5 INTRODUCTION The main objective of the AMF project is the creation of a new Model Forest in Dalmatia, by using the proved five steps methodology of the Mediterranean Model Forest Network Secretariat. Through this learning process all the AMF partners have furthered their knowledge about the concept and can start up more local Model Forest initiatives and/or facilitate processes in their countries / regions. In this sense, the main expected project product is an Implementation Plan about the establishment of a Model Forest in each partner s territory, after the end of the AMF Project. Specifically the partners, through the Implementation Plans and following the six IMFN principle and attributes, should analyze its forest regional context, linked with their territorial governance and regional policies, as well as the interest and diversity of the other governance solutions in the rest of the partner s territories. This way, partners are supposed to be able to elaborate a Plan for the local implementation of a Model Forest, following the realized methodology during the Project s WP4 (Pilot Site in Dalmatia). The execution of the Implementation Plans is a post result at mid/long term, after the end of the project. This document wants to helpto prepare the Implementation Plans, as a summary of the main aspects that have to be developed (compilation ofinformation and analysis). The document is divided following the 6 IMFN principles, in order to have a complete framework of the potential development of a Model Forest in the proposed landscape. 5

6 MAIN ASPECTS Who are the stakeholders / groups that have been involved in your Model Forest initiative until now? The groups of stakeholders involved up to now is quite wide and they include farmers, farm holidays, beekeepers, teachers, public officials, environmental associations, fishermen, garden planner, landscape managers, people fond of nature, students, winegrowers. Why were these groups identified? What are their strengths? The resulting groups are the output of a larger number of stakeholder invited, not the result of selection, but people who participated voluntary. The main strength is the participation of mainly the private sector, in the meanwhile these could be too much unbalanced toward private sector and become a weakness. What do / could they bring to the Model Forest? From the five steps methodology worksheet one of the most surprising result is that the stakeholder believe that a local Model Forest in the Municipality if Ferrara could be a model to export. Since it would involve territory with a low percentage of forest, but with the potential linked to innovative sector such as Carbon credit market open to private sector and also Payment for Ecosystem Services (PES). In both cases this would lead to a new market for the Agricultural sector which is one the main characteristic of the territory. Are there any stakeholders or sectors missing that are considered useful to join the MF partnership and why? From the meeting with the Stakeholder the missing sectors considered useful were: Province Police, State Forestry Corp, Po river Authority (AIPO), Club and sport associations (friends of the bike, riding schools, etc...), other environmental association WWF, Lipu), Regional Government and its technical services, Coastal defence Authority, Tourism enterprises, Farmers associations, Chamber of Commerce, ATC, Parks, didactic farms, economic associations (such as Confcommercio, Confindustria, etc..), some management authorities, ProLoco, Schools, research institutes. 6

7 How are you planning on engaging the missing stakeholders in the Model Forest development process (and later)?. According the methodology the missing sectors were identified by stakeholders participating to local meeting, and the engaging should be planned mainly by the group starting the association. Anyhow at each new local meeting the invitation has been extended at the missing sectors, therefore some of the stakeholders initially listed as missing sectors participated at least at one local meeting. The invitation were made through , newsletter of the Municipality, Facebook page of the Natural History Museum of Ferrara and of the Idea Center, plus traditional press releases. ADDITIONAL COMMENTS(about the factors to consider in identifying potential stakeholders in your Country/Region).(facultative) Influence: include those who can bring about change and those who may be affected by decisions but have no power; Responsibility: Examine a potential stakeholder s responsibilities regulatory and financial; Representation: Consider the different values and uses of the landscape that the Model Forest should represent; Review the legitimacy: refer to the extent a stakeholder truly represents its interests. Think about the future activities of your Model Forest: are there some entities that are really necessary to join your expected results? Remember that the initial partnership of the Model Forest has to remain open. Probably the public sector, at some administrative level should be engaged, currently Municipalities are clustering together and Province level is in an going process of transformation and/or disappearing. In this framework to define which administrative level is more appropriate is not clear. Please, explain if you already organized some local meetings. Municipality of Ferrara already organized 7 local meetings, the main strength is the participation of mainly the private sector, in the meanwhile these could be too much unbalanced toward private sector and become a weakness. Furthermore in Italy the political situation is in a phase of extremely rapid and deep changes, some of the local Authorities probably will be modified in term of organization and functions administration these modification need to be considered in the future, anyhow the public sector appears to have a role not to be underestimated. Main Indicators/Characteristics: 7

