THE REGIONAL ENERGY SYSTEM Regional energy balance key figures Buildings (residential + commercial and services), with a demand of about 11 million toes in 2012, represent the most energy-consuming sector in Lombardy, corresponding to 43% of the total demand. In the period 2000-2012, the final energy consumption in the residential sector has decreased by 4%; on the other hand in the service sector there has been an increase of 41%. 3

REGIONAL PLAN FOR RENOVATIONS OF PUBLIC BUILDINGS Measure for all municipalities Municipalities or groups of municipalities Municipalities, social-housing regional companies, bodies selected for Public Private Partnership operation according to article 63 of Regulation (EU) No 1303/2013 of the European Parliament and of the Council of 17 December 2013 Public tender successful bidder concerning the retrofit of the building and / or its energy management with the structure of the Public Private Partnership. In the case of service concession with third-party financing it is compulsory to use an EPC contract between the municiapality and the service provider. Projects with investments higher than 1 million euro. - Combination of: grant (max 30%); discounted rate (max 40%), up to max. 70% of eligible costs. 27
REGIONAL PLAN FOR RENOVATIONS OF PUBLIC BUILDINGS FUND FOR RENEWABLE ENERGIES & ENERGY EFFICIENCY (FREE) MEASURE FOR ALL MUNICIPALITIES EXPECTED RESULTS TO 2020: About 1100 buildings undergoing interventions Considering the school buildings as a priority: it would lead to retrofit about 20% of the regional schools ESTIMATED ENERGY SAVINGS OF 87 MILLION kwh PER YEAR, i.e. APPROXIMATELY 6% of ENERGY CONSUMPTION OF SCHOOLS. The TOTAL INVESTMENT GENERATED WILL BE MUCH MORE THAN 100 MILLION EUROS! 28
REGIONAL PLAN FOR RENOVATIONS OF PUBLIC BUILDINGS Incentives priority to: - Interventions with longer pay-back (e.g. on the envelope) with grants - Technologies with strong industrial presence in Lombardy and in Italy Guarantee and rotating funds EPC contracting and involvement of ESCOs for guarantee of results and commitment by private sector Diffusion of energy management and energy audit practices For public authorities: raising awareness on energy efficiency management Education/information/support Also to mobilise national and EIB funds More concrete results from local planning (SEAP): from theory to action 29

INITIATIVES FOR FINANCING ENERGY SUSTAINABILITY AT LOCAL LEVEL FABER - PROVINCE OF BERGAMO On the basis of SEAPs realised by the involved Municipalities, the investment programme consists of: Public Buildings (about 100 Munis): refurbish the building envelopes, fit the existing plants, both thermal and electric, with the best available technologies, installing, whenever possible, technologies based on renewable energy sources, adopt new and reliable energy management & control systems; Public street lighting (67 Munis): renovation through the substitution of the existing lightings with more efficient technologies and by the installation of voltage regulators DHNs (5 Munis): set-up of biomass plants and local district-heating networks, for municipalities in mountain areas, often not served by the natural gas network. A total investment of about 54 Million Euro is expected 31
