SUSTAINABLE TOURISM CONFERENCE 2011 Relationships in sustainable tourism development Natural Parks in Italy: marketing strategies and governance Savonlinna, Finland October 20, 2011
Objectives a) to understand the attitude of natural park managers in terms of mission and governance of protected areas; a) to identify optimal models and effective instruments of management and marketing for protected natural areas. Ferrari - Pratesi 2
Methodology Desk research analysis of the literature and studies on the current situation of protected natural areas specially in Italy. Field qualitative research: 14 in-depth interviews to managers or presidents of Italian protected natural areas. Ferrari - Pratesi 3
Areas of investigation impact of nature tourism on the local area, instruments to encourage the development of sustainable tourism, restrictions and opportunities for the marketing of parks. Ferrari - Pratesi 4
Various functions Different expectations Different interests Conflict among the various subjects involved Need for park managers of agreeing programs and involving local population and all stakeholders in decisions Ferrari - Pratesi 5
Ferrari - Pratesi 6
It is only when a sufficiently high number of people visit parks and appreciate them that interest is created in their conservation and the public resources needed are found (Eagles & McCool, 2002). Ferrari - Pratesi 7
Main problems Insufficient attention from the policy makers Scarcity of economic resources Continual cuts to national and regional funds Limited operational and economic autonomy, fragmentation in responsibilities and limited differentiation in management models Ferrari - Pratesi 8
Results of the research None of the interviewees questioned the extraordinary social importance of parks. The function of promoting tourism development is considered not only necessary but, if appropriately handled, essential for economic sustainability, also given that parks cannot survive on public funding alone. The presence of tourists in parks has also a positive impact in terms of social consensus. Demand is growing moderately. For foreigners, parks are becoming must-see attractions and real tourist markers. Ferrari - Pratesi 9
What is needed to develop sustainable tourism? 1. Managerial skills and organisation 2. A regulatory system and adequate public finances 3. A targeted offer 4. Internal marketing and partnerships with stakeholders 5. External communication Ferrari - Pratesi 11
1. Managerial skills and organisation No complete agreement about the specific way to market parks. One of the chief obstacles to the development of sustainable tourism are the limited managerial skills which in the past have been a feature of the management of parks. Ferrari - Pratesi 12
Ferrari - Pratesi 13
2. A regulatory system and adequate public finances Pessimistic attitude: Public funding inevitably tends to fall Political culture which still does not see defending nature as a crucial part of strategic decisions Obsolete and inefficient regulatory system Necessity to encourage public-private partnerships Need, also at a national level, of guidance and coordination. Tourism could (at least in part) make up for the serious shortfall in public funding (but today there are legal restrictions). Ferrari - Pratesi 14
Ferrari - Pratesi 15
3. A targeted offer Two types of demand (hard and soft ecotourists) The critical point is to try and let the two categories of customer co-exist without interfering with each other. This is possible if the offer is differentiated. Ferrari - Pratesi 16
4. Internal marketing and partnerships with stakeholders Importance of investments in internal communication. Necessity of all the instruments which encourage cooperation. Among these are the European Charter for Sustainable Tourism and the sustainability reports (which enable disclosure of aims, resources and achieved results). 18
E. External communication Element of common interest. They are all convinced that it is necessary to raise awareness among citizens, public and politics of the role of parks, also to generate income and resources. Another target are tourists. Ferrari - Pratesi 20
Ferrari - Pratesi 21
Conclusions Tourism is essential for parks. Parks need to encourage forms of economic development which do not cause environmental damages. Parks must act as an enzyme which, through small actions, offers a product which in not based on the paradigm of accommodation places but on the complete nature experience. Strong need for public-private partnerships and partnerships among single parks in order to create a network that can, on the one hand, attract funds and significant shares of nature tourism, and, on the other, generate services and information.
