The Bank Group s ICT Sector Strategy focuses on three pillars: CONNECT: Financing broadband infrastructure: The World Bank recently stepped up its financing of innovative public-private partnerships (PPPs) as catalytic vehicles to attract additional private sector investment in broadband infrastructure. This includes regional communications infrastructure programs to accelerate the rollout of terrestrial backbone networks and submarine cable systems in Africa, Pacific Islands and the Caribbean. INNOVATE: Supporting the growth of the ITeS industry: Such support helps develop and align people skills relevant to the ITeS industries and knowledge economy. It includes a small but growing portfolio of IT industry development projects in Armenia, Bhutan, Ghana, Kenya, Mexico, and Nigeria. TRANSFORM: Using ICT to improve the delivery of public services: The World Bank is supporting US$7.3 billion of ICT components in projects across other sectors, such as education, health and public sector management, as determined by a study in 2006. Components include integrated financial management information systems, computers in schools and universities, digitization of high court proceedings, and electronic land titling. This assessment covered 1,700 projects under implementation or preparation across the Bank portfolio and through standalone projects such as the eghana (US$84.7 million), erwanda (US$10 million), and ebenin (US$15 million) projects. 9

Afghanistan: Increasing Access and Affordability through Telecommunications Sector Reform In Afghanistan, a US$22 million IDA credit supported sector reform that made the telecommunications market more competitive. It has attracted over US$1.2 billion in private investments, improving access to ICT services and reducing prices. This helped increase the number of telephone subscribers from 57,000 to 13.4 million between 2002 and 2010, and reduce costs from US$2 a minute to 10 US cents a minute. The Afghan telecommunications sector now contributes an estimated US$75 million in taxes annually. East Africa: IDA and IFC Support to Communications Infrastructure in East Africa The IDA-supported Regional Communications Infrastructure Program (FY07-FY13) and IFC co-financed Eastern Africa Submarine Cable System (EASSy) illustrate a joint World Bank Group approach to regional infrastructure development. The first is a US$424 million program that supports the development of telecommunications terrestrial networks through financing of public-private partnerships and broadband capacity purchases. The second is a US$240 million submarine cable connecting the east coast of Africa (from South Africa to Sudan) to Asia and Europe. These projects have contributed to a 90 percent reduction in wholesale capacity prices in East Africa, with retail prices already starting to drop by about one-third in Kenya and Rwanda. In Kenya, this has helped in increasing the number of internet users to 8 million in 2010 from 2 million in 2007. Ghana: Innovative Project Design through e-government PPPs in e-ghana The e-ghana Project (FY07-FY12, IDA) has an innovative design featuring a public-private partnership (PPP) to transform revenue collection, using a joint venture between Government revenue agencies and a private sector partner. The project has helped the Government attract US$40 million in private sector investment for developing and deploying an electronic tax application to automate revenue agencies and the Registrar General's Department. Upon completion, this application is expected to help the Government increase compliance and transparency, and broaden the tax base, while reducing the incidence of fraud, upgrading Government employee skills, and developing a template for upgrading other agencies. The eghana project is providing support to the local IT-enabled services (ITeS) industry including support to develop a Business Process Outsourcing Facility. Over 1,000 jobs have been created in the industry during the last two years. The eghana Project is also providing financial assistance to support a partnership between the public and private sector to train some 50 training institutions and 6,000 business process outsourcing agents. This is expected to further strengthen Ghana s position as one of the most attractive locations for ITeS business in Africa. 10

The World Bank Strategy for Health, Nutrition, and Population aims to help developing low-and middle-income countries to improve people's health and guard against the poverty that can result from sudden illness. Poor families often tap into savings or sell what they own to cover the costs of medical care. As a result, all too often people end up falling below the poverty line. Improving the perilous health of millions of the world's poorest people is rightly one of the essential priorities of the global development community in this new century. Specifically, the Bank will help countries to control priority diseases where they constitute a large part of the burden of disease. However, the Bank will increasingly endeavor to ensure that Bank operational and policy advice support for priority diseases will strengthen the ability of health systems to solve systemic constraints that impair the effectiveness of countries, the Bank, and the international financing community in achieving HNP results. The World Bank also believes that its support and advice will help countries achieve HNP results in a way that also contributes to their overall fiscal sustainability, economic growth, global competitiveness, and good governance. This new strategy is embedded in the core mission of the Bank to reduce poverty worldwide. 11

Vietnam Receives IDA Credits Totaling $250 Million for Better Health Services and Innovations through Research, Science and Technology May 31, 2013 The World Bank s Board of Executive Directors today approved two credits from the International Development Association (IDA) worth US$250 million to Vietnam for the Northeast and Red River Delta Regions Health System Support (NORRED) Project and the Fostering Innovation through Research, Science and Technology (FIRST) Project. Of the total, US$150 million will go to the NORRED Project, which aims to provide better health services for 15 million people, especially children and women, and by increasing the efficiency and equity in the use of hospital services in 13 provinces of the Northeast and Red River Delta regions. The project will help strengthen the capacity of provincial and district hospitals to deliver better quality hospital services as an alternative to patients seeking care in Hanoi, and it will reduce the financial barriers, especially by supporting the expansion of the national health insurance system to include households above the poverty line. The FIRST Project, which received funding of US$100 million, will support science, technology and innovation in Vietnam by designing and piloting science, technology and innovation policies, enhancing the effectiveness of research and development (R&D) institutions, and encouraging the development of innovative technology enterprises. The Project s main beneficiaries are R&D institutions and innovative technology enterprises that invest in R&D. Spin-offs and start-up enterprises that are incubated from R&D institutions or universities will also benefit. The Project will also support the establishment of a public-private partnership research laboratory in the R&D zone of the Hoa Lac High-Tech Park. 12

The objective of the Giza North Power Project for Egypt is to contribute to improving the security and efficiency of electricity supply in a sustainable manner. There are three components to the project, the first component being Giza north power plant. The components include the following: (i) four 250 MW gas turbines; (ii) two 250 MW steam turbines; (iii) four heat recovery steam generators (HRSG); (iv) water systems including cooling water, condensate system (deaerator, condenser, etc.), feedwater heaters, service water and waste water treatment; and (v) electrical system including transformers and switchyard. The second component is the technical assistance. This component includes the following: a) support for promotion of private sector investment in electricity generation, including for the process of selecting -GLANCE private developer for the Independent Power Producer (IPP) at Dairut ; (b) development of a power sector strategy for the power sector for the next 7-10 years, focusing on attracting additional private investment (beyond the Dairut IPP) and associated tariff and other policies to facilitate efficient financing of investment needs (US$ 200,000); and (c) support for promotion of energy efficiency (US$ 200,000). Finally, the third component is the project financing.
