ETHIOPIA ETHIOPIA: GOVERNMENT PLANS TO EXPAND ELECTRICITY ACCESS TO 75% BY 2015 Ministry of Water, Irrigation and Energy (MoWIE) announced by the year 2015 it plans to expand access to electricity from the present 51 percent to 75 percent of Ethiopia s population. (21.05.2014 2Merkato) The move by the government will made to promote and support the development and expansion of social service as well as income generating activities in rural parts of the country, according to The Ethiopian Herald. During the opening of a two day National Workshop, State Minister Kebede Gerba, commented the development of large scale hydropower projects is being done with assessments to environmental and social impacts of the projects. Kebede also said developing small and micro hydropower has gained the attention of the government for they are suitable and economical in electrifying remote rural areas. In addition to this, they are helpful to establish agro processing plants and productive activities in rural part of the country. He further noted since 2005 the country has shown great progress in the power sector by implementing Universal Electricity Access Program via grid expansion. In particular he lauded the success of the program with the supply of electricity to households of rural towns, villages and social service centers. In addition to this, Kebede stated the government has established Off-grid Rural Electrification Fund in order to harmonize the efforts of grid expansion by involving the private sector and cooperatives. 3

ETHIOPIA, CHINA ESTABLISH TEXTILE INDUSTRIAL ZONE IN ADDIS ABABA The Ethiopian government is collaborating with a Chinese company, Zhejiang Jinda Flax Llc, to establish a textile industrial zone in Addis Ababa. (22.05.2014 Walta Information Center) The Ethiopian Ministry of Industry and the Chinese textile company had signed a Memorandum of Understanding (MoU) for the industrial zone, designated for textile factories in the Bole District in Addis Ababa. Available data shows that Ethiopia is home to over 230 textile and garment industries with 20 training institutes, employing about 37 per cent of the country s public sector work force. According to a copy of the MoU in Addis Ababa on Wednesday, the ministry would sign a formal Investment Agreement with the Chinese company at the end of July when the land needed for the project would be available. The two parties had agreed to work jointly for the establishment, development and construction of the coming Kingdom Linen Textile Industrial Zone in Ethiopia. Zhejiang Jinda is a subsidiary of Chinese Kingdom Holdings Limited and produces textile decoration fabrics such as weave fabrics, yarn decorated fabrics and calico (not fully processed fabrics) printing fabrics which are widely applied to clothing sofas, curtains and bed appliances. The ministry agreed to provide the Chinese company with the Red Line and Coordinates Graph of the land and the soil analysis report of the future site of the industrial zone within two weeks after the agreement. It said: within two months of the signing of the Investment Agreement, investors will be granted all the necessary registration documents of the newly formed company in Ethiopia and the certificate of approval of investment of the project. Before June 2015, the Chinese company will commence the construction of phase one of the industrial zone project. In addition, the Chinese company will train 50 Ethiopians in industrial park production facilities. 4

The ministry said it had allocated a total of 5,130 km in four cities and towns across the country, including Addis Ababa, Dire Dawa, a self-administered city about 515 km east of the capital. Others are Kombolcha, 376 km to the north of the capital in Amhara region; Shillabo, 1,140 km from the capital in the Somali Regional State; Hawassa, 273 km south of the capital in the Southern Region. 11 Chinese companies are already involved in the manufacturing of leather and leather products, textile and garments. 5

ETHIOPIAN AVIATION ACADEMY VOTED AS AIRLINE TRAINING SERVICE PROVIDER OF THE YEAR Ethiopian Airlines, the fastest growing and most profitable airline in Africa, is pleased to announce that Ethiopian Aviation Academy has been voted the 2014 Airline Training Services Provider of the Year by the African Airlines Association (AFRAA). (21.05.2014 2Merkato) The Award was presented to Ethiopian Aviation Academy Managing Director, Mr. Samuel Assefa, during a Gala Dinner and Awards Ceremony of the Annual Aviation Suppliers and Stakeholders Convention held in Nairobi, Kenya between 4 and 6 May 2014. Ethiopian Aviation Academy was recognized for its cost effective and extensive training support to other sisterly African airlines. Ethiopian Aviation Academy is the biggest aviation academy in Africa with an annual in-take capacity of 1,000 students in critical aviation areas such as pilots, aircraft technicians, Cabin Crew, Customer Service experts as well as finance and Sales/marketing personnel. CEO of Ethiopian Airlines Group, Mr. Tewolde Gebremariam, said, We are very honored by this recognition from sisterly African airlines and our Association for our continued efforts to provide world class aviation training to our beloved continent. Historically, one third of our Academy graduates have been from other sisterly African countries. In order to satisfy the growing need for aviation professionals in Africa, we have invested 80 million $ over the last 3 years to upgrade the in-take capacity of our Academy, which has now reached 1,000 trainees per year. Going forward, per our Vision 2025, we will continue to invest heavily on our Academy with the objective of increasing this in-take capacity to about 4,000 students per year by 2025. The aim is not only to support our needs and the successful implementation of our Vision 2025 fast, profitable and sustainable growth strategy but also to avail skilled aviation professionals for the entire African airline industry. Ethiopian Aviation Academy has recently been transformed into a profit center of the Ethiopian Airlines Group, and provides training to pilots, aviation technicians, cabin crew as well as marketing and finance professionals. It is certified by the Ethiopian Civil Aviation Authority, the U.S Federal Aviation Administration, European Aviation Safety Agency (EASA), and IOSA (IATA Safety Audit). 6

