21,3 milioni. Sempre in base alle rilevazioni della BNC, nel periodo compreso fra il 1993 ed il primo trimestre 2013 (ultimi dati disponibili) l ammontare degli IDE effettuati in Croazia (stock) è stato di 27,304 miliardi di. Nell'arco temporale dal 1993 al primo trimestre 2013 il principale investitore è risultato l'austria (26,2%); l'italia risulta essere il settimo investitore con 1,302 miliardi di investiti (4,8% del totale degli IDE in Croazia). Energia/gas: NUOVO PARCO EOLICO CON UNA CAPACITA DI 42 MW Il Presidente della Croazia Ivo Josipović ha inaugurato la messa in funzione del nuovo parco eolico situato nella zona vicino Trilje. Si tratta di un investimento privato nelle fonti di energia rinnovabili per un valore di oltre 65 milioni di euro, attualmente uno dei piu importanti investimenti nella Croazia in questo settore; l investitore e la societa privata Ostra stina. Il parco eolico consiste di 14 turbine con una capacita' totale di 42 MW in grado di produrre MW/ora di elettricita' all anno sufficiente per circa famiglie. La societa' Siemens di Zagabria è il fornitore principale delle attrezzature per questo parco eolico. Varie: NUOVA LEGGE SULL'IVA In data primo luglio 2013 (giorno dell adesione della Croazia all UE) è entrata in vigore la nuova Legge sull IVA. Le disposizioni della nuova Legge sono conformi alla normativa Comunitaria. Le disposizioni della nuova Legge sono conformi alla seguente normativa Comunitaria: Direttiva 2006/112/CE relativa al sistema comune d imposta sul valore aggiunto; Direttiva 2008/9/CE che stabilisce norme dettagliate per il rimborso dell'imposta sul valore aggiunto, previsto dalla Direttiva 2006/112/CE, ai soggetti passivi non stabiliti nello Stato membro di rimborso, ma in un altro Stato membro; Tredicesima Direttiva 86/560/CEE in materia di armonizzazione delle legislazioni degli Stati Membri relative alle imposte sulla cifra di affari - Modalità di rimborso dell'imposta sul valore aggiunto ai soggetti passivi non residenti nel territorio della Comunita. In base alle disposizioni della nuova Legge per le forniture di beni e servizi alle persone giuridiche straniere contribuenti fiscali (B2B) la società croata emette la fattura senza addebitare l IVA applicando la norma che include l applicazione del reverse charge (meccanismo dell inversione contabile). Per le forniture di beni e servizi alle persone fisiche straniere che non sono soggetti passivi (B2C) nella fattura va applicata anche l'iva croata. 4

5 NUOVO REGIME DOGANALE PER PRODOTTI COMUNITARI Dal primo luglio 2013 considerato che la Croazia e' entrata nell unione doganale dell UE la merce proveniente dai Paesi dell UE non e piu oggetto di particolare controllo doganale. Non e, quindi, piu necessario che i prodotti alimentari di origine Comunitaria vengano accompagnati da appositi certificati (certificato veterinario internazionale, certificato fitosanitario, ecc.) ma è sufficiente la documentazione commerciale dalla quale si deve, comunque, evincere la tracciabilita' del prodotto (questo e particolarmente importante per i prodotti alimentari di origine animale). Premesso che l entrata nell UE abolisce i dazi doganali per tutti i prodotti, alle frontiere interne rimane, comunque, l obbligo del versamento dell IVA (in croato PDV): l aliquota ordinaria e del 25%. L aliquote del 5% per: pane, latte, libri, farmaci, prodotti ausiliari per ortopedia, riviste scientifiche, servizi di proiezione pubblica di film. L aliquote del 10% per: oli e grassi commestibili di origine vegetale ed animale, alimenti per bambini, forniture d'acqua (ad eccezione dell'acqua che viene immessa sul mercato in bottiglie o in altro imballaggio), zucchero bianco di canna e di barbabietola da zucchero; somministrazione di cibi e bevande nelle strutture di ristorazione (ad eccezione di alcol). VENDITA HZ CARGO: ARRIVANO TRE OFFERTE VINCOLANTI Per la privatizzazione della Hrvatske Zeljeznice Cargo (HZ Cargo - Ferrovie croate) sono pervenute al Ministero della Marineria, Trasporti e Infrastrutture 3 offerte vincolanti dalla compagnia ceca AWT, da quella rumena Feroviar e dall'austriaca Rail Cargo Austria. Queste 3 societa' sono state invitate dal Governo croato ad inviare le offerte finali. La vendita si riferisce ad una quota non superiore al 75% mentre la rimanente parte rimara' sotto controllo pubblico. La HZ Cargo ha al momento un debito a lungo e a breve termine per un valore maggiore di 1 miliardo di kune (ca. 130 milioni di euro). LA SOCIETA RUMENA ACQUISISCE LA HZ CARGO In data 25 luglio 2013 il Governo Croato ha deciso di vendere il 75% del capitale della società che gestisce il traffico merci su rotaia HZ CARGO alla societa rumena SC GRUP FEROVIAR ROMAN SA di Bucarest (membro del gruppo Grampet), selezionata come miglior offerente al bando di gara per la privatizzazione. I concorrenti erano la società ceca AWT e la societa austriaca Rail Cargo. Il valore totale della transazione e di ca. 40 milioni di euro, di cui 30 milioni di euro saranno destinati a risolvere i prestiti della societa croata coperti da garanzie statali e 10 milioni per il pagamento dei loro obblighi nei confronti di creditori e dipendenti. Il nuovo proprietario si e impegnato anche ad investire ulteriori 20 milioni di euro nell ammodernamento della societa nonché ad attuare un programma relativo ai lavoratori in esubero (si sono impegnati a mantenere dipendenti dei ca. 3000). Il gruppo Grampet è leader nel traffico merci su rotaia in Europa centrale e orientale, con vagoni e locomotive e ca dipendenti. Il gruppo attualmente opera in Germania, Austria, Ungheria, Serbia, Montenegro, Ucraina, Romania, Bulgaria e Moldavia. Nel 2012 ha fatturato 186 milioni di Euro con un utile di 6,3 milioni di euro. VIA LIBERA ALLE CONCESSIONI DELLE AUTOSTRADE In data 4 luglio il Governo croato ha approvato il modello di monetizzazione della rete autostradale croata attraverso il quale le autostrade verranno date in concessione. Trattasi di un totale di km di autostrade gestite da due societa': HAC (Autostrade croate) e ARZ (Autostrada Fiume Zagabria) e di altri 30 km ormai prossimi al completamento. Il periodo della concessione e da 30 a 50 anni ed il Governo dovrebbe incassare tra i 2,4 e i 3,2 miliardi di euro che saranno utilizzati per rimborsare il debito pubblico, in particolare quello delle societa' HAC e ARZ. Secondo il ministro della Marineria, dei Trasporti e dell'infrastruttura, Hajdas Doncic sono 47 potenziali investitori che hanno dimostrato interesse. Il rilascio della concessione potrebbe essere realizzato nell arco di 9-12 mesi: il concessionario potra' incassare i pedaggi, ma avrà anche l'obbligo di gestire e di mantenere le strade, tenere i dipendenti dell HAC e dell ARZ e, nel caso d'intensita del traffico, realizzare la terza corsia sul tratto Zagabria Karlovac. 5