8 - Please make some lists: you can share the stakeholders in various groups such as public sector, private sector, entrepreneurs, associations, policy makers and so on Private sector: farmers, farm holidays, beekeepers, environmental associations, fishermen, garden planner, landscape managers, people fond of nature, students, winegrowers. Public sector: State Forestry Corp, Teachers (but not representing officially the school) public officials, Association: 2 types of association participated, this group is growing.. - Number of associations: number of associations in the territory and number of associations involved in the MF process (percentage of associations that are going to bepart of the Model Forest related to the total number of associations in the territory). In the very last local meeting organized, 2 nd of December 2014, was stressed that using the five steps methodology one of the result common at all the local meeting is the wish of better quality of life and better quality of the territory, which are of course deeply linked. The stakeholders present at the meeting identified as strategy to improve the participation, the existing associations of the territory, since the total number is probably among 10-20, with different missions, but the Model Forest initiative have wide and common intent which could gather at least part of the existing associations. One further suggestion is to use of social network and a direct language not necessarily linked to Model Forest at the beginning just to lure people at participating at local meetings. - Implicated sectors (from total sectors): % level of impact of the Model process in the territory. The province has been divided in three areas, western, Central and Easter part, in order to avoid limitation for stakeholder not eager to move, as a matter of fact from eastern to western part of the Province it takes more than one hour driving. The local meeting in western part of the Province was held in Porporana, in central part was held in Copparo, and in eastern part was held in Bosco Mesola. The last three meetings, on the total of seven, were held in Ferrara. Thanks to this facilitation it is possible to estimate a coverage at least of 80% of the territory. The city of Ferrara at the end was chosen for common meeting since it has a central position. 8

9 - Relation between the public entities and the private entities: this will give us and idea of the level of The groups of stakeholders involved up to now are 9,4 % public, 90,6% private implication of each sector. 10 MAIN ASPECTS What are the main attributes and characteristics of your proposed Model Forest? (please include a cartography). Province of Ferrara. Area: km² Main characteristics: a plain created by the floods of the Po and Reno rivers, a mainly agricultural landscape with some forested and wetland remnants. The main forest is about 1000 ha large. The Ferrara Province is located at the upper right corner of the Emilia- Romagna Region, in the map below, and is totally plain, it represent the only Province in the Region without mountain or hill. In the second map are represented the distribution of protected areas, Natura 2000 sites, Natural reserves and Regional Parks. 10

11 In the map below the distribution of the different wooded area is overlaid on the satellite picture of the Province. How is the area representative of a larger area or region? Ferrara Province is representative of the Po plain area and of the Po delta area. 11

12 What are the rationale / reasons for choosing this area? The area has been initially choose to represent a variety of landscapes, functions and activities, anyhow it will not be necessarily the final area of the Model Forest, the final decision is up to the stakeholders. ADDITIONAL COMMENTS (facultative) A realistic, credible, attractive future for your area: Why realistic? Based in reality to be meaningful to the stakeholders. Why credible? Must be believable to stakeholders to be relevant. Why attractive? Stakeholders must want to be part of the future envisioned for the Model Forest. What kind of future? It is not where you are now but where you want the Model Forest to be. How ambitious? Should be extraordinary and challenging. Why uniqueness? Highlights what is unique about your Model Forest landscape. Indicators/Characteristics: - Forested land: % of forest surface of the Model Forest. The forest area about 2% of the surface of Ferrara Province. - Other indicators about the different land uses in the territory. - Percentage Private/Public property. - Total size of the first Model Forest perimeter in relation of the total surface of the Region/Country. - Number of inhabitants/ha: density of population in the Model Forest. - Percentage of poverty: it will help to define the Model Forest needs about this issue. - Type of forest: in percentage of the total surface of the Model Forest or of the forested area of the Model Forest. - Biodiversity index:biological richness of the Model Forest. - Productivity of wood (type, quantity...) and of non-wood forest products (type,quantity, number of cooperatives, level of development of the market, socialinfluence, local/regional/national/international markets...). - Land use: percentage of the different uses of the territory. 12

13 - Management plans: are there any management plans? (Agriculture/forestry). - Certification: percentage surface under any type of certification. - Level of protection: are there any figures of protection of the territory, are thereany national parks? 13

