Le procedure di avvicinamento PinS sono procedure GNSS specifiche per elicotteri che includono un segmento strumentale che termina su un punto specifico nello spazio (PinS Reference Point) e successivamente un segmento a vista che termina sull elisuperficie/landing location. Il Mancato Avvicinamento è anch esso parte del segmento strumentale. Il segmento Visual può essere di tipo Proceed Visually o Proceed VFR. Nel caso di Proceed Visually vengono definite apposite superfici che consentono di valutare, anche in questa fase del volo, l affrancamento dagli ostacoli. Allo stesso modo le procedure PinS di partenza includono un segmento Visual, dalla landing location fino ad un punto denominato Initial Departure Fix (IDF) e, a seguire, un segmento strumentale. 2) L implementazione delle procedure oggetto del presente supplemento, le prime di questo genere pubblicate in Europa, è stata fortemente voluta dalla Trentino Trasporti S.p.A., società di gestione dell aeroporto di Trento/Mattarello e dell elisuperficie di Cles, coordinatrice di un lungo progetto che ha coinvolto ENAC, ENAV S.p.A., Leonardo elicotteri e il Nucleo elicotteri della Provincia Autonoma di Trento in qualità di utilizzatori finali. 3) Il progetto, parzialmente finanziato dall Unione Europea tramite il programma Egnos Adoption in Aviation gestito dalla GSA (European Global Navigation Satellite System Agency) ha visto la realizzazione di 6 procedure PinS così suddivise: - 4 in avvicinamento di cui due all aeroporto di Trento/Mattarello e due all elisuperficie di Cles; - 2 in partenza, una dall aeroporto di Trento/Mattarello e una dall elisuperficie di Cles. Le suddette procedure saranno riservate agli elicotteri HEMS autorizzati e per la durata del supplemento sarà condotto un periodo di sperimentazione per la raccolta di dati durante il quale le procedure potranno essere volate solo in condizioni VMC. AD TRENTO/Mattarello, BOLZANO and CLES helipad: implementation of PinS for authorised HEMS helicopters GENERAL 1) This supplement contains the introduction of helicopters PBN instrument flight procedures type PinS (Point in Space) EGNOS-based from/to Trento/Mattarello airport (LIDT) and Cles helipad. PinS approach procedures are GNSS approaches designed for helicopters only, which include an instrument segment until a specific point in space (PinS Reference Point) and then a visual segment ending at the heliport/landing location. The Missed Approach is part of the instrument segment as well. The Visual segment can be designed as "Proceed Visually" or "Proceed VFR". In the case of "Proceed Visually" specific surfaces are defined to allow the obstacle evaluation, even in this phase of the flight. Similarly PinS departure procedures include a visual segment from the landing location to a specific point defined as Initial Departure Fix (IDF) and then an instrument segment. 2) The implementation of the procedures described in this supplement, the firsts of this type published in Europe, was strongly desired by Trentino Trasporti S.p.A., the owner company of Trento/Mattarello airport and Cles helipad, which coordinated a long project involving ENAC, ENAV S.p.A., Leonardo helicopters and Nucleo Elicotteri of Province of Trento as end users. 3) The project, partially funded by the European Union through the Egnos Adoption in Aviation program, managed by the GSA (European Global Navigation Satellite System Agency) saw the creation of 6 PinS procedures divided as follows: - 4 approaching, two of which at Trento/ Mattarello airport and two at Cles helipad; - 2 departing, one from Trento/Mattarello airport and one from Cles helipad. The aforementioned procedures will be reserved for authorized HEMS helicopters and for the duration of the supplement an experimentation period will be carried out for the collection of data during which the procedures can be flown only under VMC conditions. 