Testo per lo speaker Talking points per lo speaker IIBM ritiene che la costituzione di una Cabina di Regia per l Agenda Digitale rappresenti un passaggio fondamentale del processo di digitalizzazione del nostro paese. Questo in quanto, una crescita sostenibile passa da azioni immediate ma soprattutto dalla definizione di una roadmap chiara e condivisa, di cui l agenda digitale è al tempo stesso fattore necessario e leva abilitante. In questo percorso la PA risulta avere un ruolo fondamentale, e questo non solo per la posizione centrale che essa occupa all interno del nostro sistema economico ma, e soprattutto, perchè una PA più efficiente e ottimizzata può conferire al paese maggiore attrattività e resilienza nella capacità di fronteggiare il contesto competitivo internazionale. La mancanza di tempi certi nelle amministrazioni, burocrazia e inefficienze operative, problemi di sicurezza..sono tutti fattori che influiscono sulla scarsa attrattività del nostro paese nello scenario globale e che, tuttavia, possono trovare nell innovazione tecnologica una soluzione abilitante, capace di assicurare una migliore gestione delle risorse, processi più efficienti e integrati e una maggiore qualità e trasparenza dei sistemi. 3

Testo per lo speaker Talking points per lo speaker Per questi motivi IBM interviene al ForumPA di quest anno strutturando la propria partecipazione attorno ai temi della Cabina di regia del digitale, per offrire spunti e proposte concrete su come rendere l IT la leva di trasformazione della Pubblica Amministrazione italiana e, attraverso di essa, dell intero Paese. Non è sufficiente infatti parlare di banda larga quando si parla di innovazione, come se essa potesse costituire da sola la soluzione a tutti i problemi di competitività del nostre paese. Occorre andare oltre. Occorre comprendere come la efficienza di un sistema complesso non dipende solo dalla rete che lo interconnette ma anche e, soprattutto, dalla intelligenza informatica che lo governa. E evidente che, in questo contesto, la Cabina di regia assume un ruolo chiave, non solo per la necessità di coordinare e rendere coerenti le diverse iniziative in corso, ma soprattutto per inquadrarle in una visione sistemica di lungo periodo, capace di ridurre le ridondanze e favorire le sinergie e le aggregazioni. 5