ETHIOPIA: NEW ABATTOIR S CONSTRUCTION TO COMMENCE IN 4 MONTHS The Addis Ababa Abattoirs Enterprise is going to commence construction for a new abattoir, Capital reported. The new abattoir is going to be situated at Hanna Mariam and the construction is expected to start after the last and fourth round of study has been completed. The study is expected to be finished within three to four months. (21.05.2014 2Merkato) According to Efrem Desalegne, Managing Director of the Enterprise, the study has already costed 20 Million Birr. And the last phase of the study is expected to reveal the cost and duration of the construction. The study is being carried out by a meeting consortium group from South Africa, New Zealand and Australia. According to Efrem, the new slaughter house will replace the old one and upon completion the latter will be used for other purposes. The new abattoir is going to be on 17,400 square meters and it is going to have the capacity to handle 14,000 animals per day. Compared to this, the old slaughter house has the capacity of only slaughtering 1,200 animals per day. The old abattoir has seen some improvements in the past years. Nonetheless, expansion and improvement projects faced difficulties due to space limitation. With the new slaughter house, the Enterprise expects to render different new services such as export slaughtering service and environmental mitigation actions. The export service is expected to be given through an automatic line which can handle bulls, sheep and goats. An upgrading system for processing by products to produce animal tallow, meat bone meal, glue and pure bone meal will also be installed in the new abattoir. In addition to these the new abattoir will feature a biogas plant and water treatment plant to enable the treatment of water and reuse of water. 7

DIGA SUL NILO, USA ED UE ALL OPERA PER FAR RIPARTIRE LE MEDIAZIONI EGITTO/ETIOPIA Diplomatici statunitensi e dell Unione Europea stanno facendo la spola tra il Cairo e Addis Abeba nel tentativo di convincere i governi di Egitto ed Etiopia a ricominciare i coloqui in merito alla diga in costruzione sul Nilo Azzurro, fonte di un accesa disputa sul timore che essa possa ridurre la portata d acqua del fiume. (21.5.2014 - Notiziario InfoAfrica) A segnalarlo è l agenzia di stampa turca Anadolu, che cita il direttore del Dipartimento sui fiumi di confine e trans-frontalieri del ministero per le Risorse idriche di Addis Abeba, Fekahmed Negash. In base a quel che viene riportato, i diplomatici vorrebbero far ripartire le mediazioni in seno al comitato tripartito che include anche il Sudan. Il tentativo di mediazione viene portato avanti dal coordinatore speciale per le Risorse idriche del Dipartimento di Stato USA, Aaron Salsburg, e dal rappresentante dell UE presso l Unione Africana, Alexander Rondos, che hanno svolto un incontro la settimana scorsa con i rappresentanti del governo etiope, prima di recarsi al Cairo per vedere i funzionari egiziani. Adesso i due diplomatici stanno tornado ad Addis Abeba ha detto Negash all Anadolu -Ci aspettiamo che presentino una relazione sulle preoccupazioni dell Egitto in merito alla costruzione della Grand Ethiopian Dam e sulla ripresa dei colloqui tripartiti: se l Egitto cambia la sua posizione e decide di tornare ai colloqui, lo accoglieremmo a braccia aperte. Diversi incontri tra i due paesi si sono già svolti nei mesi scorsi, sia a livello ministeriale che a livello presidenziale, ma tutti sono terminati con le parti che rimanevano sulle rispettive posizioni. A separare Etiopia ed Egitto è in particolare la decisione su quale accordo internazionale dev essere preso in considerazione riguardo la suddivisione delle quote d acque spettanti a ciascun paese del bacino del Nilo. L Egitto fa infatti riferimento ad un accordo siglato nel 1959 con il Sudan che assegna al Cairo più dei due terzi dell intera portata d acqua del Nilo. Addis Abeba ribadisce invece come punto di partenza l accordo siglato ad Entebbe nel 2011 con Kenya, Uganda, Rwanda, Tanzania e Burundi ma duramente respinto da Egitto e Sudan che rivede le quote in modo maggiormente favorevole ai paesi presenti nel corso inferiore del fiume. 8

