Page 4 of 21 1 Introduction This document is addressed to all pilots and staff attending airshow named RADUNO CAP 2009 and will be presented during official Flight Crew Briefing to be held on Sep 6th, 2009 in Ferrara Airport. Flight operations for air-show's test flights (Sep 5th, 2009) and actual display flights (Sep 6th, 2009) will be managed according to rules and procedures described herein. Final airshow schedule and flight sequence will be published on Sep 6th, 2009 during last Flight Crew Briefing before airshow begins, as well as disseminated to crew operating for other airports. 2 Reference documents For MET, heights and distance from public minima, the following documents have been applied as reference: AeCI Recommendations on Air-shows, Ed. 2006 Directive ISV-13 Aeronautica Militare Italiana Ispettorato Sicurezza Volo, Ed. 2001 In case above documents contain conflicting statements, the most restrictive will be applied. 3 Flight schedule Flight schedule in 20 is valid on Sep 5th, 2009 only (test flights). Final airshow schedule and flight sequence will be published on Sep 6th, 2009 during last Flight Crew Briefing before airshow begins, as well as disseminated to crew operating for other airports. 4 Airshow Director Airshow Director operates on Ferrara Airport and coordinates all flight operations during the event. In Airshow Director post the following staff operate: 1. Airshow Director 2. AeCI Controller 3. FERRARA RADIO operator 4. FERRARA GROUND operator 5. Rescue and emergency services coordinator 5 Radio IDs 1. BIGA CAP: Airshow Director 2. FERRARA RADIO: Flight Information service on Ferrara Airport 3. FERRARA GROUND: Ground Information service on Ferrara Airport 4. CAP (followed by number): Airshow performer (according to Airshow Schedule ) 6 Radio Communications Radio communications will be performed on the following frequencies: 1. FERRARA GROUND: 123.00: Radio calls with aircraft on the ground before take-off and after landing; engine startup clearance. 2. FERRARA RADIO 122.50: Radio calls for departure, entering and leaving MAI AREA, approach and landing. 3. BIGA CAP 122.07: Radio calls with airplanes while in CAP AREA. 7 Reporting points 1. Circuito di attesa a SUD. 9 Alternate airport Alternate airport is: PRATI VECCHI DI AGUSCELLO N44 47.4, E011 40.2 (N44 47'24 E011 40'12 ), Alt. 20Ft/6m, RWY 10-28 700x50m grass, Freq. 122.60 Route: from CAP AREA assume heading 125 for 6Km/3NM. 10 Normal procedures Please refer to area and procedure chart in 21. 10.1 Aircraft operating from Ferrara Any aircraft operating from Ferrara towards display area shall proceed as follows. ENGINE RUN-UP AND TAXI 1. 8 minutes before scheduled take-off time call FERRARA GROUND 123.00. 2. Request start-up approval. 3. After start-up, call READY TO TAXI and follow instructions. 4. 4 minutes before scheduled take-off time call FERRARA RADIO 122.50 and give READY FOR DEPARTURE. TAKE-OFF RWY 09 1. At scheduled time, following instructions of FERRARA RADIO 122.50, confirm ready for take-off. Please be ready to anticipate or delay according to instructions given by Airshow Director through FERRARA RADIO 122.50. 2. Take-off on RWY 09 according to limitations of Ferrara airport. 3. Maintain heading 090 to reach ECHO POINT 1500ft AGL. 4. Assume heading 190 to SIERRA-ECHO POINT 2000ft AGL and hold. TAKE-OFF RWY 27 1. At scheduled time, following instructions of FERRARA RADIO 122.50, confirm ready for take-off. Please be ready to anticipate or delay according to instructions given by Airshow Director through FERRARA RADIO 122.50. 2. Take-off on RWY 27 according to limitations of Ferrara airport. 3. Maintain heading 270 to reach WHISKEY POINT 1500ft AGL. 4. Assume heading 190 to SIERRA-WHISKEY POINT 2000ft AGL and hold. ENTERING CAP AREA 1. Before entering area area contact BIGA CAP 122.07 reporting Radio ID, position SW (or SE according to RWY in use), ready for display. 2. Enter MAI AREA only if authorized EXCLUSIVELY by BIGA CAP 122.07. MAINTAINING CAP AREA 1. Maintain area according to scheduled time. Airshow Director may ask to cut or extend time according to operating needs. 2. 1 minute before scheduled end, BIGA MAI will notify 1 minute to end.
