FOSU ECONOMIC VOLATILITIES AND GROWTH IN LATIN AMERICA: COMPARATIVE EVIDENCE WITH SUB-SAHARAN AFRICA ON EXPORT VERSUS CAPITAL INSTABILITY Although the existing evidence appears to support the view that export instability (XI) is deleterious to economic growth in developing countries generally, it is still mixed. For instance, recent research on sub-saharan Africa (SSA) finds that the impact of XI on GDP growth is insignificant, but that capital (investment) instability, RI, exercises a strong negative effect. The current paper assesses the evidence for Latin America (LA), based on an augmented production function. The result for LA corroborates the above evidence for SSA, suggesting that RI is the more relevant volatility variable in adversely influencing growth. Unlike the case of SSA, however, XI is non extraneous in the LA growth equation, despite its statistically insignificant coefficient. R.K. GOEL UNCERTAIN PATENT SCOPE AND R&D INVESTMENT This paper introduces uncertainty of patent scope in examining R&D investment decisions in pursuit of an uncertain innovation. We find that an increase in the probability of scope protection increases research spending. This finding is opposite of the well-known effect that increased rivalry has on R&D spending. IRANDOUST INVESTIGATING CAUSAL RELATIONS BETWEEN FIXED INVESTMENT AND ECONOMIC GROWTH Few studies in the literature have dealt with the causality between fixed investment and economic growth. This study investigates the causal nexus of fixed investment and economic growth for a number of industrialized countries by constructing a vector autoregression (VAR) model for each country. On the basis of the new Granger noncausality procedure developed by Toda and Yamamoto (1995), the results show that fixed investment and economic growth are causally related in the long run for each country. In Canada and Italy the flow of causality is found to be bidirectional, in Germany the flow of causality is running in only one direction from fixed investment to economic growth, while in the remaining countries, France, Sweden, and the UK causality is running from growth to fixed investment. UPADHYAYA UNIT ROOT TEST POPULARITY AMONG ECONOMISTS: SAMPLING THE LITERATURE A commonly encountered problem in empirical research involves the choices researchers have to make with respect to data, research methodologies, and/or econometric estimation techniques. In many cases researchers are having to make these choices with less than perfect information. In such cases, it may be useful for researchers to have an idea of which econometric techniques are being used in the profession, especially in their area of specialization. To illustrate this problem this paper investigates the use of 17 different tests for a unit root. The use of these tests was surveyed for 13 journals in the areas of economic growth and development, macroeconomics, and international economics for the period 1997-2000. The results are reported both in terms of the frequency of the use of these tests and the number of different tests employed in each area of specialization and for each journal (breadth). It was found that the use of these tests is not uniform among the three areas with respect to both frequency and breadth. Further, journals within a particular area of specialization differ noticeably in the use of unit root tests. This type of information should be useful to researchers in these three areas and provide a useful way to present information on other types of empirical problems. In questo lavoro si considera l applicazione dei test per la radice unitaria. A tal fine si passa in rassegna l applicazione ditali test in 13 riviste nelle aree della crescita e dello sviluppo economico, della macroeconomia e dell economia internazionale nel periodo 1997-2000. I risultati sono riportati sia in termini di frequenza dei singoli test, sia con riferimento alle diverse aree di specializzazione, sia con riferimento alle diverse riviste. E interessante notare che la frequenza e l ampiezza della applicazione dei singoli test differisce notevolmente tra le riviste e tra le aree di specializzazione. Si ritiene che questo lavoro possa costituire un utile riferimento anche per lavori che prendano in considerazione altre metodologie di ricerca.

M. TRONZANO FOREIGN EXCHANGE MARKET EFFICIENCY: DID THE EMS MAKE A DIFFERENCE? A COINTEGRATION-BASED EMPIRICAL INVESTIGATION This paper addresses an interesting theoretical intuition, originally put forward in De Grauwe (1989), according to which market efficiency should find stronger support in a pegged exchange rate regime rather than in a purely floating context. A cointegrationbased empirical investigation on the French Franc/Deutsche Mark exchange rate and two outstanding floating rates (DM1 U$, Yen/U$) strongly supports the above intuition. As revealed by cointegration tests, a necessary condition for market efficiency is uniformly supported across alternative exchange rate regimes. Forward unbiasedness tests, however, point out that only inside the EMS is a sufficient condition for foreign exchange market efficiency satisfied. The above conclusion is robust to alternative methodologies to test restrictions on parameters and has relevant implications on a large strand of applied literature assessing EMS credibility. Un analisi empirica basata sulla teoria della cointegrazione L articolo discute una interessante intuizione teorica, originariamente proposta da De Grauwe (1989), secondo la quale l efficienza del mercato valutano dovrebbe trovare maggior supporto in un regime di tassi di cambio controllati rispetto ad un regime di fluttuazione pura. L analisi empirica su un tasso di cambio appartenente allo SME (Franco Francese/Marco Tedesco) e su due importanti tassi di cambio flessibili (Marco/Dollaro, Yen/Dollaro) conferma l intuizione sopra citata. I test di cointegrazione mostrano che la condizione necessaria per l efficienza è supportata per tutti i tassi di cambio considerati. Tuttavia, soltanto nel caso del tasso di cambio appartenente allo SME è anche soddisfatta la condizione sufficiente per l efficienza del mercato. Questi risultati sono robusti a metodologie alternative di analisi empirica, ed hanno implicazioni rilevanti per la letteratura applicata che esplora la credibilità dello SME.

WALKER FINANCIAL AND ECONOMIC DETERMINANTS OF PRIVATIZATION Shifting from government to the private sector as the primary provider of goods and services has been one of the most important economic phenomena in the past decade. This study assesses the relative importance of potential determinants of the rate of privatization in emerging economies. Macroeconomic, macro-financial, and mixed economic and financial models are tested. The mixed model has the strongest statistical power. The predictive power of the models is tested with more recent data and additional emerging markets. The models are effective to predict future rates of privatization for 1997 and additional countries. Questo lavoro esamina l importanza relativa delle potenziali determinanti del tasso di privatizzazione nelle economie emergenti. Vengono sottoposti a verifica modelli economici e finanziari di tipo macroeconomico, macrofinanziario e misto. Il modello misto risulta avere una potenza statistica maggiore. La capacità predittiva dei modelli viene verificata su dati più recenti e su altri mercati emergenti non coperti dai modelli. I modelli si rivelano efficaci in entrambe le situazioni.