ETHIOPIA: ESLSE TO INAGGURATE NEW SHIPS Ethiopian Shipping Lines and Logistics Service Enterprise (ESLSE) is going to inaugurate new ships in Djibouti in the presence of leaders from Ethiopia and Djibouti on Saturday, May 17,2014. (20.05.2014 2Merkato) Chief Engineer Alemu Ambaye, Vice CEO of the Enterprise said it has been a while since the ships were built and delivered to ESCLE. But the inauguration ceremony has not yet taken place in order to coincide it with the 50th anniversary of ESLSE. Nine new flag carriers were bought by ESLSE for a total cost of 300 Million US dollars. Out of this money, 80 percent of it was covered by a commercial loan from the Export-Import (EXIM) Bank of China. When the newly bought 9 ships start working the Enterprise will have a total of 12 national carriers. During its five decades operations the Enterprise has owned some 34 ships. According to the Alemu, the major destinations for the ESLSE has now changed to the Middle Eastern Countries and the Far East. The Enterprise terminated the Mediterranean ports in the 1980s which led the enterprise to focus towards the East. ESLSE was first established in 1966 as a corporate enterprise and had American and Dutch companies that controlled 49 percent of the total share. 9

CHAIRMAN OF ISRAEL CHEMICAL LTD VISITED ETHIOPIA Idan Ofer, Chairman of Israel Chemical Ltd (ICL) and Quantum pacific, made a two days visit to Ethiopia last week. (20.05.2014 2Merkato) ICL, a leading manufacturer and supplier of potash and phosphate fertilizers, has recently bought 30 percent of Allan Potash. On the other hand Allan is a Canadian Company that is under preparation to mine potash in the Afar Regional State. During his visit, Ofer visited the potash mine in the Dalol Depression. Commenting on the potash exploration he said, I am happy with the development at the potash exploration site, the future potash mine. Officials of Allana are closely working with the local authority and they are conscious of the demand of the local community. They pay much attention to the local community. So I am happy with that. Ofer further noted ICL is planning to build a potash fertilizer factory in Ethiopia at a cost of US$ 600 Million. Before the mining is started at the potash deposit, raw materials will be imported for the production of potash and phosphate fertilizers. But once Allana has commenced mining the deposits potash fertilizer will be produced from the locally mined raw material. Ofer further explained, We will primarily supply the potash fertilizer for the local market in Ethiopia. But we will also export some portion of it. We want to make Ethiopia Africa s potash hub. However, the site for the factory has not yet been chosen. Ofer was accompanied by the CEO and President of ICL, Stefan Borgas. And according to Borgas, ICL has already invested US$ 25 Million on Allan potash project. He added his company is willing to invest an additional US$ 59 Million in the near future. Borgas noted the fertilizer company will be built within one year. We will invest US$ 600 million dollars in the fertilizer processing plant. The potash mine and the factory will together open up 5,000 10

jobs. We have already invested US$ 600,000 in farmers education on the use of fertilizes. There are six hundred demonstration sites all over the country, he said. And commenting on the factory site Borgas said Allan and ICL are closely working with the Ministry of Mines and Agricultural Transformation Agency. The two businessmen has also met with President Mulatu Teshome, Foreign Minister Tedros Adhanom (Ph.D.), Minister of Mines, Tolossa Shagi, and senior officials of the Ministry of Agriculture to discuss investment issues. Ofer commented he was satisfied with the discussion he had with the officials. They are supporting our investment projects. They promised us that they will build a 130 km road from the mine to the Djibouti border in the near future. What I like about the Ethiopian government officials is that they encourage investment and they deliver what they promised, Ofer added. In addition to this, Ofer is interested in the power generation sector. He commented the Ethiopian government should guarantee power supply if it wants a sustainable economic growth. 11