Page 6 of 21 APPROACH RWY 09 1. According to BIGA CAP 122.07 instructions, contact FERRARA RADIO 122.50 for approach and follow instructions. 2. From CAP AREA assume heading 255 to SIERRA-WHISKEY POINT 1500ft AGL and enter right base for RWY 09. APPROACH RWY 27 3. According to BIGA CAP 122.07 instructions, contact FERRARA RADIO 122.50 for approach and follow instructions. 4. From CAP AREA assume heading 110 to SIERRA-ECHO POINT 1500ft AGL and enter left base for RWY 27. DIVERSION TO ALTERNATE (PRATI VECCHI DI AGUSCELLO) 1. From CAP AREA assume heading 125 to Prati Vecchi di Aguscello. Follow routes as described in 21. TAXI TO PARKING STAND 1. After runway vacation contact FERRARA GROUND 123.00 and follow instructions. 10.2 Aircraft operating from other airports Any aircraft operating from any other airport towards MAI AREA shall proceed as follows. 1. Reach and hold 5NM 1500ft AGL from Ferrara Airport 10' before scheduled time in CAP AREA. 2. Contact FERRARA RADIO 122.50 reporting Radio ID, position 5NM N (or S, E, W as applicable) from airport, instructions. 3. Following FERRARA RADIO 122.50 instructions, reach relevant holding point (SW o SE) and hold. 4. Contact BIGA CAP 122.07 reporting Radio ID, position (SW/SE) POINT, ready for display. 5. When cleared by BIGA CAP 122.07 enter CAP AREA and perform display. 6. After display, according to BIGA CAP 122.00 instructions, contact FERRARA RADIO 122.50, leave CAP AREA reaching SW or SE according to RWY in use. 7. When reaching SW or SE 1500ft AGL contact PADOVA INFORMATION 124.15 and proceed to destination. 11 Emergency procedures 11.1 Radio failure of single aircraft BEFORE TAKE-OFF 1. Return to stand. 2. FERRARA GROUND 123.00 or FERRARA RADIO 122.50 (the last having radio contact with aircraft in failure) shall notify BIGA CAP 122.07 of missed take-off. IMMEDIATELY AFTER TAKE-OFF 1. Reach SW or SE (according to RWY in use) 1500ft AGL on scheduled time checking that CAP AREA is clear of traffic. 2. Perform a low pass on RWY heading in front of BIGA CAP keeping 500ft AGL and rocking wings. 3. Enter circuit pattern for RWY in use and land. BIGA CAP 122.07 and FERRARA RADIO 122.50 shall keep all traffic clear until affected aircraft lands. DURING DISPLAY 1. Perform a low pass on RWY heading in front of BIGA CAP a 500ft AGL, rocking wings. 2. Enter circuit pattern for RWY in use and land. BIGA CAP 122.07 e FERRARA RADIO 122.50 shall keep all traffic clear until affected aircraft lands.