2 2/31 AIP - Italia 4) Al termine della sperimentazione l utilizzo di tali procedure da parte degli elicotteri HEMS consentirà di effettuare avvicinamenti strumentali a bassa quota da/per l aeroporto di Trento/Mattarello e l elisuperficie di Cles anche in condizioni di scarsa visibilità ed evitando i problemi relativi alla possibile formazione di ghiaccio che affliggono gli elicotteri che volano procedure strumentali convenzionali in zone montuose. 4) At the end of the experimentation, the use of these procedures by HEMS helicopters will allow low-level instrument approaches to and from Trento/ Mattarello airport and the Cles helipad, even in conditions of poor visibility and avoiding problems related to the possible ice formation that afflict helicopters that fly conventional instrumental procedures in mountain areas. Una manica a vento illuminata e un faro tipo Flash Beacon sono installati sul tetto dell ospedale. Gli edifici ospedalieri sono dotati di luci ostacolo di colore rosso. Traiettorie di volo - le traiettorie di avvicinamento sono: 344 primario (Cp1) e 188 secondario (Cp2) - le traiettorie di decollo sono: 164 primario (Cp1) e 008 secondario (Cp2) - circular FATO with diameter of 21,4m carrying capacity 6,4t Lighting - FATO is illuminated with white-colored surface lights and surrounded by yellow lights - the edge of the platform is identified by white lights The AVL system can be activated automatically with carrier signals on the MHz frequency and is supported by a UPS with trip time 0. An illuminated windsock and a Flash Beacon light are installed on the hospital roof. Hospital buildings are provided with red obstacle lights. Spazio aereo ATS L elisuperficie si trova all interno dello spazio aereo inferiore della FIR di Milano e all interno del nuovo settore VFR Cles, classificato G, posto all interno del settore VFR Valle dell Adige. Primary approach is supported by a GPI indicator with a 15 inclination. ATS airspace The helipad is located within the lower air space of Milano FIR and within the new VFR sector Cles, classified G, within existing VFR sector "Valle dell'adige". DEFINIZIONE DEL SETTORE VFR CLES (vedi anche cartina pubblicata a pagina 5/31) In aggiunta al settore VFR, denominato "Valle dell'adige" (vedi ENR para 4.3 e ENR 6.3.5) è stato definito il settore VFR Cles classificato G. Il volume identificato dai due settori contiene parte delle procedure strumentali, con le relative aree di protezione, degli aeroporti di Bolzano e Trento/ Mattarello e dell elisuperficie di Cles (TN). All interno di questo spazio aereo un volo VFR potrebbe interferire con operazioni IFR da/per Bolzano e/o Trento/Mattarello e/o elisuperficie Cles. Limiti laterali del settore VFR Cles Linea congiungente i punti: MALE MOLLARO MONTE ROEN 2NM SE FONDO MONTE PIN Limiti verticali del settore VFR Cles 2500ft AMSL/3500ft AMSL Il traffico VFR potrà operare all'interno dei settori VFR Valle dell'adige e Cles mantenendosi al di fuori della traiettoria di aeromobili che effettuano una procedura strumentale di salita iniziale o di avvicinamento da/per Bolzano e/o Trento/Mattarello e/o elisuperficie Cles (TN), con riferimento ai percorsi pubblicati delle procedure, incluso il mancato avvicinamento. A tal fine, il traffico VFR che intende interessare tali aree deve comunque tentare di stabilire contatto radio con Padova FIC/ACC oppure con Bolzano Aerodrome Info o Trento Aerodrome Info, per ottenere informazioni circa l'eventuale presenza di tali aeromobili. NOTA I settori VFR "Valle dell'adige" e Cles hanno unicamente l'obiettivo di richiamare l'attenzione dei piloti che intendono operare in quelle zone, sulla possibilità che altri aeromobili stiano effettuando delle procedure strumentali. ELENCO PROCEDURE DI VOLO Con il presente supplemento sono pubblicate le seguenti procedure di volo IFR: IAC Trento/Mattarello - RNP Z RNP Y 166 SID Trento/Mattarello - RNP DT 714 IAC Cles - RNP Z RNP Y 356 SID Cles - RNP DT 701 DEFINITION OF CLES VFR SECTOR (see also chart published on page 5/31) In addition to the VFR sector, called "Valle dell'adige" (see ENR para 4.3 and ENR 6.3.5), the "Cles" VFR sector classified G has been defined. The volume identified by the two sectors contains part of the instrumental procedures, with the relative protection areas, associated to Bolzano and Trento/ Mattarello airports and Cles (TN) helipad. Within this airspace a VFR flight could interfere with IFR operations from/to Bolzano and/or Trento/Mattarello and/or Cles helipad. Lateral limits of VFR sector Cles Line joining the followinig points: N E N E N E N E N E Vertical limits of VFR sector Cles 2500ft AMSL/3500ft AMSL All VFR flights that will affect the VFR Sectors Valle dell Adige and Cles shall keep outside the flight path of aircraft performing initial climb or instrument approach procedure from/to Bolzano and/or Trento/ Mattarello and/or Cles helipad (TN), with reference to the published routes of the procedures, including missed approach. With this scope VFR flights shall try to establish radio contact with Padova FIC/ACC or Bolzano Aerodrome Info or Trento Aerodrome Info in order to obtain information about the presence of aircraft performing such instrument procedures. REMARK The main goal of "Valle dell'adige" and Cles VFR sectors is to draw the attention of pilots intending to operate in that airspace, to the possibility that other aircraft are following instrument procedures. L autorizzazione deve essere preventivamente richiesta tramite l apposito modulo reperibile sul sito SPECIAL PROCEDURES and interferences with TRENTO/Mattarello and BOLZANO airports Authorizations The IFR procedures published with the present supplement are available only for allowed HEMS helicopters. 4 4/31 AIP - Italia Limitazioni 1) Le operazioni IFR sono limitate ad un aeromobile per volta da/per Bolzano, Trento/Mattarello e elisuperficie Cles (DT71), per qualsiasi combinazione di arrivi e/o partenze strumentali. Altri traffici attenderanno al suolo o nei circuiti di attesa, fino a che l operazione IFR in atto non sia stata completata. 2) Le procedure IFR pubblicate con in presente supplemento, sono utilizzabili solo con servizio AFIS dell aeroporto di Trento/Mattarello disponibile. 3) Durante il periodo di sperimentazione, le procedure pubblicate con in presente supplemento, dovranno essere volate esclusivamente in condizioni VMC. 4) Gli operatori che intendono volare le procedure RNP Z 356 e RNP Y 356, dovranno ottenere informazioni sulle condizioni meteorologiche previste sull elisuperficie di Cles prima di decollare da Trento/Mattarello e di volare le suddette procedure. Avaria radio In caso di avaria radio durante l effettuazione di una qualsiasi delle procedure pubblicate con il presente supplemento, il traffico che vola tali procedure dovrà effettuare delle blind transmissions sull appropriata frequenza al fine notificare la propria posizione ad eventuale traffico sconosciuto presente nell area. Limitations 1) IFR operations are limited to one aircraft at time to/ from Bolzano, Trento/Mattarello and Cles helipad (DT71), for any instrumental arrival and/or departure. Other traffic shall wait on the ground or hold over the designated holding pattern until the IFR procedure is completed. 2) The IFR procedures published with this supplement are available only with AFIS service available at Trento/Mattarello. 3) During the trial period the procedures published with this supplement must be flown only in VMC conditions. 4) The operators that intend to fly the procedures RNP Z 356 and RNP Y 356 shall be obtain information about the metereological conditions expected at Cles helipad before taking-off from Trento/ Mattarello and fly the above mentioned procedures. Radio Failure In the event of radio failure during the performance of one of the procedures published with the present supplement, the traffic performing the procedures will has to carry out blind transmissions on the appropriate frequency in order to notify its position to any unknown traffic in the area.