ETHIOPIAN RECEIVES 7TH BOEING 787 DREAMLINER NAMED WALIA IBEX Ethiopian Airlines, the fastest growing and most profitable African airline, is pleased to announce that it took delivery of its 7th Boeing 787 Dreamliner on 20 May 2014. (22.05.2014 Walta Information Center) Ethiopian was the first in the world outside Japan to receive B787 in August 2012. Ethiopian will take delivery of further 3 Boeing 787s in 2014. The Boeing 787 is the most technologically advanced commercial aircraft in the world, providing customers the best possible on-board comfort with greatly reduced noise, higher ceilings, biggest windows in the sky, higher humidity, unique lighting and overall enhanced travel experience. Ethiopian B787s can be enjoyed on routes to Africa, Brazil, Europe, the U.S., Canada and China. Ethiopian Group CEO Tewolde Gebremariam said, "As Africa s flagship carrier, Ethiopian has always been and remains aviation technology leader in the continent by availing the most advanced aircraft to its esteemed customers. We currently have the youngest fleet in Africa with an average age of 7 years. In line with our 15 year strategic roadmap of fast, profitable and sustainable growth, Vision 2025, we will continue to expand and modernize our fleet in order to continue to provide maximum comfort to our customers." Ethiopian is a global Pan-African carrier currently serving 80 international destinations across 5 continents with over 200 daily flights. 12

ENTERPRISE EARNS OVER 189 MLN BIRR FORM COFFEE EXPORT The Ethiopian Grain Trade Enterprise (EGTE) said it has earned 189.2 million birr form coffee export. (21.05.2014 Walta Information Center) Enterprise General Manager, Berhane Hailu, told WIC the stated sum of revenue was generated from the over 33,000 quintals of coffee exported to various countries in the first nine months of this Ethiopian budget year. According to him, the enterprise s target was to export more than 92,000 quintals of coffee and earn 635 million birr. He said past nine months coffee export surpassed by 6 per cent compare to same period two years ago, while it declined by 45 per cent that of the same period last year. The enterprise earned about 400 million birr from oilseeds, cereals and pulses, including coffee beans exported during the nine months, it was learnt. 13

ETHIOPIA S SUGAR PRODUCTION COULD GROW FIVE-FOLD IN A YEAR Ethiopia s massive investment in sugar development projects across the country could see the nation produce 1.58 million tons of sugar annually, five times its current output, by mid 2015. (21.05.2014 Walta Information Center) The expected output is 70 percent of the government s plan as stated under the five-year growth and transformation plan (GTP), which set out to produce 2.25 million tons of sugar per annum. The government expects at least seven of the ten sugar manufacturing plants currently underway in five regional states to be completed by the end of the plan period (mid 2015). The boost in sugar production could come as early as this month when the first phase of Tendaho sugar factory which has the capacity to crush 13,000 tons of cane per day (tcd) begins operation. Dry testing has been conducted and we expect the factory to begin crushing before the end of this month, Shiferaw Jarso, Ethiopian Sugar Corporation (ESC) director general with a ministerial portfolio, said today at a press conference. At full capacity, Tendaho factory will crush 26,000 tons of cane per day (tcd) and produce more than 619, 000 tons of sugar annually, making it the biggest sugar factory in the country. Launched in 2006, the Tendaho project, which is being constructed by Overseas Infrastructure Alliance of India, predates the establishment of ESC and has been marred by delays. Next in line is the Kuraz I sugar factory, one of the five sugar factories being built in South Omo Zone (SNNP region) with a combined annual production capacity of more than 1.9 million tons of sugar. According to Shiferaw, Kuraz I, which will have 12,000 tcd crushing capacity, is expected to be completed in September 2014. Factory plant erection is being carried out by the Metal and Engineering Corporation (MetEC). ESC also expects the year 2014 to witness the completion of Kessem sugar factory, a plant with an annual sugar production capacity of 260,000 tons at full capacity. The sugar plant is being built in Fentalle and Dulecha weredas of Afar regional state by China Complant Group Inc. 14