Page 7 of 21 AFTER DISPLAY 1. Perform a low pass on RWY heading in front of BIGA CAP a 500ft AGL, rocking wings. 2. Enter circuit pattern for RWY in use and land. BIGA CAP 122.07 e FERRARA RADIO 122.50 shall keep all traffic clear until affected aircraft lands. 11.2 Radio failure of an aircraft in formation In case of radio failure of an aircraft in formation, the affected aircraft leaves the formation together with another aircraft following him and performing radio calls on behalf. 12 In-flight Emergency 12.1 Aircraft in airshow In case of emergency in any phase of flight, aircraft shall operate as follows. 1. Head towards airport. 2. Notify, if safe and possible, FERRARA RADIO 122.50 on emergency details and intentions. 3. FERRARA RADIO 122.50 triggers emergency procedures and notifies BIGA CAP 122.07. 4. Airshow is suspended until emergency is fully solved. 5. Air-shows starts again only if emergency is positively and completely solved, otherwise is definitely concluded. 12.2 Aircraft non participating to airshow In case of emergency declared by any aircraft cruising along CAP AREA and in radio contact with FERRARA RADIO 122.50: 1. FERRARA RADIO 122.50 notifies BIGA CAP 122.07 on actual situation. 2. BIGA CAP 122.07 instructs aircraft in CAP AREA and holding for entering it to divert immediately to alternate PRATI VECCHI DI AGUSCELLO. 3. FERRARA RADIO 122.50 triggers emergency procedures. 4. Airshow is suspended until emergency is fully solved. 5. Air-shows starts again only if emergency is positively and completely solved, otherwise is definitely concluded. 13 Minimum and maximum heights in display Heights in Table 1 e Table 2 are compulsory. Airshow Director is authorized by law to order any pilots infringing limits to stop display and land immediately. Airshow Director is authorized by law to order any pilots infringing limits to stop display and land immediately. Helicopters, UL, light planes Reference line in level flight 150 m Reference line aerobatic manoeuvres 230 m Manoeuvres heading towards public 230 m Table 4: MINIMUM distances from public in Display To ease pilots in respecting above distances, please note that minimum distance is coincident with RWY 09R/27L (grass) centreline. 16 Duty flights of State Aircraft or equivalent State Aircraft or equivalent (as for instance emergency or rescue helicopters) attending airshow and lined in Calcinate or needing to operator to/from that airport have priority in case of duty flight. 16.1 Duty flight originated from Calcinate del Pesce A member of the crew of the affected aircraft shall contact FERRARA GROUND 123.00 asking for IMMEDIATE TAKE-OFF FOR DUTY FLIGHT. FERRARA GROUND shall coordinate with BIGA CAP a break in display to allow relevant plane to leave. Airshow will restart as soon as affected plane leaves the area. Affected aircraft after take-off shall turn SOUTH heading 180 climbing to 1500ft QNH. 2NM far from Ferrara it shall leave FERRARA RADIO 122.50 and proceed to destination. While approaching, aircraft shall contact FERRARA RADIO 122.50 when reaching 2NM SOUTH Ferrara 1500ft QNH saying intentions. 16.2 Duty flight arriving in Ferrara Affected aircraft in approach shall contact FERRARA RADIO 122.50 asking for IMMEDIATE LANDING FOR DUTY FLIGHT. FERRARA RADIO shall coordinate with BIGA MAI a break in display to allow relevant plane to land. Airshow will restart as soon as affected plane declares that duty activity is over.
Page 9 of 21 17 Flight Crew Briefings Airshow Director shall organize one or more briefings before test flights and actual airshow. During briefings, Director will inform all flight crews about procedures, changes and any other information relevant to safe and ordered performing of airshow. Participation to briefing is COMPULSORY and recorded through crew-members signatures on a register. Pilot not attending briefings, if no valid reason is given, shall be excluded from airshow. 18 Breaking of rules Pilots in display have the obligation of strictly comply to heights and distances supplied herein, as well as any other indication supplied by Airshow Director during crew briefings and by radio during display. In case of a pilot breaking the rules, Airshow Director shall operate as follows: 1. FIRST BREAKING: Airshow Director will warn pilot about comply to rules; 2. SECOND BREAKING: Airshow Director shall order the pilot to leave immediately MAI AREA and land. Airshow Director is authorized by law to exclude from display flights any pilot he judges unsafe for himself or public or unfit to flight intended to perform. Decision of Airshow Director is authoritative. Furthermore, Airshow Director is authorized by law to trigger prosecution of pilot through relevant authorities. 19 Telephone contacts The following telephone numbers will be used for coordination: 1.
