1 GIOVANNI SARTORI: 90 YEARS OF A POLITICAL SCIENTIST interviste/news.tab.it.aspx Gianfranco Pasquino: Il Senato si potrebbe anche abolire In occasione della conferenza in onore del politologo italo-americano Giovanni Sartori organizzata dalla Facoltà di Scienze Sociali di Università Carlo e dall'istituto Italiano di Cultura, abbiamo incontrato il noto politologo italiano e professore all'università di Bologna, Gianfranco Pasquino. Al centro dell'intervista temi di politica europea e internazionale. Professor Pasquino, la conferenza in onore di Giovanni Sartori si tiene all'interno delle attività previste nel semestre di presidenza italiana del Consiglio d'europa. Come valuta le dichiarazioni del governo italiano, che ha promesso di dare una svolta alla politica europea in questi sei mesi? Ho l'impressione che nessuno sia riuscito a cambiare la politica europea in sei mesi, tranne forse Craxi e Andreotti che riuscirono a far approvare nel 1986 l'atto Unico Europeo. Come in molti altri casi, Matteo Renzi ha creato aspettative, probabilmente anche al di sopra delle sue possibilità, ma per ora si trova con un quasi niente in mano. Sarà quindi importante vedere se l'incontro sulla crescita, che si terrà in ottobre a Milano, porterà a qualche risultato. Per ora il più importante risultato che il premier è riuscito a portare a casa è stata la nomina di Francesca Mogherini come Lady Pesc. Resta però da verificare quanto peso avrà l'onorevole Mogherini all'interno della nuova Commissione. Per ora siamo di fronte a molte aspettative sollevate ma a poche realizzazioni. Tuttavia, mancano ancora tre mesi alla fine della presidenza italiana. A livello europeo si sta realizzando una certa sinergia tra i partiti del centro-sinistra europeo. Secondo lei un maggior coordinamento tra il premier italiano, quello francese Manuel Valls e i socialdemocratici spagnoli potrebbe influire sulle politiche europee? Personalmente non credo che l'idea di mettere assieme i partiti dell'europa meridionale sia sufficiente. La principale sfida sarà quella di convincere i partiti e i governi dell'europa settentrionale e ovviamente, anche i laburisti britannici, che si stanno spostando su posizioni più filo-europee. Ogni iniziativa di questo genere può andar bene, rafforzando magari anche la collaborazione all'interno dei gruppi parlamentari al Parlamento Europeo. Complessivamente in questi ultimi anni com'è cambiata la politica europea? La politica europea ha passato dieci anni molto difficili, anche perché Manuel Barroso è stato un presidente assai mediocre. E aggiungerei che ho timore quando il presidente della Commissione Europea è esponente di un paese piccolo, per la mancanza di un potere politico sufficiente verso i Paesi con

2 maggior influenza. Anche per questo motivo ho pensato per diverso tempo che fosse auspicabile un presidente della Commissione Europea proveniente dalla Germania o da un altro grande Paese. In fondo, probabilmente, il miglior presidente è stato Jacques Delors, che godeva del sostegno di tutta la politica francese. Nonostante ciò, la politica europea è cresciuta anche in questi ultimi dieci anni, facendo sempre dei piccoli passi in avanti. Basti ad esempio pensare al caso delle ultime elezioni europee, in cui i cittadini potevano scegliere in maniera indiretta il futuro presidente della Commissione. Ritornando all Italia, il governo ha presentato una riforma che andrà a toccare molti aspetti dell'ordine costituzionale. Come valuta il fatto che il Senato non verrebbe più eletto a suffragio universale? Credo che si possa immaginare un Senato non eletto. Basti pensare all'esempio del Bundesrat, i cui 69 membri vengono nominati dai Land. Ma la soluzione proposta in Italia sembra un pasticcio, dato che i nuovi senatori dovrebbero essere eletti dai consiglieri regionali e dai sindaci. Non capisco inoltre perché il presidente della Repubblica debba nominare per sette anni suoi cinque rappresenti. Certamente si sarebbero potuti trovare dei metodi migliori per la scelta dei nuovi senatori. Oppure, se si sostiene di voler fare delle riforme radicali, si può anche abolire completamente la Camera Alta, che d'altronde non è presente in Svezia e in altre democrazie europee. In questi ultimi anni in Italia, ma anche in Repubblica Ceca, la classe politica è caduta in largo discredito, anche a causa di numerosi scandali dovuti all'incompetenza o alla corruzione. C'è qualche rimedio a questa situazione? Il principale problema