The project is going very well and it is on schedule. We are confident that the plant will be completed in November, Shiferaw said. Two of the three sugar projects in Tana-Beles sugar development projects each with 12,000 tcd are expected to follow during the first months of 2015, according to ESC s director general. The remaining sugar development projects including Welkait sugar factory in Tigray region is expected to go operational during the GTP II period. The project received a 500 million dollars financial boost from China during the Chinese premier s recent visit to Ethiopia. Construction of the plant will commence in June [2014] and it is expected to be completed in 24 months, Shiefraw told journalists. Currently, Ethiopia produces some 300,000 tons of sugar per annum while the demand for sugar stands at around 500,000 tons. The country s sugar production is expected to not only satisfy domestic demand but will be an export commodity in the not-so-distant future. At full capacity, the entire sugar development projects including those expected to roll out during the GTP II period is estimated to reach 4 million tons of sugar per annum. With improved productivity the massive goal can be achieved, the director general believes. 15

SOUTH SUDAN COMUNITÀ INTERNAZIONALE A OSLO, PROMESSI OLTRE 430 MILIONI DI EURO IN AIUTI I donatori internazionali riuniti ieri a Oslo, in Norvegia, hanno promesso aiuti per oltre 600 milioni di dollari, pari a più di 437 milioni di euro, per far fronte all emergenza umanitaria in corso in Sud Sudan. (21.5.2014 Notiziario InfoAfrica) Alla vigilia della conferenza, le agenzie delle Nazioni Unite avevano evidenziato come per evitare che la situazione umanitaria degradasse ulteriormente dopo più di sei mesi di combattimenti tra forze governative e ribelli fossero necessari almeno 1,3 miliardi di euro. I fondi promessi ieri si vanno ad aggiungere ai 430 milioni di euro già annunciati dai donatori in occasioni precedenti. Tra i paesi che hanno annunciato il loro contributo economico, gli Stati Uniti hanno promeso una cifra pari a 212 milioni di euro, la Gran Bretagna 73 milioni di euro, l Unione Europea altri 40 mentre la Norvegia ha annunciato una donazione di 46 milioni di euro. Il risultato ha sorpassato le nostre aspettative, ha comunque detto la coordinatrice dell Ufficio delle Nazioni Unite per gli Affari umanitari (OCHA), Valerie Amos, rivelando che l ONU non si aspettava di riuscire a raccogliere tuti i fondi richiesti e ritenuti necessari. Penso anzi che sarà molto difficile ottenere altre risorse ha aggiunto Stiamo facendo fronte a un numero considerevole di crisi umanitarie in tutto il mondo, come in Siria e in Repubblica Centrafricana. In base alle più recenti stime dell ONU, almeno quattro milioni di persone un terzo dell intera popolazione sud-sudanese è a rischio fame. 16

Djiboutian president and his religious minister have called for the Ulima to release Fatwa on the Islamic perspective concerning militancy in order to tackle the increasing radicalism ideology. As everybody here aware, the Islamic religion spread and reached to the East African countries before it even spread to the Islamic state Head Quarters of Madina Al-Munawara. The people in the horn have managed to have strictly kept their Islamic faith for a long time of period by living peace and stability with one another. We still need to enforce this faith. NAZIONI UNITE PENSANO A UN IMPOSTA SUL PETROLIO PER FINANZIARE SANITÀ PUBBLICHE AFRICA Le Nazioni Unite avrebbero avviato una serie di colloqui con i dirigenti dei principali paesi dell Africa produttori di petrolio per introdurre un imposta di 10 centesimi di dollaro su ogni barile di greggio e destinare questi fondi al finanziamento della sanità pubblica dei paesi più poveri. (22.5.2014 Notiziario InfoAfrica) Lo ha detto il presidente dell UNITAID (il ramo dell Organizzazione mondiale della sanità che si occupa dell accesso ai farmaci) e consigliere speciale per le fonti innovative dei finanziamenti dello sviluppo del segretario generale dell ONU Ban Ki-moon, Philippe Douste-Blazy, specificando che il meccanismo d imposizione dovrebbe funzionare in modo simile alla recente tassazione sulle transazioni finanziarie introdotta in Europea. Quest anno lavorerò con i leader dei paesi dell Africa per una tassa sull estrazione delle risorse naturali ha detto Douste-Blazy L idea è introdurre un microscopico contributo di solidarietà da parte dei paesi produttori: è una proposta per aumentare la solidarietà Sud-Sud in Africa. Secondo Douste-Blazy, che ha reso nota la sua intenzione a Ginevra a margine del vertice annuale dell OMS, i fondi dovrebbero essere prelevati dai profitti petroliferi nazionali, piuttosto che dalle compagnie petrolifere. L obiettiv è riuscire a introdurre la nuova tassazione nel corso del prossimo anno. 20
