Focus sui Profumatori per l ambiente LE AZIENDE VANNO OLTRE LA NORMATIVA Per i deodoranti ambientali è stato sviluppato e attuato un sistema di autoregolamentazione volontaria chiamato Programma di Product Stewardship PSP (2007). Le aziende devono valutare regolarmente gli ingredienti dei loro prodotti per rassicurare i consumatori sulla loro sicurezza in uso, anche oltre i requisiti normativi, sulla base di standard riconosciuti a livello internazionale da parte dell'organizzazione Mondiale della Sanità (OMS) e l'international Fragrance Research Association (IFRA). Devono, inoltre, comunicare al consumatore informazioni relative agli ingredienti, tra cui le 26 fragranze allergizzanti identificate dall UE, per ciascun prodotto, su siti web aziendali individuali in aggiunta alla più chiara e più ampia etichettatura sulle confezioni. Il PSP (2007) è stato aggiornato con i nuovi standard e limiti sulle emissioni dei deodoranti a combustione ed altri requisiti. E in fase di consultazione e Lancio nuovo PSP (2016) ad Aprile 2016
Profumatori per l ambiente: il nuovo standard CEN EN 16738:2015 This European standard specifies a test method for the determination of emissions resulting from the use of combustible air fresheners into indoor air by means of chamber operation according to EN ISO 16000-9. The types of combustible air freshener covered are: scented candle incense oil lamp catalytic lamp scented candle with 2 or more wicks. This standard defines specific testing conditions for the measurement of the emissions from combustible air fresheners which minimize the effect of the testing on the combustion process. The test chamber volume shall be 1,0 m 3 ± 0,1 m 3.
Profumatori per l ambiente: il nuovo standard CEN EN 16738:2015 This standard provides a measurement method for the determination of the following non-exhaustive list of target substances emitted directly from the burning process: VOC; Benzene; Naphthalene; Formaldehyde. The measurement method can allow the determination of other substances. This standard is not suitable for the quantitative determination of particulate matter. This standard does not apply to non-combustible air fresheners and loose incenses. Any scented candle with burning time shorter than 2.5 h is outside the scope of the standard. The principle of the test is to determine the unit specific emission rate SERU in µg/h of emissions resulting from the use of combustible air fresheners.
Profumatori per l ambiente: il nuovo standard CEN EN 16739:2015 This European standard specifies the methodology for the assessment of test results from the emissions of a combustible air freshener, when tested according to EN 16738 and follows REACH Guidance and consumer habits and practices to produce a consumer exposure assessment. It provides reference to published emission limit or guidance values. The approach and default values described under the European Chemicals Regulation REACH (EC) N 1907/2006 have been used to estimate potential human inhalation exposures to chemicals released from consumer products. Three models can be used to estimate human indoor exposures to combustible air freshener emissions on the basis of their emission rates and can be used to determine peak and time-weighted average consumer exposure concentrations at maximum emission rates using the default room size and air exchange rate as stated in a table.

For other combustible air fresheners, the frequency of use and the exposure time should be determined on a case by case basis. The models listed above serve to translate a measured emission rate of the substance of interest to: Short term peak (consumer exposure) concentration [STPC] over the measurement period (µg/m 3 ) Worst case time weighted average (TWA) consumer exposure concentration (µg/m 3 ) The above allows the comparison of test results with relevant published indoor air limits (INDEX, WHO) reported in an annex.
Profumatori per l ambiente: il nuovo standard CEN EN 16740:2015 This European Standard defines appropriate user safety labelling related to the emissions from combustible air fresheners. The messages specified in a table represent safety information (SAFETY INFORMATION SYMBOL or SAFETY INFORMATION TEXT) with which combustible air fresheners shall be labelled. The SAFETY INFORMATION SYMBOL is defined with: - a specific icon for each type of combustible air freshener for the text Ventilate the room after use and - one common icon for the text Avoid direct inhalation of any smoke.
Conclusioni
L approccio dell Industria Chimica 1 2 3 L industria chimica è impegnata sui temi della Salute e Sicurezza in fase di produzione e sull uso corretto e sicuro dei prodotti, oltre le prescrizioni normative (REACH, CLP, Biocidi, Direttive di Prodotto,.). Qualora necessario, lo sviluppo di apposita legislazione deve essere basato su: criteri scientifici condivisi con gli stakeholders per identificare le sostanze significative per l air quality indoor e dare loro una priorità (safety approach); relazione tra le emissioni e gli effetti sulla salute (sostanze vs concentrazioni risk assessment); metodi di misura armonizzati. E importante dare corretta informazione al pubblico. 4 E fondamentale valorizzare le iniziative volontarie.