14 MAIN ASPECTS In the Mediterranean region, the Model Forests generates economic and social advantages, benefiting local populations in an equitable way. Its priority objective, at the same level as the conservation of forest resources, is the fight against poverty through social, economic and cultural promotion of local populations. It contributes to protect landscapes against fire accidents, improve the living frame of inhabitants through a better access to the natural resources, protect and valorize the natural and cultural heritage, develop new activities benefiting to local populations in terms of income generation and employment. - Determine the main issues and challenges facing the Model Forest stakeholders, especially concerning the sustainable management of the landscape; Ferrara Municipality and Province are characterized by intensive agriculture, about most of the areas are privately owned by small farmer (22 ha as average). Last but not least the Province is 82% UAA (Utilised agriculture area) and with conventional and high impact agriculture techniques, which should be reduced. - Assesse constraints and opportunities that may affect how your Model Forest develops and operates; The main constrains could be linked to the low level of public owned land (State or other level of Public Authorities) this lead to the necessity to a strong involvement of private sector in particular agricultural sector and the opportunity is to find a connection to some kind of economic revenue leading to a change in part of the UAA (Utilised agriculture area). - Which are the foundation of the identified activities and developing programs? The developing program is the result of the five steps methodology, therefore the foundation is the will of the stakeholders. 14

15 - What are the barriers to achieve the vision identified for your Model Forest? The vision was not stated but from the first results is strongly oriented toward a better quality of life and a better quality of the territory, both are very high goal to achieve, probably the main barrier is the involvement of a very large part of the population and also key people into the Public sector at different level, from Municipality to Region. ADDITIONAL COMMENTS (facultative) Indicators/Characteristics: - Surface affected by erosive processes: level of degradation of the territory, risk that can affect the sustainability of the territory; - Human activities in the territory: types and impact. This can help to identify the risks that can affect the sustainability. Has already stressed the main activities are related to agriculture, the analysis of Corine Land Cover at first level clearly show that about 82% of the area is covered by Agricultural areas. - Incomes-outcomes/ha (per activities: ecotourism, forestry, etc ). 15

16 MAIN ASPECTS The Model Forest as a legal entity ensures the implementation of the governance principle, with all its attributes, as defined by the International Model Forest Network. There are certain positively aspects of the governance principle as it are presented through the Model Forest. It is useful to promote the spirit of collectiveness and a continuous consultation and participative solidarity. More than this, good governance assures a better contribution and management of the selected territory and a more integrated development. So, one of the most important early steps in developing a Model Forest is to clearly define an appropriate governance, creating a new independent legal body. Do you agree? Please explain why. Please specify if, in your opinion, it would be possible, in your Country, to create a Model Forest without creating a new legal body. - Which are the most used solutions in your Country to put in place a new initiative such as the Model Forest? Associations; Cooperative consortium; Foundation, Committee. The different form are all present, the Association is probably the most common. - Will it be a legally registered organization? Please explain if you are considering options such as non-governmental organization, association, federation, cooperative, consortium, foundation etc. The stakeholder did not yet decided, the various options were presented but no decision made at this point of the process, which still is the first phase. - Please explain the advantages and the inconvenient for every possible solution. Cooperative, consortium a body that should be charged with the true management of the landscape: probably, not possible. The foundation should be a good thing, but it requires a big financial effort in the beginning and in the following. So, it could be not truly independent but prone to the will of the main sponsors. Probably, a foundation has big tax advantages seen the high number of them 16

17 Association minor impact but also minor level of financial resources. Committee the most simple solution easy to manage. ADDITIONAL COMMENTS(facultative) Governance of a Model Forest is representative, participative, transparent and accountable. So, in your opinion which is the best solution (between the proposed alternatives) in order to respect this set of principle? How do you expect that your model forest is organized? Does it work by consensus? A Model Forest has no authority over land management from tenure holders but still has an impact. How do you plan to involve the political/technical responsible officially and have an impact in the landscape management? How will you organize your model forest? What levels of governance will be created? How will decisions be made in your Model Forest? How would you like to schedule the Model Forest Meetings (frequency of meetings)? How should work the communication between partners? Indicators/Characteristics: - Correspondence between Model Forest members and local actors in the territory. This will show the level of impact of the Model Forest in the territory. - Legal Entity: type of legal entity. - Percentage of representatively of public/private/social actors inthe selected Model Forest governance structure. 17