è il reclutamento del personale politico che, in questi ultimi anni, è calato in quanto a qualità. Forse si dovrebbe pensare a una riduzione del numero delle cariche elettive. In Europa esistono diverse risposte a questo problema. C'è l'esempio della Francia, con un sistema educativo preposto a formare il personale dirigente dello Stato, ma che avrebbe bisogno di molto tempo e di un sistema di istruzione poderoso per essere messo in atto. Oppure si può guardare all'esempio delle fondazioni politiche in Germania. Un sistema che potrebbe sortire degli effetti immediati è il collegio uninominale, dove l'eletto viene conosciuto a fondo dai propri elettori e nello stesso tempo il politico cerca di educare i cittadini alla politica, perché così facendo aumentano le sue possibilità di essere rieletto. Tuttavia, l'introduzione del collegio uninominale sembra non fattibile in Italia... Non è detto. Molti parlamentari di Forza Italia e del PD vedrebbero positivamente l'introduzione del collegio uninominale. Se la riforma dovesse naufragare, allora si aprirebbe un nuovo spazio politico. Giovanni Sartori is one of the founding fathers of post-war european politology and his theories and concepts influenced whole generations of political scientists. Many of these have never been overcomed thus Sartorian legacy is still very useful also in current scientific discourse. The Conference is organised by Faculty of Social Sciences, Charles University in Prague and is under the auspices of His Excellency Pasquale D Avino, Ambassador of Italy to the Czech Republic. The event will take a place in the historical hall of Baroque Chapel at the Italian Culture Institute in Prague. The conference program will be introduced by a keynote speech made by professor Gianfranco Pasquino, longterm collaborator of Sartori, on general aspects of Sartorian science. The keynote speech will be followed by two panels with other notable speakers (like Klaus von Beyme, Oreste Massari or Miroslav Novák) who will deal with Sartorian theories in general (Morning Session) and in particular with attention to the theory of party systems (Afternoon Session). Examples will be drawn selectively from his study of democracy, analysis of parties and party systems, concept formation, comparative method and constitutional engineering. The speech will highlight the major innovations introduced by Sartori and will focus on the differences to be drawn between Sartori and his contemporaries and on the inadequacies of today s political scientists. Throughout an attempt will be made to suggest the importance of applied political science for the acquisition of valid and falsifiable political knowledge.

10 A tribute for Giovanni Sartori on his 90th birthday PRAGUE Sept. 18 For his 90th birthday, which he celebrated on May 13, Prague pays tribute to Giovanni Sartori, internationally recognized as one of the greatest political scientists of our time, and founding father of post-war European political science. On September 26, the University of Prague, with the patronage of the Italian Ambassador to the Czech Republic, Pasquale D'Avino, organizes the conference "Giovanni Sartori: 90 Years of a Political Scientist" at the Italian Baroque Chapel of the Italian Institute of Culture in Prague. The event will be introduced by Professor Gianfranco Pasquino, colleague and friend of the Florentine political scientist; while during the day different speakers (including political scientists Klaus von Beyme, Oreste Massari and Miroslav Novak) will take the stage to discuss Sartori s theories. A LONG ACADEMIC CAREER Giovanni Sartori, who was born in Florence, since 1994 is Albert Schweitzer Professor Emeritus in the Humanities at Columbia University in New York and is also Professor Emeritus at the University of Florence. His academic career has been long and intense: Professor of History of Modern Philosophy at the University of Florence in ; then lecturer in the same university in Political Science ( ); finally Professor of Sociology ( ) and professor of Political Science ( ). He taught at the European University Institute ( ); was Professor of Political Science at Stanford University ( ); Albert Schweitzer Professor in the Humanities at Columbia University ( ); and Professor of Political Science at the University of Florence once again ( ). Among the many awards he received, there is the Gold Medal for Cultural and Educational Merits of the President of the Republic (1971).