18 MAIN ASPECTS A multiannual work plan links your strategic directions and implementation strategy to the day-to-day activities of your Model Forest. The program of activities contains detailed planning and specific budgets for each activity. - Determine the main fields and/or key themes of interest of your Model Forest stakeholders; The result of local meeting always stressed the importance of quality of life and quality of the territory, anyhow the association and consequently a multiannual work plan, is not yet implemented.. - Explain how you plan to reach the achievement of these activities. During the workshop of 27 of February 2015 a small core group of stakeholder which participated at least at 2/3 of local meeting decide a next local meeting at the end of March. Municipality of Ferrara can partially continue to support the stakeholder. - Identify the barriers to implementing such as sustainable developments in the Model Forest; Up to now the main barrier is the discontinuity into the process, since at the of IPA project the support of Municipality of Ferrara to stakeholder will be less intensive. - Assesse the constraints and the opportunities that may affect how your Model Forest develops and operates; N/A ADDITIONAL COMMENTS(facultative) Form the foundation for identifying the main activities and developing programs of your future Model Forest. Indicators/Characteristics: - Defined and reachable program of activities - Number of research activities and projects being developed in the Model Forestarea. 18

19 - Traditional knowledge: is there an inventory? Are there activities about sharing/preserving/communication the traditional knowledge? - Innovative activities being developed in the Model Forest area. - Number of actors of the territory implicated in the activities: in the organizationand in the realization. Good to define to the percentage of the total number ofactors of the territory. - Influence of the activities in the different collectives of the territory: women,children, unemployed, etc. - The rate of elimination of activity and competence needs. - Institutional development and utilization of forests for the number of activities. - Production of non-wood products/public seminars to educate. 19

20 MAIN ASPECTS How do you plan to contribute to local/national capacity building in the sustainable management of natural resources? The association is not yet implemented therefore these aspects have not yet planned. How will your Model Forest exchange experiences and lessons learned with other Model Forests and other organizations? The main way should be participating to the network events and meetings ADDITIONAL COMMENTS(facultative) Be ambitious! How could you be extraordinary and challenging at the local/national/mediterranean/international level? Be unique! Highlight what is unique about your Model Forest. Indicators/Characteristics: - Number of meetings, documents and results of networking until now; - Number of local initiatives: the Model Forest local group is participating to the Network initiatives? (such as the project meeting / Med Forum); - Number of Model Forest local stakeholders participating in cooperation projects; - Communication activities, participation and visibility of the network activity: are the local stakeholders following the network site, newsletter, Facebook page or any other communication channel? 20

21 CONCLUSIONS Feel free to develop this part as you wish, highlighting what are the key challenges, issues and obstacles you are facing in your country / region in establishing a Model Forest. What strategies are you planning to put in place to overcome these challenges and issues and what kind of assistance / support are you looking for from the MMFN and IMFN Secretariats. The main challenge is the coordination of local groups which live in different part of the Province and are not eager to move, furthermore not all the people who participated have skill in using communication technology such as , audio-videoconference, social network. In the last part of the process stakeholder suggested to use, as communication strategy, the different association already operating on the territory. The necessary assistance would the availability of funds since stakeholder are probably not enough involved to plan to start an association. The support from the secretariat could be the presence of people officially involved into the network, since during a local meeting in which was announced the official presence of representative from Mediterranean Model Forest the participation was quite high. In general, what are your plans for moving forward with Model Forest development and strategic plan preparation (e.g., timeframe,activities, key milestones, working groups). The plan is to organize a core group which should start to promote by itself the Model Forest initiative and in a progressive way be the real organizer of the MF. 21

Quali sono gli attributi che caratterizzano le foreste, le risorse naturali, il paesaggio e la gente della vostra provincia? Lotta fra uomo e acqua che è minaccia e risorsa dell ambiente circostante: planiziale, fluviale, terra fertile, argini e spazi a perdita d occhio, nebbia e umidità, fiumi, canali, maceri, valli e mare, paesaggio rurale costellato da manufatti legati alla bonifica, percorso da fiumi e canali ricco di zone umide e vallive e di emergenze architettoniche di importante valenza storica. Tradizioni culinarie tipiche e prodotti come gli insaccati e il pane Carattere dei ferraresi: tenace e legato al proprio territorio, conservatore e chiuso come solitamente sono i contadini. Visionarietà che sconfina nella poesia (Ariosto, Tasso e Antonioni) Il territorio un tempo era più presidiato per via della maggiore presenza di agricoltori. Una maggiore valorizzazione della campagna e dei boschi darebbe anche maggiore sicurezza contro i rischi ambientali Le foreste relitte mantengono vivo il ricordo del paesaggio estense accanto alle Delizie e ai percorsi cicloturistici ed enogastronomici Diffusione di specie latifoglie con produzione di funghi ipogei ed epigei.
